Oxfam is unable to guarantee the obtaining of a work permit for the role. Candidates must have and be able to retain the legal right to work in Laos. We are not able to support the relocation of a candidate to take up the position in an Oxfam location

The Cambodia, Laos Vietnam (CLV) Cluster is newly created as part of the Oxfam global change process.  The CLV Cluster links programs, people, funding resources and knowledge in Cambodia, Laos and Vietnam country programs to optimize delivery of the Oxfam Global Strategy Framework and the Oxfam Asia Regional Strategy, and to achieve operational efficiencies

 

The Role

 

Oxfam Novib is looking for a qualified candidate who will be taking the Gender and Inclusion Program Officer position. The Program Officer Gender and Inclusion will support delivery of the strategy development and implementation of Oxfam’s Gender and Inclusion program portfolio in Laos Coorlaberate with CSO and government partner to serve as the primary point of contact, capacity builder, and technical supporter for the 15 Community-Based Organizations (CBOs) in Group 2 in 2 Province. The program officer will ensure these grassroots organizations are effectively integrated into the project, can implement their activities successfully, and can channel community-level evidence up to the national alliance. In summary, the Program officer for CBO is the linchpin that connects the project's strategic objectives with on-the-ground reality. They are responsible for empowering the CBOs in Group 2 to become effective, independent, and sustainable actors in promoting Climate-Smart Agriculture and value chain within their communities of the Promoting Climate Smart Agriculture (CSA) project to respond to climate adaptation and mitigation needs of vulnerable women and youth farmers’ groups, the project funded European Union in Laos.

Supports CSOs partners to achieve policy, attitude and practice change to improve gender equality and inclusion. Provide support to the implementation of gender justice, women rights and inclusion as part of the Oxfam in Laos, and Oxfam Cambodia, Laos and Vietnam (CLV Cluster) Strategies 2025-2020. the Gender and Inclusion Officer is required to fulfil following key responsibilities:

 

 

 

 

KEY RESPONSIBILITIES

Program Implementation

  • Supported by the Program Manager Gender and Inclusion, ensure Oxfam in Laos gender and inclusion programs’ work plans are implemented to quality standard and according to schedule and budget.
  • Provide coaching and capacity building (training) for Oxfam staff and partner organisations on gender and inclusion, e.g. concepts and principles of gender and inclusion approaches, gender and inclusion in development and humanitarian programs, mainstreaming gender within development interventions, conducting gender analysis.
  • Facilitate documentation, knowledge capture and the exchange of learning on gender and inclusion, supporting Oxfam in Laos to learn and improve how programming can opportunities to address gender norms, gender power imbalances and affect gender and inclusion transformative change in Laos.
  • Support gender assessments, program design, and Monitoring and Evaluation activities to ensure where ever possible a gender transformative approach in Oxfam programs
  • Work closely with program colleagues in the Gender and Inclusion program team and implementing partners to ensure compliance with Oxfam back donors’ requirements, including responsibilities for quality and timely reporting (financial and narrative) on a monthly and quarterly basis.
  • Support Oxfam in Laos in proactively identify and pursue opportunities for gender and inclusion program development and growth in line with Oxfam’s Strategic Goals and Business Development work plan.

 

Partnership

  • Build relationships with new and existing partners, ensuring appropriate standards and relevant approaches are used for each partner arrangement
  • Provide partner assessments  including assessing partners needs and creating appropriate capacity building plans, detailing tools and methodologies, performance and accountability requirements and evaluation approaches
  • Support partners in gender and inclusion programs with technical support and assistance for due diligence compliance to meet donor and grant requirements
  • Support partners to ensure phased budgets are spent and managed in line with the financial management systems

 

Representation

  • With the guidance of Program Manager, ensure Oxfam is represented in key forms to leverage influence and add value to Oxfam’s work on the ground (Government or CSO platforms, multistakeholder initiatives, etc).
  • Develop and maintain a proactive working relationship with other development actors in the area of gender justice and inclusion.

Technical Skills, Experience & Knowledge

  • University degree, preferably in development-related field.
  • Knowledge and practice of gender and inclusion frameworks. Demonstrated commitment to gender justice and inclusion principles and practices.
  • Experience and skills in delivering gender and inclusion development programs in Laos
  • Demonstrated conceptual, analytical and strategic thinking; Ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors; Ability to influence others.
  • Good communication, presentation and facilitation skills; High level of written and spoken English and Lao.
  • Demonstrated interpersonal skills and ability to work with colleagues in dispersed locations and from multi-cultural contexts
  • Creative and able to work well under pressure, ability to prioritize and meet deadlines
  • Willingness to travel to remote areas of Laos.
