The unit
The Project Management Support Unit (ProMt) is the organizational backbone, supporting financial, administrative, and procurement needs while championing values of Empowerment, Inclusiveness, and Accountability. With 25 staff members, including finance, project, and procurement specialists, ProMt ensures, projects adhere to donor rules. ProMt streamlines operations, enabling efficient coordination and maximizing organizational performance. It is the owner of a number of key policies and processes that relate to the operational, financial, and administrative management of projects from the inception of a project until its closure, and procurement in general within Oxfam Novib.
It provides direct project support through seconded staff and procurement management, and indirect support through a core team setting and providing guidance on professional project management, financial and administrative standards for projects and procurement in general.
Job description & purpose of the role
Ensuring efficient financial and administrative support to projects, and procurement support across the organization. This is achieved by:
- Developing and implementing project management strategies that align with Oxfam’s mission and values.
- Efficient project administration
- Monitoring financial project performance of the projects, driving operational excellence.
- Managing the team, ensuring their development, well-being, and alignment with organizational goals.
Key Responsibilities:
- Lead Oxfam Novib's Project Management Support function and drive continuous improvement
- Provide strategic guidance to senior leadership and support organizational goals
- Ensure effective project delivery, operational excellence, and high-quality support to all teams
- Optimize project management processes, systems, and service quality
- Oversee budgeting, resource planning, cost recovery, and financial performance
- Promote strong governance, risk management, audit readiness, and quality standards across project operations
- Build strong partnerships and collaborate across the organization
- Lead, develop, and inspire a high-performing and diverse multidisciplinary team
- Identify emerging trends, opportunities, and challenges and translate them into innovative solutions and improved organizational practices
- Promote innovation, operational excellence, and customer-focused support services
- Represent the function internally and externally and act as role model for Oxfam Novib's values and leadership principles
Who we are looking for?
- Master's degree in Finance, Business Administration, Project Management, or a related field
- Extensive experience in project management and coordination, preferably within an international organization (+5 years)
- Experience working in complex, matrixed environments is an advantage
- Proven people manager with experience leading and developing diverse teams (+3 years)
- Strong knowledge of budgeting, financial planning, and performance management
- Experience designing and improving workflows, processes, and supporting system implementations
- Excellent verbal and written English communication as well as stakeholder management skills
- Strong analytical and problem-solving abilities, with sound judgment and risk awareness
- Adaptable, results-oriented, and comfortable working in a dynamic environment
- High integrity, professionalism, and commitment to ethical standards

- Oxfam Novib is committed to offer you a motivating work environment at our offices in The Hague. We offer a one-year contract from start (including a 1-month trial period), with the possibility to extend.
- Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 11 with a salary range between € 4333 and € 6665 gross depending on experience, based on 36 hours a week.
- We are currently working hybrid (50% in the office in The Hague and 50% at home).
