Oxfam in Cambodia started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF). 

 

TEAM PURPOSE: Voices for Change Program is working in alignment of Oxfam’s Country Strategy to change in power relation, increase citizens active engagement, and hold government accountable to the needs of poor and marginalized citizens or groups.

We are looking for a dynamic person who have concrete knowledge and background with high ambition to lead and coordinate with our relevant stakeholders and partners in the areas of good governance, public financial management reform program, and fiscal accountability toward the inclusive, responsible, and sustainable development.

 

JOB PURPOSE: The Fiscal Accountability Coordinator will mainly focus mainly on the Fair for All project (FAIR4ALL) FAIR4All project overall and long term aims to strengthen the civil society so that it is able to promote sustainable trade value chains across the banana and rubber sectors that are inclusive and faire for smallholders, women entrepreneurs and agriculture workers, while respecting human rights and protecting the environment, The program has also strategically emphasis on the labour protection, social protection and fiscal accountability and inclusive business toward sustainable development. FAIR4ALL project is implementing by the V4C and NRG programs.

The Fiscal Accountability Coordinator will work directly under the supervision of V4C program manager with close collaboration with NRG program. She/he will work, coordinate with several respective local partners of FAIR4ALL project to deliver the project outcomes and result. She/he will work and get the support from Oxfam cross-function team including policy advisor, gender and social inclusion coordinator for better synergies and relevancy.

KEY RESPONSIBILITIES (Technical, Leadership, People, and Resource management)

  1. Leading and taking initiative to design, and implement new strategic project and to ensure that those initiatives are in line with V4C program strategy, Oxfam country strategy and OI Strategies
  2. Content development by analyse and socialise key information related to public financial management and fiscal accountability and identify key issues relevant for evidence-based advocacy strategies
  3. Keep abreast and provide the strategic analyses of new emerging issues and trends related to public financial management and fiscal accountability
  4. Coordination and implementation of respective projects with key relevant stakeholders and partners
  5. Support in program quality assurance including result based planning, monitoring, evaluation, learning and reporting
  6. Strategic representation and engage with multiple key stakeholders at country level including subnational and national levels including government agencies, development partners, local authorities etc.
  7. Provide advice, strategic support and coordination with Oxfam teams and partners per relevant and respective topics and projects.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • University degree preferably in development and laws related field.
  • Knowledge fiscal policies and development programs in country, and demonstrates good understanding on gender, ability to use a gender lens in project developing
  • In-depth understanding of the national reform programs especially the public administration, public financial management reform programs
  • Ability to influence and liaise effectively with key stakeholders and representation in high profile environments
  • Self-motivated, highly organized and able to work with minimum support
  • At least 3- year experiences in programs/projects development (including design, capacity building, partnership management, fund raising, report writing, MEAL, knowledge management, advocacy, inter-agency networking and coordination etc.)
  • Adheres to Oxfam vision and mission, and subscribes to Result Based Management principles.
  • Ability to adopt innovative approaches to address the related problems. Knowledge and experience of creating change, both through working in partnership with other organizations and direct implementation.
  • Good communications, presentation and facilitation skills, reporting skills, proposal writing skills with high level of written and spoken English and Khmer.
  • Good computer skills (writing and spreadsheet programs).
  • Willingness to a regular travel to province and other project areas in Cambodia.

DESIRABLE

  • Understanding of gender issues and demonstrable experience in applying gender analysis and implementing strategies to address gender issues including knowledge of rights based approaches to development.
  • Demonstrable experience and skills in project management and monitoring and evaluating projects (MEAL).
