The unit

The ICT unit is instrumental to Oxfam Novib and supports the increase of the organisation’s impact, by ensuring secure access to information and seamless digital collaboration, and by providing stewardship to other units on their digital journey. It ensures that the technology infrastructure is running smoothly, securely and that it supports our business goals. The unit’s vision is to steer our technological infrastructure and services towards excellence.

The ICT unit is also responsible for providing systems, services, network infrastructure and support to our

10 Country Offices outside the Netherlands.

The Unit consists of 17 FTE, of which 4 are remote workers.

 

The ICT Unit Manager reports directly to the Director of Finance and Operations (F&O) and is a member of the Management Team in the Finance and Operations department.

 

Job description & purpose of the role

You role as ICT unit manager is critical to Oxfam Novib’s resilience and operations, as you are end responsible for the quality and delivery of IT services. You ensure a well-performing, functional and stable IT landscape throughout the organisation.

 

Your responsibilities will include:

  • Driving the change: Leading, transforming and managing the business strategy towards the modernization of the IT ecosystem.  
  • Developing the longer-term roadmap for our IT transformation.
  • Encouraging internal cultural change towards a more process- and technology-oriented organization through operational excellence.
  • Ensuring cooperation and alignment within all relevant stakeholders and teams of different disciplines to optimize and implement work processes, making sure that synergies are captured and inefficiencies are minimized.
  • Managing and collaborating with key external vendors and suppliers to fulfil service levels and foster continuous improvement.
  • Ensuring IT issues are being addressed timely; adhering to service level agreements, you develop IT policies and standards according to best practices.
  • Managing Cyber Risk through implementation and management of appropriate Cyber Risk policies and Standards.
  • Ensuring the company’s IT systems are secure and disaster recovery solutions are documented and in place, including ensuring all employees participate in required security training.
  • Working in close collaboration with the Oxfam Confederation Global IT platform for secure, efficient and robust digitally enabled services.
  • Building resilient collaboration and connection with business owners within the organisation. 
  • Managing and being responsible for the ICT team, portfolio and deliverables including unit strategy, annual plans, reports and budgets aligned with Oxfam Novib’s mission and vision.
  • Contributing proactively to the strategic goals of the organization and ensuring cross-unit connection and engagement.
  • Participating to improving cooperation, synergies and ways of working within the F&O Department
  • Providing leadership on efficient and effective work in the area of ICT.
  • Managing performance of staff under line management for high quality output and fostering professional and personal development in line with the unit’s strategic goals and staff’s Individual talents and ambitions.

 

Your profile

We are looking for someone who is passionate about innovation and change and who can support us in utilising the full potential of digital technology. To be successful in this role you will have at least 7 years of experience, with multi-disciplinary experience across IT operations management, strategic technology delivery and cybersecurity.

  • You operate on an WO or HBO level – with focus on IT.
  • You have a background in building and leading successful technical functions, setting and executing a clear technology service strategy for the business.
  • You are an excellent and pro-active innovator and connector.
  • You have strong persuasion skills, know how to challenge (business) stakeholders on subject matters, and you are able to adequately manage expectations.
  • You have a proactive and can-do approach to your role, are self-organising, and always striving for ways to improve the processes.
  • You have an outstanding analytical skills and an eye for details.
  • You have a risk-aware mindset towards workspace and technology-specific risks.
  • You have strong cybersecurity awareness and experience implementing cyber-security practices.
  • You have experience in managing Technology vendors.
  • You have a proven track record in leading and motivating teams, you are a strong people manager. You also have the ability to manage staff remotely and from different cultural backgrounds
  • You demonstrate great communication and interpersonal skills with a people-centred design mindset.
  • You are eligible to work in the Netherlands.
  • You have excellent written & spoken English.

  • Oxfam Novib is committed to offer you a motivating work environment at our offices in The Hague. We offer a one-year contract from start (including a 1-month trial period), with the possibility to extend.
  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 11 with a salary range between €3.893,- and €5.989,- gross based on 36 hours a week.
  • We are currently working hybrid (50% in the office in The Hague and 50% at home).
