The West Bank community engagement and outreach officer will carry out his/her tasks under the supervision of the Economic Justice Program in OPT/I.

Job Purpose

The West Bank community engagement and outreach officer will be a key member of Oxfam’s Economic Justice team in the Occupied Palestinian Territory and Israel (OPTI), supporting global and national advocacy efforts under the Economic Justice Programme. Their role focuses on empowering marginalized Palestinians to safeguard their rights and achieve greater, gender-equitable control over their lives and resources through meaningful community engagement, advocacy for equitable resource access, and strengthening partnerships at local and national levels

KEY STAKEHOLDERS

Partners, programme participants, related governmental bodies and donors.

 

KEY RESPONSIBILITIES:

  • Build and strengthen relationships with local, national, and international stakeholders, including community leaders, civil society organizations, and grassroots groups, to foster collaboration, inclusive engagement, and support for the project’s objectives.
  • Organize and facilitate lobby meetings, round tables, and workshops, and produce materials and briefings informed by project analysis and evidence to support efforts for more inclusive financial policies and services.
  • Contribute to the design and execution of a National awareness-raising campaign and collective actions on financial inclusion of women and young people in rural areas.
  • Design and implement a strategy to improve inclusive financial policies in Palestine by engaging key stakeholders, gathering input through consultations, mobilizing collective efforts for policy change, and monitoring progress to enhance access for women, youth, and persons with disabilities in rural areas.
  • Design and produce materials to raise awareness and generate public pressure on policymakers, companies, and Italian and European governments regarding violations of Palestinians' socio-economic rights.
  • Track the progress and impact of community engagement activities, ensuring alignment with the project's objectives and identifying areas for improvement.
  • Provide regular updates and detailed reports on outreach activities, highlighting successes, challenges, and lessons learned.
  • Assist in the preparation of donor and internal reports, ensuring that community engagement outcomes are documented and reflect the project's impact.
  • Facilitate training sessions and provide ongoing support to local partners, community leaders, and stakeholders to build their capacity in community mobilization, public participation, and leadership.
  • Empower women, youth, and marginalized groups to actively participate in decision-making processes, ensuring their voices are heard in local and national discussions.
  • Foster an environment where community stakeholders feel confident in taking ownership of project initiatives and advocating for their needs.
  • Develop media/communications products – for example digital content and audience friendly products, fact sheets, stories, case studies; 

Manage Oxfam’s risk

  • Be aware of and respond to sensitivities of operating within the national/regional context.
  • Be aware of Oxfam partnership principles and act accordingly when working and interacting with partners, working from the principle of complementary roles between Oxfam and partners.
  • Ensure close monitoring of identified programme risk, and support frequently update risks register.

Essential

  •  A good level qualification, and advanced university degree in Political science, social work, communications, journalism, law, human rights, or development.
  • Experience in mobilization, fostering collaboration, and stakeholder engagement.
  • Ability to design campaigns, create materials, and adapt complex issues for diverse audiences.
  • Expertise in influencing financial policies and facilitating stakeholder consultations.
  • Strong writing, editing, and digital media skills in English and Arabic.
  • Ability to organize workshops and enhance leadership and public participation skills.
