Team Purpose:
Under the leadership of the “Head of Programs”, the Program team, collectively, is responsible for the quality conception & design, the timely implementation and the efficient and effective outcome and impact of their respective project. The team is also charged with ensuring sound and equal partnerships with all parties involved in our work, under the different types of relations and partnerships within the relevant work portfolio. Within the structure of Oxfam Program team, every project is led by a Program Manager, who is responsible for the compliant, efficient management of their team and ensuring the most successful outcome for their related projects.
The “Policy and Influencing Coordinator (PIC)” position is an integral part of the Oxfam overall Program team that sits within the Oxfam in North Africa extended structure and carries direct obligations and responsibilities under a specific Project.
Job Purpose
The Policy and Influencing Coordinator (PIC), together with the PM and Oxfam Influencing Lead, is responsible for the successful planning, management, implementation, alignment and realignment, and closure of all relevant components and activities within the assigned project. The PIC engages and interacts directly with the relevant project partners, service providers, peers and allies. The PIC also works closely, guide and support the project in the design, planning and implementation of their relevant activities. In addition, this role works closely with the relevant project team members and ensures smooth coordination and collaboration of the relevant work with all internal colleagues and departments. Finally, the PIC is also expected to directly support the PM, and Oxfam Influencing Lead, where and as needed.

Key Responsibilities and Accountabilities
Policy & Advocacy work 30%
- Lead the development and coordination of research papers and policy briefs
- Coordinate with partners to align research components with their priorities and capacities at all stages (design, implementation, validation).
- Facilitate partner workshops to review findings, co-develop products, and ensure ownership.
Coordination of influencing efforts: 50%
- Contribute to the development of the project Influencing Strategy, action plan, and monitoring indicators in coordination with Oxfam team, project consortium members and local authorities and actors, and considering Oxfam Influencing Framework.
- Coordinate and monitor the implementation of the Influencing Strategy activities to be held both offline and online. Activities includes, but not limited to, events, round-table discussions, lobbying meetings, Story-telling workshops, feedback sessions, etc.
- Provide and ensure high-quality reporting on the progress and results of the Influencing action plan on a regular basis.
- Maintain direct contact with local partners (State actors, private sector, and the public) according to Oxfam’s advocacy and campaigning policy
- Facilitate meetings, encounters, and events (both at the local and national level) to be held with the local authorities.
- Manage the project influencing presence on the different media platform including press and radio in coordination with an external communication agency.
Knowledge & Learning (Production, Visualization, and Dissemination efforts) –10%
- Lead and contribute to the development of the project Learning agenda
- Capture, document, and disseminate programmatic learning, success stories, and best practices related to inequality, economic and social rights and decent Work.
- Support developing and sharing best practices, innovations, and other relevant products, conducting regular and ad-hoc information and story gathering.
- Lead on the process of developing the project compelling advocacy materials in both visual and audio-visual format such as infographics, brochures, leaflets, posters, billboards, videos, and podcasts, etc. to engage target audiences effectively.
Other 10%
- Actively engage in all relevant strategic meetings and workshops to contribute to developing and implementing Oxfam strategy and programs.
- Provide support, where and as requested and possible, to other ongoing programs and activities and develop new programs and proposals.
- Contribute to Oxfam annual planning, reporting, and budgeting.
Technical Skills, Experience & Knowledge
- A Master’s degree level or equivalent level of work experience in the development field with relevant type of organizations.
- At least, 10 years of work experience with progressive levels of professional responsibilities especially in policy, influencing, advocacy, and communication with special focus on coordinating policy advocacy efforts in the MENA region.
- Strong thematic experience in governance, civic space, citizen participation and rights-based programming, with a gender justice lens.
- Strong proven experience in working and building partnership and connections with different types of civil society actors, including national, regional and international NGOs and donors, as well as with government institutions and private sector and academic and research institutions.
- Ability to translate complex political and social dynamics into adaptive programmatic and strategic responses.
- Strong capacity for analysis and synthesis of thematic issues applied to the different areas of intervention of country programs.
- Strong knowledge of influencing strategies and opportunities, combined with a solid understanding of national and regional contexts across North Africa, or MENA, and the ability to conduct contextually grounded analysis to inform adaptive and alternative influencing pathways.
- Commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
- Work experience in commissioning, guiding and using research and other knowledge products.
- Experience in representing an organization at senior level to civil society organizations, government, donors, etc.
- Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
- Availability and ability to travel as required, including regular partner visits and the facilitation of multi-day workshops and programmatic engagements across countries.
- Fluency in English and Arabic, both verbal and written. French is an asset. Excellent computer skills.

- Good knowledge and understanding of Oxfam vision, work, structure and principles.
