Job description and purpose of the role

The ICT Unit at Oxfam Novib plays a pivotal role in supporting our internal clients to execute their business processes smoothly and effectively. We achieve this by providing a secure, efficient, and cost-effective ICT infrastructure, systems, and services.

 

Our application landscape is undergoing a significant transformation toward a modern cloud environment, with innovation and new ways of working at its core  As a Senior Project Manager ICT, you will define, manage, and deliver corporate projects and programs, ensuring that they meet required quality, time, cost, and scope expectations. You will also support Oxfam Novib’s ICT transformation by identifying business and ICT service needs and implementing solutions that improve operations and efficiency.

This role is vital in ensuring that ICT projects align with the strategic goals of the organization, contributing to new ways of working and driving business benefits.

 

Key Responsibilities

  • Lead and manage ICT and business improvement projects from initiation to successful implementation.
  • Engage with stakeholders, ensuring effective communication and alignment of expectations.
  • Develop project initiation proposals, business cases, and implementation plans.
  • Oversee project deliverables to ensure they are completed on time and within budget.
  • Guide project teams in a matrix structure, allocating resources and defining roles.
  • Maintain project governance by ensuring all documentation and compliance requirements are met.
  • Coach ICT staff in project management best practices.
  • Contribute to embedding project management processes within Oxfam Novib.

 

Who Are We Looking For?

  • A degree in Information Technology, Business Administration, or a related field.
  • Proven experience in project management, ideally within ICT and business transformation projects.
  • Strong skills in stakeholder management, team leadership, and project governance.
  • Experience working with multi-disciplinary teams in a complex organizational environment.
  • Excellent communication and analytical skills to drive strategic ICT initiatives.
  • Ability to manage budgets, allocate resources, and oversee project execution.
  • A proactive, solution-oriented mindset with the ability to guide teams effectively.
  • Experience with Agile/Scrum methodologies is an advantage.

  • Oxfam Novib is committed to offer you a motivating work environment at our offices in The Hague. We offer a one-year contract from start (including a 1-month trial period), with the possibility to extend.
  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between €3.625,- and €5.579,- gross depending on experience, based on 36 hours a week.
  • We are currently working hybrid (50% in the office in The Hague and 50% at home).
