PURPOSE OF THIS CONTRACT
Oxfam in Cambodia seeks to engage an independent consultant or consulting team to undertake the Endline Evaluation of the Influencing Just Energy Transition (I-JET) Project. The evaluation will determine the extent to which the project has achieved its intended outcomes vis-à-vis its Theory of Change in advancing a gender responsive and socially inclusive just energy transition across ASEAN while identifying lessons learned, good practices, and evidence-based recommendations to strengthen accountability and organizational learning. In doing so, it will involve partners in shaping and interpreting the evaluation findings. The endline evaluation will be conducted within a total of 30 working days from October 2026 until March 2027.
BACKGROUND AND CONTEXT
The I-JET Project is a regional initiative funded by the Australian Government through the Australian NGO Cooperation Program (ANCP) from 1 July 2022 to 30 June 2027. The project is jointly implemented by Oxfam International-Asia with the Climate Action Network Southeast Asia (CANSEA), the ASEAN Centre for Energy (ACE), Oxfam in Cambodia, Oxfam Pilipinas, Oxfam in Laos, and Oxfam in Vietnam, who were part of the project’s early years --- in collaboration with civil society organizations (CSOs) and other strategic partners. Recognizing that a just energy transition requires more than technological change, the project seeks to strengthen the capacity and leadership of CSOs, women leaders, People with disabilities, and other marginalized groups to influence energy policies and promote sustainable community-owned renewable energy solutions (SCORE). It aims to achieve the following outcomes:
- Outcome 1: Non-state actors at national and regional levels actively contribute to shifting the narrative towards a gender responsive and socially inclusive energy transition.
- Outcome 2: National and regional energy policy frameworks and financing mechanisms are more gender responsive and socially inclusive.
- Outcome 3: Increased public and private investment in sustainable community-owned renewable energy solutions that promote gender equality and social inclusion.
The project adopts a regional advocacy approach focused on influencing ASEAN energy governance processes, including the ASEAN Plan of Action for Energy Cooperation 2026-2030 (APAEC 2026-20230), while supporting national-level interventions on policy engagement and the strengthening of CSO coalitions.
Key Stakeholders, Target Groups, and Beneficiaries
Successful implementation of the project depends on collaboration among a diverse range of stakeholders, with civil society organisations (CSO), women's rights and women-led organisations (WRO), People with disabilities, Indigenous Peoples, and institutional stakeholders from the ASEAN and the private sector as the primary stakeholders. The project directly supports organisations and institutions that influence energy governance and policy, with particular emphasis on strengthening the capacity and participation of CSOs.
Indirect beneficiaries include communities that will benefit from more equitable energy policies, improved access to renewable energy, stronger social safeguards, and increased investment in sustainable community-owned renewable energy solutions (SCORE).
OBJECTIVES OF THE ENDLINE EVALUATION
The overall objective of the Endline Evaluation is to conduct an independent assessment of the I-JET Project to evaluate its overall performance, achievements, and contributions to advancing a gender-responsive and socially inclusive just energy transition in the ASEAN. Specifically, the evaluation will:
- Assess the overall performance of the I-JET Project against relevant OECD-DAC evaluation criteria.
- Determine the extent to which the project achieved its intended outcomes in promoting a gender responsive and socially inclusive just energy transition, including its contributions to narrative change, policy influence, and financing for SCORE solutions.
- Assess the effectiveness of the project's implementation strategies, partnerships, stakeholder engagement, and capacity strengthening approaches in empowering CSO networks, women leaders, and People with Disabilities to engage decision-makers and influence energy policies, and implement SCORE solutions.
- Identify key achievements, lessons learned, good practices, challenges, and unintended outcomes to strengthen organizational learning and improve and inform decision-making on future programming.
- Provide evidence-based recommendations to enhance the sustainability of project outcomes.
SCOPE OF THE ENDLINE EVALUATION
The Endline Evaluation will cover the project implementation period (1 July 2022–30 June 2027), regional-level project interventions in ASEAN through regional partners, as well as national-level interventions in Cambodia and the Philippines (including Lao PDR and Vietnam, which were part of the project in its early years).

3- Preparation and Presentation of Draft Evaluation Findings The consultant shall submit and present to the ERG the first draft evaluation report including key findings, conclusions, lessons learned, and preliminary recommendations. Total page number of report is 30 pages excluding annexes. The consultant shall prepare and facilitate a presentation of the draft evaluation findings, conclusions, recommendations, and proposed way forward to Oxfam, project partners, and the ERG. Presentation materials (PowerPoint) shall be submitted to the ERG in advance. |

The ERG will review the draft report and provide consolidated comments and feedback. The consultant shall address all agreed comments in the revised report. The ERG will review and endorse the presentation materials prior to the presentation. Feedback from the workshop shall be incorporated into the final report where appropriate. |

4. Final Endline Evaluation Report The consultant shall submit and present the final evaluation report together with the executive summary, presentation materials, final datasets (where applicable), interview guides, survey questionnaires, and other relevant evaluation tools developed during the assignment. The ERG will review the final deliverables to confirm that all contractual requirements have been met and that comments from previous review stages have been adequately addressed. The ERG will approve the final report and determine the content appropriate for external dissemination in accordance with Oxfam's information management and publication policies. |
The ceiling for the financial proposal is approximately USD 49,000 which should include all expected costs (including travel) and taxes (i.e. Cambodian Withholding Tax).
The Consultant must produce all written deliverables under this consultancy independently and in their own words. All findings, analysis, and written content must be based on original research and critical thinking and not generated by artificial intelligence systems. Automated tools may be used for limited and clearly defined purposes such as spell check and grammar correction (e.g., Microsoft Word Editor, Grammarly) and transcription of interviews or meetings (e.g., Zoom transcription).
The use of such tools must not replace the Consultant’s responsibility for interpretation, synthesis, and articulation of findings. Under no circumstances may confidential or sensitive information be uploaded to any AI-enabled platform. Oxfam reserves the right to reject and withhold payment for any deliverables that are found to be substantially generated by artificial intelligence beyond those explicitly permitted.
