Job description
The Policy Advisor, Humanitarian & Conflict Policy is based in the Campaigns & Influencing Unit, which works across all of Oxfam Novib’s thematic priorities. The role closely connects with the SAFE Unit, which develops and implements programs supporting displaced populations and promoting safe, resilient communities. The SAFE Unit also upholds Oxfam’s humanitarian mandate and ensures international law, in particular international humanitarian law, is central to its work.

The Policy Advisor bridges thematic policy expertise and influencing, through internal strategy development and external advocacy. The advisor leads on influencing Dutch Foreign Affairs policies in conflict settings and humanitarian policies, aiming for rights-based and normative resolutions to conflicts and effective humanitarian responses.

 

Key responsibilities

  • Lead Oxfam Novib’s advocacy on conflict and humanitarian policies, both internally and externally.
  • Build and maintain networks with parliament, relevant ministries (e.g., Ministry of Foreign Affairs), and international and domestic civil society.
  • Draft policy positions, statements, letters, and advisory documents for various audiences.
  • Act as spokesperson on humanitarian and conflict-related topics.
  • Monitor political developments domestically and internationally and report on relevant issues, including parliamentary debates.
  • Advise leadership on strategic humanitarian and conflict issues, within Oxfam Novib, the Oxfam confederation, and the sector in the Netherlands.
  • Represent Oxfam Novib in media and public forums, and participate in relevant advocacy fora.

 

Who are we looking for?

We are looking for a candidate with strong expertise in humanitarian and conflict policy and advocacy. You are proactive, strategic, and capable of navigating complex political and social environments. You recognize yourself in the following description:

  • Bachelor’s degree in international relations, conflict studies, or a related field.
  • At least 5 years of experience in humanitarian policy and advocacy.
  • Strong political awareness, analytical skills, and strategic thinking.
  • Fluent oral and written communication skills in Dutch.
  • Skilled in diplomacy and stakeholder management.
  • Proven ability to influence policy processes and engage with a variety of audiences.
  • Ability to act as spokesperson in media and public forums.

Mandatory:

  • Valid permit to reside and work in the Netherlands.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 9 with a salary range between €3.447,- and €5.183,- gross depending on experience, based on 36 hours a week.
  • We are currently working hybrid (50% in the office in The Hague and 50% at home).
