The West Bank Humanitarian Response Officer will carry out his/her tasks under the supervision of the Market Development Project Manager and under the Economic Justice Program in OPT/I.

Job Purpose

The West Bank Humanitarian Response Officer will be responsible for overseeing the implementation and coordination of humanitarian projects. This role involves working closely with partners, stakeholders, and cluster coordination mechanisms to ensure activities are executed in a time and efficient manner.

KEY RESPONSIBILITIES:

Project Coordination (70%)

  • Supervise the implementation of all WB Humanitarian Response projects and their activities, ensuring alignment with objectives, timelines, and budgets.
  • Develop detailed work plan and ensure adherence to project schedules.
  • Oversee the necessary processes and develop the needed paperwork for procurement and distribution of good and services related to project activities, if necessary.
  • Conduct regular field visits to monitor progress, address any problems with implementation, and provide solutions, if needed. 
  • Prepare detailed narrative reports for Oxfam and its donors as assigned by line manager and ensure that these meet stipulated deadlines
  • Work with program and partners staff to ensure all relevant information and processes required from the programmes team are thoroughly completed.
  • Assist in preparing ‘human impact stories’ or ‘beneficiary success story’ to highlight the positive outcomes of humanitarian interventions and demonstrate the tangible difference made in the lives of individuals and their families or communities)
  • Ensure efficient and timely implementation and reporting of the project activities as per the project proposal and agreed action plan, in coordination with implementing partners
  • Guarantee the accountability to Oxfam humanitarian standards in project implementation

 

Resource Mobilization and Proposal Development (20%)

  • Support for coordinating with stakeholders and program team members in the development of impactful ideas, concept notes, draft proposals for funding from various sources. This includes conducting research, analysing project requirements, and working with the team to align proposal strategies with humanitarian and development goals.
  • Conduct needs assessments and contribute to strategic planning for new humanitarian interventions

 

Manage Relationships with External Stakeholders (10%)

  • Represent Oxfam at West Bank cluster meetings (including but not limited to Cash Working Group (CWG), Food Security Sector (FSS), Water, Sanitation, and Hygiene (WASH), Shelter Cluster), coordination meetings, meetings with external donors and other key stakeholders
  • Ensure alignment of project activities with cluster standards and humanitarian priorities
  • Collaborate with representatives from relevant clusters and UN agencies, working groups, government authorities, local organizations, and other stakeholders to ensure effective coordination and implementation of projects.

Manage Oxfam’s risk

  • Be aware of and respond to sensitivities of operating within the national/regional context.
  • Be aware of Oxfam partnership principles and act accordingly when working and interacting with partners, working from the principle of complementary roles between Oxfam and partners.
  • Ensure close monitoring of identified programme risk, and support frequently update risks register.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

 

Essential

  • Relevantqualification, and advanced university degree in international development or humanitarian assistance
  • Substantial and demonstrable experience in managing Humanitarian Aid or HDPN projects in similar contexts (at least 5 years) 
  • Knowledgeable about the current humanitarian situation in the West Bank
  • Good knowledge of humanitarian standards for project implementation (Sphere, etc.)
  • Excellent analytical, conceptual and strategic planning skills.
  • Ability to rapidly analyse situations, identify problems, risks, opportunities and trends, and to take realistic and balanced decisions accordingly, consulting appropriately.
  • Excellent communication capacity and proactive approach to building relationships with key external/internal contacts.
  • Fluency in written and spoken English and Arabic.
  • Ability to present complex information in a succinct, precise and digestible form.
  • Capacity to work sensitively and in a participatory manner with diverse   actors.
  • Competent to work with significant levels of autonomy and authority.
  • Ability to manage complex workload and meet deadlines.
