Communication and Campaign Consultant
- Background of the consultancy
Oxfam in Laos had been hiring a Communication and Campaign Officer since 2021 until January 31, 2025, as the staff resigned from Oxfam in Laos. Then, the country management was not able to recruit the position back due to no Collective Resources Allocation (CRA) budget to cover the gap (Shortfall) of the position salary despite half of the salary are charged to projects such as DGD Project (20%), MAP2 Project (10%), FFA Project (10%), and Climate Smart Agriculture Project (5%).
However, it is mandatory for the country office to have a key communication person on board to increase the visibility of Oxfam and make sure that communication works reaches audiences as donors expect especially donors from the Climate Smart Agriculture Project funded by European Union (EU), DGD Project funded by DGD Belgium. Apart from these 2 projects, communication works are also needed by many smaller projects, but it is not that significantly prioritized from the country’s risk analysis. Communication work under these 2 projects were severely concerned by the donors about the quality and performance. The European Union requires the country office to enhance and leverage the quality of communication works under their projects to a satisfactory level. Therefore, there is a need to bring this position back. Through the participatory decisions collectively made by the management in the country office, the country office decided to hire a communication consultant to take part to handle all the scope of communication work required by the 2 projects and other small projects as needed in which the consultancy fees will be shared by such projects and the position will contribute to such projects based on the percentage responsible by each project.
- Objective of the consultancy
- To fulfill the gap that Oxfam in Laos currently has no communication and campaign officer on board which will then lead to critical risks.
- To address remaining concerns of communication work in the country offices and take the lead on communication work which are mandated to donors’ standards and criteria.
- To increase Oxfam’s visibility and make sure that impacts are effectively communicated and comprehensively presented to donors, stakeholders, and audiences.
- To increase future opportunities and initiatives from diverse donors globally and increase volume of country’s programs or projects because of effective communication works performed.
- Scope of Work
- Making sure that communication and visibility plans of projects of Oxfam in Laos are adjusted or updated based on informed decisions made by projects and approved by donors
- Making sure that communication and visibility plans of projects of Oxfam in Laos are interpreted, implemented and transformed into actionable solutions and deliverable products.
- Upon project requests from projects which can be writing case study, communication materials, graphic design, and video editing the consultant is responsible for providing support and delivering the products.
- Leading on creative, innovative, and effective communication for Oxfam in Laos, including the development with regular updating of the Oxfam in Laos official website, Facebook pages, Youtube, Twitter and LinkedIn.
- Maintain consistent branding across all communications for Oxfam in Laos, ensuring uniformity in presentation formats, reporting formats, banners, logos, and brochures.
- Manage Oxfam’s public engagement activities, including the production of quarterly newsletters, producing human interest stories, photos, ] and videos.
- Deliverables
- Evidence of regular social media channels is updated. This can be measured by number of posts on different platforms such as Oxfam in Laos Official Website, Facebook Page, YouTube, Twitter and LinkedIn.
- Evidence of communication and visibility plans is updated and implemented. This can ne measured through 1.) Number of revisions made to the communication and visibility plans, and 2.) Number of products (flip chart, brochures, banner, T-short design, and other Information Education and communication (IEC) materials) produced or delivered according to the communication and visibility plans.
- Duration
The consultancy will be 3 months with possible extension based on the performance and quality of the consultancy services provided above.
- Payment Methodology
The payment will be divided into 3 tranches. Each tranche is equivalent to one month service. Although the consultant is contracted with a fixed term, he/she is required to submit a monthly timesheet stating the days and hours he/she contributes to each project based on the percentage that each project could contribute to his/her monthly consultancy fee. The percentage allocations will be exercised and calculated once the monthly consultancy fee is known.
- Qualifications
- A university degree in Journalism and Mass Communication, an advanced degree in communication will be an added advantage or at least 4 years of work experience in a similar position
- Technically competent in internal communication, media engagement, social media, public campaign.
- Ability in graphic design, story writing, and photography
- Creative and self-motivated
- Sound understanding of the development context of Laos and right based approach.
- Ability to work in a very organized manner with high level skill in planning, interpersonal communication, presentation and coordination.
- Experience in visibility and brand management, ability to identify branding risk and suggest appropriate solutions.
- Keeps up to date with internal or external activities which may influence role.
- Willing and able to adapt priorities to respond to changing demands.
- Some experience in budget management and procurement to ensure quality of communication products.
- Some experience in media partnership and event management.
- Experience in working with youth, women, vulnerable groups and private sector will be an added advantage.
- Criteria for selection
Each offer will be evaluated based on the applicant’s demonstrated competence and experience in addition to the ability and availability. The selection process will consider the consultancy fee and qualification of the individual consultant
