Job description and purpose of the role
The ICT Unit at Oxfam Novib plays a pivotal role in supporting our internal clients to execute their business processes smoothly and effectively. We achieve this by providing a secure, efficient, and cost-effective ICT infrastructure, systems, and services.
Our application landscape is undergoing a significant transformation toward a modern cloud environment, with innovation and new ways of working at its core. As the App Development & Operations Lead, you will support this transformation, guiding it with others leads to the next stage of maturity. You will play a key role in the operational professionalization of our IT app services, which is vital to supporting our dynamic and ever-evolving application landscape.
In this role, you will collaborate closely with IT leadership and team and various units at our office in The Hague and country offices around the globe. Together, you will continuously strive to optimize and enhance our Application Services, ensuring the organization is fully prepared for the future.

Tasks
- Lead the Application Development & Operations team of about 5 FTE members, overseeing priorities, sprints, and work meetings, and contributing to performance reviews with the unit manager. Additionally, coordinate recruitment to foster a collaborative team environment
- Stakeholder Management from business management to the End users to ensure that business needs are effectively met. Identify opportunities and trends to propose improvements that add value to the organization.
- Contributing to the ICT strategy and vision
- Vendor Management including contract management and adherence to SLAs. Organize performance evaluations and implement improvement plans for suppliers to ensure quality and efficiency.
- Drive continuous improvement of the application landscape and service levels through innovation, process optimization, and automation.
- Coordinate the functional roadmap for applications, gathering input from business application managers and collaborating closely with the Business Intelligence team.
- Support change management processes in collaboration with relevant decision-makers to effectively manage and adapt business applications to organizational changes.
- Act as a DevOps specialist to fill gaps and take on tasks, including:
- Designing, testing, and maintaining business processes.
- Focusing on continuous improvement of applications, services, and processes to achieve maximum efficiency and effectiveness.
- Analyzing and enhancing existing applications, executing initiatives to improve overall performance.
- Providing training to key users and ensuring that system documentation is well-organized and kept up-to-date.
- Ensuring system health by recommending and implementing patches, improvements, and upgrades.
Key responsibilities
- Developing and delivering innovative services, products, and processes that contribute to the success of individual employees, unit managers, Oxfam Novib as an organization, and the broader Oxfam federation. This also includes coordinating the ICT back-office role for country offices in collaboration with the EA Business Support Unit.
- Modernizing the business application landscape to streamline organizational processes and optimize business outcomes, with a focus on strategic benefits.
- Managing and optimizing critical applications such as SAP, Adobe Forms, SuccessFactors, and Salesforce, ensuring their performance through timely maintenance and updates.
- Managing Service Level Agreements (SLAs) with suppliers, ensuring compliance with agreed costs, quality standards, and deadlines.
- Supporting and leading App DevOps specialists, bridging capacity gaps, and ensuring continuity within the team.
- Contributing to the digital transformation roadmap and actively engaging in the development and implementation of digital solutions within the organization.
Who are we looking for?
- A completed bachelor’s or master’s degree in IT, information management, business administration, or a related field.
- At least 5 years of relevant experience in IT, application management, or software development.
- Experience with IT transformations and a proven track record in project management and coordination multidisciplinary teams.
- Experience in application development and operational professionalization within complex organizations.
- Experience with Agile/Scrum methodologies is desirable.
- International experience or experience supporting multicultural teams is a plus.
- Experience in the financial & procurement systems such Dynamic, SAP, Unit4 ..etc
- Excellent communication and strong analytical skills with the ability to develop strategic solutions.
- Proficient in building relationships with internal and external stakeholders, with a focus on collaboration and results.
- Proactive and solution-oriented, with a strong sense of responsibility, also capable to inspire and guide teams.
- Flexible and resilient, with the ability to adapt in a fast-paced, ever-changing environment.

- Oxfam Novib is committed to offer you a motivating work environment at our offices in The Hague. We offer a one-year contract from start (including a 1-month trial period), with the possibility to extend.
- Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between €3.625,- and €5.579,- gross depending on experience, based on 36 hours a week.
- We are currently working hybrid (50% in the office in The Hague and 50% at home).
