This includes promoting green industries, supporting small and medium-sized enterprises (SMEs) in adopting green business models, and facilitating public-private partnerships to drive green economic development. The goal is to create a more inclusive and resilient economy that benefits both businesses and communities while preserving and enhancing the environment for future generations. The program takes this approach to support some of the most marginalized communities in the Tonle Sap Region of Cambodia. Sector focus includes but are not limited to, where Women’s Economic Empowerment ( WEE) is cross cutting:

  • Technology ( Green Tech)
  • Education

  • Climate Change Adaptation/Mitigation

 

ASSIGNMENT PURPOSE: The IGE program is looking for a dynamic and dedicated Project Assistant to provide support on administrative work and logistic arrangements, to the FOWASH and FOSTER project portfolios and the Programme Team in General.

Project Information

Name : Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH)

Location :TSBR of Battambang and Siem Reap Province

 

Project Impact: Strengthening health and water, hygiene and sanitation of the vulnerable communities impacted by climate change in the TSBR

 

Outcome 1: Improved access to sustainable and clean water in vulnerable and hard-to-reach communities impacted by climate change in the TSBR

Outcome 2: Improved access to sanitary facilities and awareness and practice of sanitation hygiene of the vulnerable communities impacted by climate change in the TSBR.

 

Output 1.1: Establishment Water Kiosk Committees

Output 1.2: Establishment of sustainable Water Kiosks

Output 2.1. BCC  promoted in the target community by focusing on 3 Key Hygiene Behaviours (consistent use of latrines, handwashing with soap, and drinking only safe water) and also linking to the environment hygiene and CLTS Approaches promoted to stop Open Defecation.

Output 2.2. BCC promoted among Schools (consistent use of latrines, handwashing with soap, and drinking only safe water) and also linked to the environment hygiene.

 

The Project Assistant (PA) will work with the Project Lead, IGE Project Officer, the Partner HURREDO,  Program Finance Officer, Programme Manager, and the country operation team to provide support on Financial Reporting by Both Oxfam and Project Partner HURREDO to meet donor compliance.

 

The work will involve scanning documents/receipts/ invoices etc at the partner and Oxfam level. Uploading the documents to the appropriate folder and then supporting the Reviewing the documents with the PMU team. The documents to be received and checked will be from project partners Hurredo and Oxfam in Cambodia.

 

The PSO will support the bi-annual reporting to the donor for the FOWASH project and may be required to spend time at the partner office for up to 5 days to support document checks. This could be 2-4 times/year.

 

The PSO will travel to the project FOWASH project site as needed and provide support during field monitoring.

 

The PSO will also support the IGE team in other areas of work including but not limited to capacity building of partners and communities in the area of Women’s Economic Empowerment ( WEE).

Role Purpose

 

The post holder will work with and provide support on, administrative work and logistic arrangements following the consultation with and advice of the Project Lead and Program Manager with a primary focus on the FOWASH project.

 

Job Responsibilities

 

A post holder will be tasked with the following, but not limited to, primary responsibilities:

  • Provide administrative and logistical support to Project Lead and Programme Manager during, national policy dialogue workshops and events, meetings, etc., and field visits,
  • Support in the preparation and undertaking of administrative procurement processes (Goods and Services),
  • Support the preparation of the grant administration process with colleagues in the finance and project management team,
  • Arrange the processes, registration and filing of the documentation and correspondence of the (core) processes, in line with applicable procedures,
  • Support the preparation and undertaking of administrative paper and processes, and ensure an appropriate filing in line with applicable procedures of Oxfam in Cambodia,
  • Provide support on taking minutes and producing reports, case studies, national policy dialogue workshop and events, meetings, etc., and field visits,

EXPERIENCE, KNOWLEDGE & COMPETENCIES

JOB REQUIREMENTS

ESSENTIAL

  • Experience in a comparable position within a local and international not-for-profit organisation (NGOs), especially in project management and oversight,
  • Passion & experience working in planning and operations-related assignments in Water and Sanitation (WASH), rural development, social development, or community empowerment.
  • Experience supporting project portfolios to reach outputs and outcomes
  • Ability to communicate positive changes in Khmer and English,  
  • 2 years of experience (tertiary education) or 1 year (postsecondary education) in administrative, operation, and logistics support,
  • Responsiveness, attention to detail, and ability to handle competing priorities with minimal supervision,

DESIRABLE

  • Responsive to feedback, flexible, but firm and assertive,   
  • An ability to work well independently and with a diverse team of different backgrounds,
  • A team player and a fast learner, someone who works well in a multi-cultural environment, and an ability to communicate with positive changes,
  • Excellent organisational, coordination, and communication skills especially in a demanding working environment,
