Job description
The Training and Capacity Strengthening Specialist will support the update of the training and learning resources on humanitarian supply chain and logistics that were developed by the innovative inter-agency  PARCEL Project (Partner Capacity Enhancement in Logistics). The project aimed to strengthen the capacity of local actors in humanitarian response. The training and resources covers 6 areas: Procurement, Fleet management, Distribution, Warehousing, Asset Management and Cross Cutting. 10 years later, the resources are still in use across the humanitarian sector but need an upgrade. The current resources are available at parcelproject.org

 

ECHO-DG has funded the PARCEL Project to update these resources in the PARCEL 2.0 Project. The new project ‘PARCEL 2.0: Transforming Local Humanitarian Leadership through Capacity Sharing and Local Leadership’ aims to create paradigm shift towards more efficient and effective locally led response through co-creation and design of resources with local and national humanitarian actors (LNHA). The upgrading of the training materials, toolkit and self-assessment tool will link with the humanitarian logistics standards (Universal Logistics Standards see ul-standards.org) and connect with other closely allied sector initiatives to address gaps in the current training and embed cross cutting concerns around gender, environment and pooling resources.

 

PARCEL 2.0 seeks an iterative and continuous journey of learning and capacity sharing in Supply Chain and Logistics in support of a strengthened role for local humanitarian responders in humanitarian action.  The PARCEL 2 learning and training resources will support all organisations to meet common humanitarian logistics sector standards, with a particular focus on further strengthening LNHAs’ collaborate with multiple international organisations by building on and reinforcing of LNHAs’  own tools and procedures and supporting their leadership in the humanitarian logistics sector. 

 

The project also seeks a transformative approach to knowledge exchange and resource sharing between local, national and international organisations through the creation of the PARCEL Network focused on further strengthening the participation and leadership of LNHA, ownership of the PARCEL resources, and advocacy to further support the shift to improved and equitable collaboration between local and international humanitarian actors for effective and appropriate humanitarian response. .

 

Key responsibilities

Design training

  • Review and update PARCEL training curricula, learning objectives and flow.
  • Lead on review and design of updated pick up and go face to face training materials for PARCEL training of trainers and supply chain and logistics training including:  facilitator guides, participant workbook, power point and practical activities.
  • Update PARCEL learning content with reference to the humanitarian logistics standards (ULS), reflect sector updates, and embed cross cutting concerns including gender, diversity, protection, resource pooling and environment.
  • Create training materials that are easy to use and adapt and appropriate for different cultural and linguistic groups.
  • Ensure training is engaging, materials are high quality, and leverage the latest trends in learning.
  • Ensure that all revised materials align with the updated branding including local humanitarian leadership language.
  • Collaborate with representatives of local humanitarian actors engaged with the project to ensure that resources respond to needs.
  • Collaborate with Subject Matter Experts (interagency technical advisory group) to ensure learning content is relevant and up to date and embeds practical cases.
  • Develop storyboard, and interactive learning content for a short e-learning course to introduce PARCEL and humanitarian logistics standards.
  • Coordinate online course translation, publication and dissemination.

 

Training delivery

  • Plan and facilitate delivery of 8 face-to-face workshops in different countries (including training of trainers and PARCEL logistics training) to pilot the updated training.
  • Support the project to evaluate the effectiveness of the training and learning content (e.g. Kirkpatrick Levels 1-4) and ensure fit for purpose and acceptance by primary audience (local and national humanitarian actors.
  • Conduct pre-and post-training assessments to measure knowledge improvement and capacity enhancement.
  • Contribute to donor reporting with post-training reports detailing participants, feedback, lessons learnt and recommendations.
  • Revise and improve training materials based on evaluations and feedback.
  • Support logistical arrangements as required.

 

Network support

  • Contribute to the development and design of a locally led network facilitating knowledge and learning exchange on supply chain and logistics among local and national humanitarian.
  • Support creation of an online knowledge portal for local and national humanitarian actors.
  • Support the development of a sector-wide pool of trainers.

 

General

  • Contribute to the development of the local and national humanitarian actors SELF-Assessment Tool.
  • Provide advice to the project on learning strategies, identify the most effective and appropriate learning approaches and tools etc.
  • Enhance the knowledge and skills of the project team, related to latest adult learner theories, tools, and training best practices.
  • Support to other project activities as required.

 

Who are we looking for?

Essential

  • Demonstrable experience designing and developing learning content and capacity building for adult learners.
  • Excellent training and facilitation skills. Adept at delivering interactive and engaging learning for cross cultural groups online and in person.
  • Expertise and knowledge in modern learning design, different training approaches and tools, modern adult learning theory, and learning evaluation methods.
  • Strong understanding about adapting training to support different learner needs including different linguistic and cultural backgrounds; and a strong commitment to supporting continuous learning.
  • Strong organisational and creative skills.
  • Ability to work as part of a multi-cultural team based in different locations.
  • Ability to undertake international travel, including to conflict countries.
  • Excellent written and oral communication skills in English.
  • Ability to present complex information to a variety of audiences.
  • Commitment to local humanitarian leadership principles.
  • Passion and enthusiasm for learning and training for the humanitarian logistics field.
  • Commitment to Oxfam’s values, mission and work and to global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.
  • Strong effective communication skills evidenced by their ability to engage with diverse stakeholders, connect with a large training group, and quickly establish rapport with learners.

 

Desirable  

  • Fluency in French, Spanish and/or Arabic languages are considered an asset.
  • Relevant qualifications in teaching, training, or international development, or humanitarian aid, or supply chain, or related fields are advantageous.
  • Skills with e-authoring platforms and learning management systems, and/or experience designing interactive online eLearning.
  • Experience working in the humanitarian or development sector..
  • Experience working with local or national humanitarian actors.
  • Experience working in capacity-building roles within humanitarian or development sectors.
  • Experience delivering and developing training in Supply Chain and Logistics.
  • Experience with the PARCEL training and learning resources.
  • Completed Hostile Environment Awareness Training (HEAT) or equivalent, enabling rapid deployment for training assignments.

The salary range for this position is set in scale 9 with a salary range between €3.327,- and €5.003,- gross depending on experience, based on 36 hours a week.
