1.   PURPOSE OF THIS ASSIGNMENT

The purpose of this assignment is to seek for service provider (individual consultant, organisation, or firm) to provide training on Public Speaking and Presentation Skills Training for Community Leaders under Climate Resilience for All (CREFA) project.  The training will strengthen the communication, presentation, and advocacy capacities of leaders from community forests and protected areas, community fisheries, and community solar irrigation systems, enabling them to engage more effectively in natural resource governance and climate resilience processes.

2.   BACKGROUND AND CONTEXT

The Climate Resilience for All (CREFA) project is a fouryear initiative (February 2024January 2028) under Oxfams Natural Resource Governance (NRG) Program, funded by the Government of Ireland through the Embassy of Ireland in Vietnam. Implemented by Oxfam in Cambodia and nine consortium partners, the project focuses on climatesmart agriculture, renewable energy, resilience building, and policy engagement. Its overall aim is to reduce climate vulnerability through a twintrack approach, strengthening policy dialogue, and enhancing local community capacity.

 

CREFA works across Battambang, Banteay Meanchey, Oddar Meanchey, Siem Reap and Preah Vihear provinces directly engaging with 19 community forests and community protected areas, five community fisheries, and two community solar irrigation systems. Building the skills and confidence of these communities is essential to ensuring long term sustainability and independence beyond donor support.

 

Community fisheries, forest and protected area leaders serve as key agents of change. They mobilize community members, advocate for sustainable resource management, and engage with government institutions, CSOs, donors, and development partners. Yet many face challenges in communicating effectively, particularly in formal settings where influential decisions are made. Strengthening their public speaking and presentation abilities is therefore critical to improving their advocacy, influencing power, and representation in governance processes.

 

Key challenges currently limiting their communication effectiveness include:

  • Limited exposure to formal speaking environments
  • Difficulty expressing technical or policy issues clearly
  • Low confidence and stage presence
  • Difficulty structuring key messages
  • Limited experience with visual aids and technology
  • Challenges responding to questions or feedback
  • Cultural and gender related barriers to assertive communication

 

These gaps highlight the need for targeted capacity development that equips community leaders with strong, practical communication and presentation skills.

3.   RATIONALE

Effective communication is central to communityled natural resource governance and climate resilience. Leaders who can clearly articulate community concerns, propose solutions, and engage confidently with policymakers are better positioned to influence decisions affecting their forests, fisheries, and livelihoods.

 

Given the CREFA project’s emphasis on sustainability, community empowerment, and policy engagement, building leaders’ communication skills is not only relevant but essential. Strengthening these skills will:

  • Improve community participation in local and national dialogues
  • Strengthen advocacy for forest protection, climate resilience, and renewable energy adoption
  • Increase visibility and credibility of community initiatives
  • Enhance coordination with local authorities and stakeholders
  • Support gender inclusion by building women leaders’ confidence and voice

 

This public speaking and presentation abilities will contribute to longterm empowerment of community institutions and help create resilient, selfreliant voices capable of sustaining climate governance efforts beyond project timelines. The training aims to enhance participants’ confidence and ability to speak clearly and persuasively in both formal and informal settings, while improving their skills in structuring messages that are tailored to diverse audiences and contexts. It also seeks to build technical capacity in the use of visual aids, such as PowerPoint presentations and flipcharts, to support effective communication. In addition, the training will strengthen participants’ ability to respond to questions, manage feedback, and engage in realtime dialogue. Emphasis will be placed on fostering genderresponsive communication skills that promote meaningful participation and leadership of women.

4.   SCOPE OF WORK

The selected service provider will be required to undertake the following tasks:

  • Design a practical public speaking and presentation skills training program aligned with CREFA priorities.
  • Develop clear, culturally appropriate training materials, integrating Gender Equality, Disability, and Social Inclusion (GEDSI).
  • Coordinate with Oxfam in Cambodia to finalize training schedule, cohorts, and logistical requirements.
  • Facilitate participatory, practiceoriented training for two cohorts (25–35 participants per cohort).
  • Deliver core modules on confidence building, message structuring, storytelling, use of visual aids, and inclusive communication.
  • Conduct simulated presentations and role plays reflecting reallife engagement with officials, CSOs, donors, and partners.
  • Provide constructive individual and group feedback to strengthen presentation and advocacy skills.
  • Conduct basic pre and posttraining assessments and support participants to develop action plans.
  • Prepare and submit a concise training completion report.

5.   TIMELINE AND DELIVERABLES

The training activities will be planned and implemented from June to August 2026, during which the selected service provider(s) will be responsible for the following:

  • Inception Note and Training Framework: A brief inception notes summarising the service provider’s understanding of CREFA objectives, training approach, and finalised 3day or 4day training agenda.
  • Training Materials Package: A complete set of training materials, including facilitator guide, participant handouts, exercises, simulations, and presentation templates, incorporating GEDSI principles both in Khmer and English.
  • Delivery of Training Sessions: Successful facilitation of public speaking and presentation skills training for two cohorts (25–35 participants per cohort), conducted according to the approved agenda.
  • Assessment and Action Plan Summary: A summary of pre and posttraining assessments, including key learning outcomes and individual participant action plans for applying skills in community advocacy and governance.
  • Final Training Report: A concise completion report documenting training activities, participant attendance, outcomes achieved, lessons learned, challenges, GEDSI considerations, and practical recommendations.

6.   PAYMENT SCHEDULE

Actual payment is based on submissions of deliverables according to the agreed schedule. The budget for the assignments will be proposed by the service provider(s) and a competitive financial proposal with an appropriate methodology will be considered. Payment will made by Oxfam in Cambodia. Oxfam in Cambodia will pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer to the Cambodian Government from the respective net fee. 7.   METHODOLOGY

The service provider is expected to provide a suitable methodology and work plan for the assigned tasks. They should propose an approach that outlines the steps, processes, and techniques they intend to provide training on Public Speaking and Presentation Skills Training for Community Leaders. The methodology should demonstrate a clear understanding of the project objectives and align with best practices in the field. The work plan should outline the timeline, deliverables, and resource allocation necessary to complete the assignment effectively and efficiently.

The following key coverage topics are provided as guidance for the service provider when developing the training agenda and content. However, the service provider is encouraged to propose a tailored agenda based on their understanding of the assignment, training methodology, and relevant experience in delivering similar capacitybuilding activities.

8.   PROFILE REQUIREMENTS

The selected service provider must demonstrate a proficient understanding of the scope and deliverables for training on the Public Speaking and Presentation Skills Training for Community Leaders. In addition, the provider should ensure the availability of qualified trainers to deliver effective training programs.

 

Essential Criteria

  • Proven experience (minimum 5 years) in designing and delivering public speaking, presentation, communication, or advocacy skills training, particularly using participatory and adultlearning approaches.
  • Demonstrated experience facilitating capacitybuilding training for communitybased organisations, civil society groups, or local leaders, preferably in rural or semirural contexts.
  • Strong facilitation and coaching skills, with the ability to create inclusive, participatory, and safe learning environments.
  • Proven ability to design and deliver practiceoriented training, including role plays, simulations, peer feedback, and reallife scenario exercises.
  • Demonstrated understanding of and experience integrating Gender Equality, Disability, and Social Inclusion (GEDSI) principles into training design and delivery.
  • Experience working with diverse participant groups, including women leaders, youth, and marginalised communities.
  • Strong communication skills in Khmer, with working knowledge of English sufficient for reporting and coordination.
  • Ability to plan, deliver, and report on assignments within agreed timelines and deliverables.
  • Legal eligibility to work in Cambodia and compliance with Oxfam’s safeguarding, ethical, and codeofconduct requirements.

 

Preferred Qualifications

The following will be considered an advantage:

  • Experience delivering training related to natural resource governance, climate resilience, environmental advocacy, or community leadership.
  • Previous experience working with international NGOs, donorfunded projects, or multistakeholder programmes.
  • Familiarity with Oxfam’s rightsbased programming approach or similar community empowerment frameworks.
  • Experience supporting community advocacy, policy engagement, or dialogue with government authorities and donors.
  • Demonstrated ability to tailor training materials for participants with varying literacy and education levels.
  • Experience using visual communication tools and lowtech presentation methods suitable for rural contexts.
  • Prior experience delivering training across multiple provinces or regions in Cambodia.
  • Availability to commit to the full duration of the assignment, including preparation, delivery, and reporting phases.
