I. PURPOSE OF THIS CONTRACT
This consultancy aims to provide operational and technical support to the Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH) Project throughout the consultancy period. The consultant will work closely with the Project Coordinator to support project implementation, particularly on field activities, logistics coordination, data collection, documentation, communications, and monitoring activities.
The consultant will also take a leading role in supporting the preparation and implementation of the project endline survey related to handwashing practices, working closely with the Project Coordinator and HURREDO throughout the process.
The consultant will work as part of the FOWASH project team together with the Project Coordinator and Project Assistant. While the consultant will focus on operational and technical support related to field implementation, communications, monitoring, and endline survey activities, the Project Assistant will support logistics and administrative processes, including requisition, invoice follow-up, and operational coordination.
II. BACKGROUND AND CONTEXT
The Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH) Project addresses critical challenges related to water, sanitation, and hygiene (WASH) in rural Cambodia. The project is funded by KOICA, led by Oxfam, and implemented by the local NGO, HURREDO, in close collaboration with the Ministry of Rural Development (MRD), Provincial Departments of Rural Development (PDRD), and local authorities in both provinces.
The project aims to contribute to the overall impact of strengthening health and improving water, sanitation, and hygiene for vulnerable communities affected by climate change in the Tonle Sap Biosphere Region (TSBR). By the end of 2026, the project seeks to achieve the following outcomes:
- Outcome 1: Improved access to sustainable and clean water in vulnerable and hard to reach communities impacted by climate change in the TSBR.
- Outcome 2: Increased awareness and practice of and improved access to hygiene and sanitation of vulnerable and hard to reach communities impacted by climate change in the TSBR.
The project is being implemented in 17 communes across 12 districts in Siem Reap and Battambang provinces. To date, the project has supported the establishment of 11 community-based water kiosks (WKs), producing safe drinking water under the brand Kuchsar water. In parallel, the project promotes hygiene and sanitation practices through community and school-based interventions. This dual approach, combining improved access to safe water and behavior change on hygiene, provides the foundation for the proposed clean water awareness campaign, which aims to strengthen community engagement and increase the uptake of safe drinking water from nearby kiosks.
III. SCOPE OF WORK
The consultant will provide operational, field, communications, monitoring, and endline survey support to the FOWASH project, including but not limited to the following responsibilities:

- Project Implementation and Field Support
- Support coordination and implementation of field activities, monitoring visits, and community engagement activities.
- Conduct regular field visits to support activity implementation, follow-up, and coordination in target areas.
- Work closely with the Project Assistant on logistical and operational arrangements required for field implementation activities.
- Monitoring, Data Collection and Communication
- Support field monitoring activities and follow-up visits to WKs, schools, and target communities.
- Collect data and field information required for project monitoring, reporting, learning, and communications purposes.
- Collect field content and beneficiary stories to contribute to project communications, including Facebook content, visibility materials, and Oxfam’s Impact Spotlight newsletters.
- Support preparation of field travel report and project documentation materials.
- Conduct Endline Survey
- Develop the endline survey concept note and methodology, with input from the project team and partner.
- Coordinate closely with HURREDO and relevant stakeholders on survey preparation and implementation planning.
- Lead support for recruitment, coordination, and orientation of enumerators.
- Monitor the data collection process to ensure data quality and timely implementation.
- Support data cleaning, consolidation, and preliminary analysis.
- Write the endline survey report, including findings, observations, lessons learned, and recommendations.
IV. KEY DELIVERABLES
- Regular support provided to field implementation, monitoring visits, community engagement activities, and coordination with HURREDO and local stakeholders within the assignment period
- Field data, monitoring reports, and activity documentation collected and organized
- At least 2-3 communication contents/stories developed from field activities for Facebook posts, visibility materials, or Oxfam’s Impact Spotlight newsletter
- Endline survey concept note, methodology, tools, and implementation plan developed with inputs from project team and HURREDO
- Enumerator recruitment and orientation process supported and completed
- Monitoring of endline survey data collection conducted to ensure quality implementation
- Consolidated and cleaned survey dataset prepared for analysis
- Endline survey report, including findings, observations, lessons learned, and recommendations

VI. PROFILE REQUIREMENTS
The ideal consultant shall possess the following qualifications and experiences as below:
Experience and Technical Skills:
- Proven experience supporting field implementation, logistics, monitoring, data collection, or operational support within development or NGO projects.
- Experience conducting field visits, coordinating community activities, and collecting field information.
- Experience supporting project documentation, storytelling, photography, or communications activities.
- Familiarity with monitoring and evaluation (M&E) processes and field data collection.
- Experience supporting surveys, assessments, or research activities is an advantage.
- Strong coordination, communication, and organizational skills.
- Ability to travel frequently to field locations in Battambang and Siem Reap provinces.
- Good writing and reporting skills in English and Khmer.
Additional Assets:
- Familiarity with WASH, hygiene promotion, or community development programming.
- Experience working with NGOs, local authorities, and community stakeholders.
- Ability to work independently while closely supporting the Project Coordinator and project team.
- Flexibility to support multiple project activities within tight timelines.
