The Cambodia, Laos Vietnam (CLV) Cluster is newly created as part of the Oxfam global change process. The CLV Cluster links programs, people, funding resources and knowledge in Cambodia, Laos and Vietnam country programs to optimize delivery of the Oxfam Global Strategy Framework and the Oxfam Asia Regional Strategy, and to achieve operational efficiencies
The Role
Oxfam Novib is looking for a qualified candidate who will be responsible for The Programme Coordinator for Reducing Vulnerability in Lao PDR: Advancing Social Protection and Labour Rights and Entitlements in the Coffee, Tea, and Forestry Sectors – Phase II (SOLAR II) is responsible for ensuring improved access to social protection and occupational safety and health (OSH) measures for workers particularly informal workers and women in the coffee, tea, and forestry sectors across seven provinces and sixteen districts of Lao PDR. This position oversees the planning and coordination of the SOLAR II project and the Civic Space portfolio within Oxfam in Laos. The Programme Coordinator provides leadership and strategic direction, ensuring effective programme implementation based on ILO’s Decent Work Agenda. The role involves co-implementing activities with partners, supporting policy analysis on social protection, labour rights, and civic space for learning, advocacy, and fundraising, and ensuring alignment with Oxfam in Laos Country Strategy and the CLV Cluster Strategy.
KEY RESPONSIBILITIES (Coordination, Relationships, and Influences)
The Programme Coordinator
- Lead program management for Reducing Vulnerability in Lao PDR: Advancing Social Protection and Labour Rights and Entitlements in the Coffee, Tea, and Forestry Sectors – Phase II (SOLAR II).
- Ensure SOLAR II and Civic Space projects align with Oxfam’s national, regional, and global objectives.
- Oversee implementation of work plans, monitor phased budgets, and ensure compliance with financial management systems. Facilitate cross-country learning and integration of lessons-learned across sectors.
- Collaborate with the Partnerships and Quality team to develop and implement the Monitoring, Evaluation, and Learning (MEL) framework, ensuring active engagement of partners, communities, and staff to measure impact and progress.
- Provide or source technical expertise on social protection, labour rights, social dialogue and civic space.
- Manage programs and projects to maintain effective and efficient partnerships, ensuring adherence to Oxfam’s partnership principles.
- Promote complementarity and collaboration among partners to achieve program objectives.
- Ensure compliance with donor requirements, including timely and high-quality financial and narrative reporting on a quarterly and annual basis.
- Implement and monitor compliance mechanisms across all team members.
- Identify and manage key risk areas through annual audits of the country program.
- Produce clear, accurate, and accountable reports (financial and narrative).
- Plan and coordinate work with partners, optimizing resources to achieve strategic goals.
- Mainstream gender specific needs and contribute to advancing gender equality.
Programme Development
- Identify opportunities for local and regional collaboration and back-donor financing that align with Oxfam’s goals, and develop and maintain strategic partnerships. Contribute to the design and implementation of projects and programs that attract potential donor funding.
- Support the Programme Manager in proactively identifying and pursuing program development and growth opportunities in line with Oxfam’s strategic objectives.
- Ensure the production of high-quality assessments, baselines, concept notes, and proposals with accurate budgets.
- Promote coherence and joint approaches across all program activities to maximize impact and drive systemic change.
- Develop and implement exit strategies to ensure sustainability of achieved impacts through national and regional advocacy and campaigning.
- Maintain updated stakeholder analysis and donor mapping to inform program design and strategic decision-making
- Project Monitoring Evaluation & Learning
- Initiate and facilitate knowledge and information management activities with partners and the team to enhance program effectiveness and capture lessons learned.
- Promote networking between partners and relevant external stakeholders, including research and knowledge institutions. Lead the development of reports and publications on social protection, labour rights, and civic space.
- Coordinate the identification, organisation, and monitoring of capacity-building processes for partners to strengthen their technical and operational capabilities
Representation Towards and Networking With Stakeholders
- Represent Oxfam in key platforms that influence policy and practice, including government and CSO forums, working groups, and multi-stakeholder initiatives, ensuring visibility and impact.
- Develop and maintain proactive relationships with relevant agencies and development partners to build strategic alliances and institutional partnerships at local and regional levels, particularly in areas of social protection, labour rights, and civic space.
- Identify, assess, and strengthen relationships with new and existing partners operational, strategic, and alliance based using appropriate standards and approaches. This includes assessing partner needs and designing tailored capacity-building plans with clear tools, methodologies, performance indicators, and accountability mechanisms.
- Facilitate linkages with civil society, private sector, and government partners to advance program objectives and foster collaborative action
Management
- Program Coordinator will have opportunity for acting at Programme Manager level when required under delegation of authority from the Program Manager.
- The Programme Coordinator acts as internal resource on SOLAR II and Civic space (training, support to partners etc)
- Coordinates delegated accountabilities for project risks and reports regularly.
Humanitarian Preparedness and Response
- Participates in quick assessment of humanitarian needs in case of disasters and participates in writing assessment reports
- Contributes to the reflection of humanitarian response strategies, concept notes and proposal if necessary
- Participates in the delivery of humanitarian response Programs
- Experience in partnership Programming
- Excellent skills in funding/grants management
- Strong understanding of monitoring, evaluation and learning
- Proven skills in managing changes, achieving results, ensuring quality, team building and capacity building.
- Excellent written and oral communication skills in English.
- Demonstrable evidence of managing sizeable resources – people, budgets, including evidence of demanding high standards of performance and accountability while being fair in dealing with people and demonstrating through role modelling.
- Competence in capacity-building and organisational or institutional development of local organisations.
PERSONAL QUALITIES
- Strong team player with the ability to work effectively with individuals from diverse cultural backgrounds and varying capacities.
- Demonstrated ability to take initiative and work independently when required.
- Excellent communication skills in both written and spoken English and Lao.
- Minimum of 3 years of relevant experience with INGOs, particularly in areas related to social protection, labour rights, and civic space.
- Commitment to Oxfam’s values and principles.
- Proven interpersonal skills and ability to build and maintain effective working relationships.
- Resilience and perseverance, with the ability to perform under pressure.
- Results-oriented, with strong planning and prioritization skills; monitors progress and quality against plans, sets high performance standards, and leads by example
