PURPOSE OF THIS CONTRACT
Oxfam in Cambodia is currently in search of a suitable service provider to create a video that highlights the accomplishments of the Climate Resilience for All (CREFA) project in Cambodia. The primary objective of this video is to showcase the progress and impact of the CREFA project since February 2024, specifically emphasizing its efforts in enhancing climate resilience within Cambodia. Furthermore, the video aims to promote the visibility of the Embassy of Ireland's contribution towards funding the implementation of the CREFA project.
BACKGROUND AND CONTEXT
As part of Natural Resource Governance (NRG) Program, Climate Resilience for All (CREFA) is an innovative, yearlong project designed by a consortium of nine organisations with expertise in climate smart agriculture, renewable energy, climate resilience, and policy dialogue and development. Led by Oxfam in Cambodia, the goal of CREFA is to address Cambodians’ vulnerability to climate change through targeted activities aimed at enhancing capabilities for mitigation and adaptation. Using a twin track approach of policy dialogue development coupled with building local capacities for climate resilience, CREFA will strengthen responsive capacities, improve resilience, and promote sustainable development in line with SDG 7, SDG 12, and SDG 13. It will do so by working in close cooperation with 1) the National Council for Sustainable Development [NCSD] and the Department of Climate Change within the Ministry of Environment [MOE], 2) local provincial, district, and commune councillors, 3) private sector green growth actors including financial institutions, 4) other climate change CSOs and development partners, and, most importantly 4) SMEs and small holder farmers. It is important to note that the project expects to engage a wide range of stakeholders from government agencies at national and subnational levels, local authorities, and communities in (Tonle Sap Biosphere Region) and North-eastern Cambodia (Battambang, Siem Reap, Banteay Meanchey, Oddar Meanchey, and Preah Vihear).
CREFA is positioned as the start of a multi-year Climate Initiative by Oxfam in Cambodia, the aim of which is the transformation of climate challenges and risks into opportunities for equitable, sustainable growth. As such, the project aligns well with Oxfam’s current efforts in disaster risk reduction and social protection. It leverages the expertise of nine consortium partners and engages the private sector as well as the government in tailored, responsive climate action activities designed to respond to Rio Marker 2 for both mitigation and adaptation. One of the key focal points of the project is to ensure that the furthest left behind is targeted first; Oxfam recognizes the intersectionality of marginalization and the enhanced vulnerability of groups that have multiple characteristics of vulnerability. In particular, the post COVID-19 context calls for a more robust and inclusive climate resilience approach that targets people with disability, ethnic minorities, and women. As such, the project will feature a gender equality, disability, and social inclusion [GEDSI] analysis at the outset to inform all project activities.
CREFA is aligned with the Irish government’s priorities of gender equality, climate action, and governance. It also directly contributes to the Royal Government of Cambodia’s plans such as: National Strategic Development Plan [NSDP] (2019 to 2023), Cambodia Climate Change Strategic Plan [CCCSP] (2014 to 2023), the National Policy on Green Growth [NPGG] (2013 to 2030), and Cambodia’s Third National Communication to the UNFCCC (2022).
Commencing its operations in February 2024, CREFA strategically collaborates with the Ministry of Environment, provincial departments, and seven distinguished implementing partners: Cambodia Microfinance Association (CMA), Development and Partnership in Action (DPA), Human Resource and Rural Economic Development Organization (HURREDO), Live & Learn Cambodia (LLC), Farmer Livelihood Development (FLD), Village Support Group (VSG), and Solar Green Energy (Cambodia) Co., Ltd. Project activities span across locations in Battambang, Oddar Meanchey, Banteay Meanchey, Siem Reap, Preah Vihear, and at the national level. These activities encompass policy dialogues at national and provincial levels, training sessions on agroforestry and smart agriculture, carbon stock measurement, gender-focused learning systems, vulnerability risk assessments, hospitality, and climate change dynamics. Noteworthy initiatives include tree planting and the installation of solar irrigation systems.
SCOPE OF WORK
The main objective of the video production is to capture and showcase the project's accomplishments throughout the first year of the CREFA project, while also highlighting the support provided by the Embassy of Ireland and the initiatives focused on climate resilience within Cambodia. Oxfam is seeking a top-tier video lasting between 5 to 7 minutes in duration. The interview videos and footage will be recorded in various locations including Phnom Penh, Battambang, Oddar Meanchey, and Siem Reap provinces. The travel to these provinces is estimated to take approximately one week to complete.
THE RESPONSIBILITIES OF THE SELECTED SERVICE PROVIDER INCLUDE:
- Working collaboratively with Oxfam to develop the video production plan and script, prepare interview questions, and create a storyboard,
- Delivering high-quality video production based on the agreed-upon workplan and storyboard.
- Travelling to provinces, remote community forestry and community-protected areas in provinces mentioned above,
- Supplying the necessary materials for the video production,
- Producing, editing, and finalizing the video in Khmer with English sub-title and vice versa if needed and add sign language,
- Ensuring Oxfam branding and guidelines including the use of font, colour, logo etc. In some cases, we will ask to cooperate donor’s branding,
- Securing informed consent form (to be provided by Oxfam) from all people including children whose data were collected,
- Using the licensed music in the videos so that Oxfam can use the video or the music without any copyright issue or claim,
- Avoiding the gender sensitivity in the content such as only men in the films and avoid filming the single-use plastic stuff such as a plastic bottle, a plastic glass, a plastic bag, etc. which is a single-use plastic.
These requirements aim to ensure that the video effectively conveys the message and reaches a wide audience by incorporating accessible features such as subtitles and sign language.
DELIVERABLES
The selected service provider is expected to complete the following deliverables:
- Video production plan including schedule
- Script and Storyboard: Collaborate with Oxfam to develop a comprehensive script and storyboard for the video production. This includes outlining the narrative, key messages, and visual elements that will be incorporated into the video.
- 5 to 7-Minute High-Quality Video Production: Create a visually appealing and engaging 5 to 7-minute video production that effectively showcase project's accomplishments, highlight the support from Embassy of Ireland, and promote the climate resilience work in Cambodia.
- Provide all resources (such as footages, photos, and voice records) used for this assignment and all products produced under this contract (such as raw files and clean versions of the videos) to Oxfam.
- Selected raw footages of the video that we can use for future materials.
PAYMENT SCHEDULE
Actual remuneration is based on submissions of deliverables according to the agreed schedule. Service provider is expected to provide financial proposal, that must include the cost breakdown of each type of deliverable and necessary activities to carry out this assignment. Oxfam will pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer to the Cambodian Government from the respective net fee. METHODOLOGY
The potential service provider(s) is expected to provide a suitable methodology and work plan for the assigned tasks. They should propose an approach that outlines the steps, processes, and techniques they intend to make a successful 5-7 video production. The methodology should demonstrate a clear understanding of the project objectives and align with best practices in the field. The work plan should outline the timeline, deliverables, and resource allocation necessary to complete the assignment effectively and efficiently.
PROFILE REQUIREMENTS
The service provider should have the following competencies:
- Professional expertise in journalism, editing, creative writing or equivalent combination of relevant experience,
- Ability to produce concept storyboards/peg boards for internal coordination purposes,
- Highly experienced in videography, videography and well-versed in social media,
- Expertise in setting up sound and lighting for video purposes,
- Up to date on trends in video technology as well as social media and web marketing,
- Understanding of broadcasting, video encoding equipment, video codecs, and live video delivery systems,
- Ability to translate from English to Khmer and Khmer to English,
- Excellent writing and storytelling expertise,
- Interpersonal skills necessary for successful communication with customers and team members,
- Ability to work independently and under tight time constraints, and
- Creative and outgoing, enjoys bringing new ideas to the table during brainstorming sessions.
