PURPOSE OF THIS CONTRACT
The purpose of this contract is to engage with potential consultant/firm to produce four mini-documentary videos and one photo booklet that amplify the impact of a five-year program called Improved Social Protection and Labour Rights for Women Workers in ASEAN’s Agri-food Sector highlighting the transformation, resilience and leadership among women in the agri-food sector.
BACKGROUND AND CONTEXT
The current five-year program (2022-2026), Improved Social Protection and Labour Rights for Women Workers in ASEAN’s Agri-food Sector is led by Oxfam and funded by the Government of Belgium (DGD). It targets precarious workers, primarily women, in the informal agri-food sector, including micro, small and medium enterprises across Cambodia, Laos and Vietnam. The program promotes the three pillars of decent work under the Joint Strategic Framework: labour rights at work, social protection and social dialogue for all.
In Cambodia, Oxfam is implementing this initiative with six partners including Banteay Srei (BS), Coalition of Cambodian Farmer Community (CCFC), Cambodian Food and Service Workers Federation (CFSWF), Cambodian Labour Confederation (CLC), Independent Democracy of Informal Economy Association (IDEA) and Youth Resource Development Program (YRDP). By 2026, the program aims to reach 34,700 women workers in the agri-food sector, including smallholder farmers enabling them to exercise their rights and access adequate labour and social protection contributing to gender equality and (shock) resilience through better representation and policy changes.
To document and amplify the impact of this initiative program, Oxfam in Cambodia seeks a consultant or firm to produce four mini-documentary videos and photos collection that highlights transformation, resilience, and leadership among women in the agri-food sector. The purpose of this assignment is:
- To amplify the voices and leadership of women agri-food workers through a compelling mini-documentary videos and a photo story collection, showcasing success stories, community transformation, and leadership in the sector.
- To enhance public awareness, and gender equity in agri-food sector.
- To promote community engagement and networking opportunities for women workers in the sector.
- To contribute to policy influencing and advocacy efforts that can inform decision makers and strengthen our campaigns for gender responsive social protection and labour rights.
SCOPE OF WORK
Produce 4 Mini Documentary Videos, 3-5 min each, in Khmer with English sub-title and sign language
Main interviewee features across the four videos will potential include:
- Small-Scale Farmer (partner: Coalition of Cambodian Farmer Community): A female leader representing small-scale farmers shares her role in tackling the harmful effects of pesticide use and promoting climate action at both the family and community levels.
- Women’s leadership in Community-Based Organizations (partner: Banteay Srei): A farmer and community-based organization leader highlights her efforts in mobilizing women’s groups and amplifying their voices particularly around social protection to influence the commune investment planning process.
- Plantation Worker (partner: Cambodian Labour Confederation): A union leader from the plantation sector tells about her role in organizing collective negotiations with companies, advocating for care workers, and sustaining the strength and relevance of the union.
- Street Vendor (partner: Independent Democratic of Economy Association): A prominent street vendor leader showcases her advocacy work, focusing on gaining formal recognition for street vendors and ensuring their voices are reflected in social protection policies and schemes.
Photo booklet (Minimum 50 high-resolution photographs to be collected from the field)

- Portraits and action shots of women leaders in different agri-food value chains who contribute and benefit from the program
- Visual storytelling which will complement the documentary series
- Captions in Khmer and English
- A curated photo booklet in Khmer and English separately including foreword, acknowledgements, one-page project overview and thematic photo stories. Foreword, acknowledgement and one-page project overview will be drafted by Oxfam.

The selected consultant or firm will be responsible for the end-to-end production of four mini-documentary videos and one curated photo story collection that captures the transformation, resilience, and leadership of women workers in Cambodia’s agri-food sector. The work will be carried out in close coordination with Oxfam and its implementing partners.
The company/ individual(s) should have the following competencies:

- Proven Experience in Multimedia Production
- Demonstrated track record in producing high-quality videos and photo booklets, especially for development or social impact programs.
- Storytelling Skills: Ability to craft compelling narratives that highlight program outcomes, human stories, and community voices.
- Technical Proficiency: Skilled in video shooting, editing, sound design, and layout for print-ready photo booklets.
- Cultural and Contextual Understanding: Familiarity with the local context, language, and sensitivities—especially when working with vulnerable groups like farmers, workers, and street vendors.
- Project Management Skills: Ability to meet deadlines, manage logistics, and coordinate with stakeholders across multiple locations.
- Ethical Standards: Commitment to informed consent, respectful representation, and safeguarding principles during filming and photography.
Desired criteria
- Experience with Gender and Social Protection Themes: Understanding of gender equity, community leadership, and social protection policies to accurately reflect program impact.
- Creative Vision: Ability to propose innovative formats or visual styles that make the content engaging and memorable.
- Multilingual Capacity: Ability to communicate in Khmer and English (or other relevant local languages) to ensure accurate representation and smooth fieldwork.
- Knowledge of Participatory Approaches: Experience involving communities in the storytelling process, ensuring authenticity and empowerment.
- Distribution Strategy Insight: Can advise on how to best share the videos and booklet—whether through social media, community screenings, or donor presentations.
