PURPOSE OF THIS CONTRACT
The Mekong Regional Water Governance Program identifies the need for a GEDSI Technical Consultant to provide support to core team members of the Project Management Unit (PMU) in the GEDSI priorities of the Strengthening Climate Resilience in the Mekong Sub-region (SCR) project. The assignment is expected to commence from February to late 2025. Candidates who are specialised in GEDSI integration in Water Resources Governance, Climate Resilience, Disaster Risk Management and early warning will be potential for this role.
BACKGROUND AND CONTEXT
Oxfam’s Mekong Regional Water Governance Program aims to have more inclusive, equitable water governance that reduces the impact of climate change and increases social accountability to citizens in the Greater Mekong Basin. The program envisions that communities living along the Mekong and Salween River basins are able to realise their right to sustainable livelihoods.
The Strengthening Climate Resilience in the Mekong Sub-region (SCR) is a project that aims to strengthen the resilience of communities living along the Mekong River and tributaries to the impacts of climate change. This is a 3.5-year project started from March 2022 and the implementation period will end in late 2025. This project is supported by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). The project has three key domains of change:
- Increased capacity of target riverine communities to implement inclusive Climate Change Adaptation (CCA) and Disaster Risk Management (DRM)
- Increased capacity of local authorities to support communities to manage climate related hazard and adapt to climate change
- Increased availability of useful hydro-meteorological data to riverine communities and Disaster Risk Management authorities
The project seeks to empower riverine communities in the lower Mekong basin with reduced vulnerability to the adverse impact of disaster and climate risks.
SCOPE OF WORK
This consultancy will provide technical expertise to deliver GEDSI priorities under the SCR project from February to late 2025 with the following scopes:
- GEDSI regional activities implementation
- GEDSI context rapid analysis including partners capacity assessment and GEDSI actions review to document progress and report findings.
- Co-leading the GEDSI regional learning workshop
- Produce GEDSI success stories, demonstrating good practice and documenting key lessons learnt,
- Contribute to the annual report
- Capacity development to country offices and regional partners
- Provide technical support to country offices and partners to enhance GEDSI in the final phase of project implementation as part of GEDSI strategy implementation.
DELIVERABLES
The consultant is expected to provide service based on the agree work plan, broken down into monthly work plan which is defined by the scope of work above. The expected deliverables includes;
- GEDSI analysis and capacity assessment report that captures the progress of the GEDSI strategy and GEDSI action plan implementation.
- Regional GEDSI workshop report and documentation of case studies.
- Produced 10 case studies of GEDSI best practice, significant change, success stories etc.
PAYMENT SCHEDULE
Payment will be made based on the agreed monthly deliverable and an official invoice (and timesheet) billed to Oxfam, detailing the number of days that consultant works for each deliverable output.
Oxfam will be responsible for 15% withholding tax for resident taxpayers or 14% withholding tax for non-resident taxpayers to the Cambodian Government from the respective net fee.
PROFILE REQUIREMENTS
The service provider/private company/ individual(s) candidate should have the following competencies:
Essential criteria
- Demonstrated knowledge on Gender Equality, Disability and Social Inclusion Principles and practices, particularly in the Mekong context.
- Possess experiences in GEDSI integration in climate resilience and disaster management in planning and programmatic approaches.
- At least 10 years international/regional experience in water resource management and governance, climate resilience, climate smart agriculture and disaster risk management, preferably in the Mekong Context.
- Demonstrated skills and expertise in delivering capacity development to a wide range of key stakeholders that SCR partners with.
Selection Process
A shortlist of qualified candidates will be established based on their qualifications and experience. Shortlisted candidates will be invited for interview to select the best fit for the role.
