TEAM: Economic Justice Program
Team Purpose:
To act with poor people as a force for change in addressing the causes of poverty, suffering, and injustice, and alleviating their symptoms.
The project officer will carry out his/her tasks under the supervision of Economic Justice Development Manager and under the Economic Justice Program in OPT/I.
Job Purpose:
The purpose of the Project Officer role is to provide comprehensive coordination and management support for the Economic Justice (EJ) project in the West Bank. The Project Officer will play a central role in supporting the implementation, coordination, and monitoring of activities under the climate-resilient and inclusive olive oil value chain project. The Officer will oversee and assist interventions related to sustainable agriculture, olive oil mill upgrades, policy engagement, women and youth inclusion, cooperative development, and market access. The role requires strong field coordination, stakeholder engagement, capacity-building support, and administrative oversight to ensure the effective delivery and reporting of project outputs and outcomes. In addition, the Project Officer will ensure the successful implementation of activities in line with donor and organizational standards, while providing technical expertise in key areas such as international and local market development, innovative partnerships, olive oil industry competitiveness and sustainability, supply chain production, and green sector transitions.
Key responsibilities
1. Project Management and Administration

Ensure financial oversight by monitoring budgets, providing financial updates, and conducting analyses to support decision-making.

Manage project documentation, ensuring efficient filing, archiving, and use of Oxfam’s management information systems.

Address risks and sensitivities specific to the local context by maintaining and regularly updating risk registers.

Oversee the execution of work plans, ensuring alignment with project timelines and objectives.
2. Project Reporting, Compliance, and Accountability
-
Support project teams and partners in delivering timely, high-quality reports that meet Oxfam’s and donor standards.

Monitor project risks, ensuring proactive risk mitigation and accurate risk reporting.
-
Provide guidance to partners and staff on compliance, due diligence, and proper documentation practices.
-
Track progress against project objectives, document lessons learned, and support adaptive management to enhance impact.
3. Program Development and Capacity Building
-
Conduct research, analysis, and prepare funding proposals to support programme development.
-
Provide technical assistance and training to partners on technical issues (i.e., agricultural practices, cooperative development, and inclusive business models), planning, budgeting, implementation, and evaluation of project activities.

Design and implement capacity-building initiatives to strengthen partners’ operational and technical abilities.

Promote gender equity, diversity, and inclusion, ensuring women, youth, and marginalized groups benefit equitably from project activities.
4. Communication and Knowledge Sharing

Prepare communication materials such as presentations, fact sheets, and photo archives to disseminate project insights to stakeholders.

Facilitate and organize field visits for Oxfam teams, donor representatives, and other key stakeholders.

Plan and document internal and external meetings, ensuring follow-up on decisions and actions.

Share success stories, lessons learned, and key project outcomes with internal and external audiences to enhance knowledge dissemination.
5. Stakeholder Engagement and Partnerships
-
Build and maintain relationships with diverse stakeholders, including cooperatives, producer groups, private sector actors, NGOs, academic institutions, and government bodies.

Support the facilitation of multi-stakeholder platforms for knowledge exchange and joint problem-solving.

Identify potential partners and strengthen existing collaborations to enhance project impact and scalability.

Foster shared learning opportunities and ensure alignment of stakeholders with project objectives and strategies.
6. Advocacy and Representation
-
Represent Oxfam in relevant coordination meetings, donor engagements, and public forums.
-
Advocate for economic justice, inclusive business models, and policy reforms at the local, national, and regional levels.

Support the development and promotion of green and equitable strategies, sustainable growth practices, and livelihoods improvement initiatives.
Other Responsibilities
Manage Oxfam’s risk

Be aware of and respond to sensitivities of operating within the national/regional context.

Be aware of Oxfam partnership principles and act accordingly when working and interacting with partners, working from the principle of complementary roles between Oxfam and partners.

Ensure close monitoring of identified program risk, and support frequently update risks register.
General

Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
Who are we looking for?
-
BA degree in economics/agricultural economics/ agribusiness/ development management or other development sectors
-
Demonstrated 5+ years of relevant working experience in similar positions in the OPT, and have an affinity with international development issues.
-
At least 5+ years in contract management, and preferably experience in managing consortia and complex market development/facilitation projects; (preferred: previous experience in the olive oil industry)
-
At least 5+ years’ experience in project cycle management, both humanitarian and development projects.
-
Experience in organizational analysis and partnership building with civil society organizations, private sector actors and public actors.
-
Good project management and reporting skills and analyzing complex financial proposals and challenging them as needed.

Demonstrated ability in budget development, monitoring, and management of financial resources efficiently.

Demonstrated capacity in integrating gender equity and diversity concerns in programming.
-
Proven decision-making and people management capability.
-
Demonstrated several years of relevant working experience in similar positions in the OPT, and have an affinity with international development issues

Knowledge of green transition strategies, circular economy practices, and climate resilience, particularly in olive oil industry.

Strong communication skills and being able to collaborate with other teams.

Fluency in both English and Arabic

Oxfam Novib offers an attractive and honest benefits package, including a year pay -performance based- increase. The salary range for this position is set in scale D2 with a salary starting from 10,178 ILS gross, based on 40 hours a week (Full time).
