DEPARTMENT PURPOSE : The Senior Policy and Campaigns Officer will be a key member of the Influencing Team, supporting Oxfam’s global and national influencing work related to the Occupied Palestinian Territory and Israel (OPTI). This includes providing technical support for policy and campaign work within the West Bank (including East Jerusalem) response and ongoing programmes, such as Gender Justice and Economic Justice. Oxfam’s overall influencing goal in the OPTI is for more poor, vulnerable, and marginalized Palestinians to be protected and have greater gender-equitable control over their lives and resources.
TEAM PURPOSE:
The team leads the creation, organization, and delivery of OPT confederation-wide media and communications, influencing, and campaign products, strategies, and approaches that engage internal and external audiences for systemic change. This includes:
- Ensuring that Oxfam’s influencing (campaigns, advocacy, policy, research, communications, media, and digital work) is of high quality and achieves systemic change, with a focus on inequality, gender, rights, and justice.
- Leading and managing Oxfam’s influencing work on OPT at the global level, setting the vision and direction for this work across the confederation.
- Embedding an integrated people-powered approach in all of Oxfam’s influencing efforts.
- Building strategic partnerships with allies and ensuring collaborative and supportive working relationships.
JOB PURPOSE:
To support in development and deliver Oxfam’s influencing work (e.g. policy, advocacy, and campaigns) relating to the West Bank (including East Jerusalem), positioning Oxfam as an influential and leading voice. The role will focus on delivering evidence-based advocacy within programmes and implementing an impact-driven strategy and action plan for the West Bank.

KEY RESPONSIBILITIES
- Support implementation of the OPT Crisis Influencing Response Strategy and Response Plan for the West Bank (including East Jerusalem), ensuring alignment with Oxfam’s global standards, timelines, and donor requirements.
- Provide policy, advocacy and campaigns support for the development and execution of national and international influencing objectives within projects, in close collaboration with programme staff and partners.
- Ensure harmonization of the influencing work within the West Bank Response Plan, across programmes, and with the wider Influencing Team (including media and communications), ensuring regular updates and coordination.
- Strengthen coordination between Oxfam advocacy and programmes implemented by partners and allies, building the capacity of local partners to design and deliver effective influencing strategies.
- Monitor legal and policy frameworks in the West Bank (including East Jerusalem), including Israeli laws affecting Palestinian rights and international legal instruments.
- Be proactive in identifying and mitigating risks related to the shrinking civic space, the operational environment, and the safety of local partners and beneficiaries.
- Respond to emerging crises by adjusting advocacy strategies to reflect current developments in the political and humanitarian landscape of the West Bank and East Jerusalem.
- Develop influencing components in Oxfam’s programmes and projects connected to Oxfam’s influencing strategy, ensuring that projects and programs are aligned with advocacy goals and contribute to long-term impact.
- Ensure that cross-cutting issues such as climate resilience, water access, and food security are incorporated into advocacy campaigns, particularly in the West Bank’s Area C and East Jerusalem, where these challenges are most acute.
- Mainstream gender considerations in campaigns, especially the unique challenges faced by women and girls in relation to access to land, housing, and services in the region.
- Conduct high-quality evidence-based research, develop policy and advocacy products (eg. reports, policy briefs, talking points), and support the development of campaigns connected to Oxfam’s influencing objectives.
- Coordinate field visits for journalists, diplomats, parliamentarians, advocacy targets, and Oxfam representatives.
- Undertake research and draft evidence-based policy/advocacy materials to support influencing objectives.
- Conduct assessments and research related to thematic areas within the Response Plan, identifying program-based influencing and policy opportunities.
- Liaise with relevant advocacy actors, clusters, and working groups.
- Provide technical input on concept notes and proposals, including influencing mainstreaming, activity descriptions, budget development, logic frameworks, and MEAL plans.
- Build relationships with national allies and advocacy targets; monitor stakeholder positions and analyze developments.
- Support capacity-building for partners by organizing workshops, consultations, and exchanges that strengthen their ability to lead national and international influencing work.
- Conduct regular monitoring, evaluation, and learning of Oxfam’s influencing work in relation to OPTI.
- Regularly analyze news and external actions/statements to improve information and identify risks.
- Provide progress reports and updates to programme and influencing teams, and contribute quality inputs for donor reporting.
- Work closely with response teams, programme staff, and partners to develop action plans, reports, and deliverables for the influencing components.
- Support in ensuring project schedules and costs are adhered to, and review the quality of influencing activities.
- Contribute to the design, budgets, and reporting of national influencing components in project proposals.
