PURPOSE OF THIS CONTRACT
The primary objective of the training on Monitoring, Evaluation and Learning (MEL) is to enhance the capacity of project partners in effectively planning, implementing, and utilizing M&E practices.
BACKGROUND AND CONTEXT
FOWASH-KOICA
FOWASH Project is a three-year project funded by the KOICA and led by Oxfam in Korea. The project impact’s level aim at: “Strengthening health and water, hygiene and sanitation of the vulnerable communities impacted by climate change in the TSBR”.
The project will strive to achieve the two supporting outcomes by the end of 2026:
Outcome 1: Improved access to sustainable and clean water in vulnerable and hard to reach communities impacted by climate change in the Tonle Sap Biosphere Region (TSBR).
Outcome 2: Increased awareness and practice of and improved access to hygiene and sanitation of vulnerable and hard to reach communities impacted by climate change in the Tonle Sap Biosphere Region (TSBR).
The project has worked with a local NGO called HURREDO to implement activities on WASH at Siem Reap and Battambang province with close collaboration with Ministry of Rural Development (MRD), Provincial Department of Rural Development (PDRD) and local authorities of both provinces.
Rice Tech Cambodia
The goal of RiceTechCambodia is to enhance the rice value chain in Cambodia by establishing a Public-Private Partnership in the organic rice sector. The project aims to connect economic actors with rural communities, particularly smallholder farmers in Mondulkiri province. These farmers currently lack incentives to improve their rice production due to the absence of a direct sales market. The project plans to address this by providing training, implementing contract farming, and creating access to paddy drying, milling, and storage facilities. By introducing professional organic rice cultivation practices, the project aims to increase farmers' knowledge, improve rice quality and yield, and enable them to earn higher incomes through premium prices.
The project includes the supply of high-quality seeds, agricultural tools, and tractors, as well as knowledge transfer, traceability measures, organic certification, and the installation of drying, milling, and storage facilities. The project's duration is from the 1st of July 2019 to the 30th of June 2027.
The activities of the project will directly improve the livelihoods of small-scale rice farmers in Mondulkiri province and indirectly contribute to sustainable economic growth in Cambodia.
SCOPE OF WORK
The consultant will be responsible for the following activities to ensure the successful delivery of the three-day training on MEL:
Training Needs Assessment
Conduct a preliminary assessment to identify the specific M&E knowledge gaps and training needs of the project partners.
Collaborate with project partners to gather insights on the desired outcomes of the training.
Training Program Design
Develop a customized training program that includes:
A detailed agenda for each day of the training.
Learning objectives for each session.
Interactive activities and exercises tailored to participants' experiences.
Development of Training Materials
Create comprehensive training materials, including:
PowerPoint presentations.
Participant handouts and resource guides.
Case studies and examples relevant to the participants’ contexts.
Evaluation tools for assessing participant understanding.

Facilitation of Training
Deliver the training over three days, ensuring:
Engaging and interactive sessions encourage participation.
Clear explanations of M&E concepts, frameworks, tools, and M&E report writing.
Group discussions and practical exercises to reinforce learning.
Monitoring and Evaluation of Training
Develop methods for evaluating the training’s effectiveness, including:
Pre- and post-training assessments to measure knowledge gain.
Feedback forms to collect participant evaluations on content and delivery.
Observational techniques to assess engagement and participation.
Reporting
Prepare a comprehensive report at the conclusion of the training that includes:
Summary of training activities and participant feedback.
Recommendations for future training or follow-up support.
Analysis of participant performance based on assessment results.
DELIVERABLES
Customized training agenda and materials
Training will be conducted in Khmer at Siem Reap province
Training need assessment report in English
Training report submission in English for 10 to 15 pages with pictures
Summary handout for participants in Khmer or English
By the end of the training, the consultant/firm will ensure that participants will be able to:
Gain a comprehensive understanding of key M&E terminology, frameworks, and methodologies.
Learn to design and implement practical M&E plans that align with project goals and objectives.
Acquire skills in data collection, analysis, and interpretation to assess project performance and outcomes.
Familiarize participants with various M&E tools and techniques for effective monitoring and evaluation.
Equip participants with the ability to apply M&E findings to inform decision-making, improve project design, and enhance accountability.
Be able to prepare writing M&E report
Qualifications
The ideal consultant for the MEL training should possess the following qualifications:
A master’s degree in a relevant field such as Social Sciences, Development Studies or a related discipline.
At least 10 years of demonstrated experience in monitoring and evaluation within development projects, including experience with both quantitative and qualitative methods.
Proven track record of designing and delivering training programs on M&E or related topics, with experience in adult learning principles and participatory training methods.
Strong understanding of M&E frameworks, methodologies, and tools used in program evaluation.
Excellent facilitation and presentation skills, with the ability to engage diverse audiences and foster participatory learning environments.
Strong written and verbal communication skills, with proficiency in report writing and the ability to convey complex concepts clearly.
Ability to analyze data and interpret findings to make informed recommendations.
Flexibility to adapt training content and delivery style based on participant needs and feedback.
Strong interpersonal skills to build rapport with participants and stakeholders.
Awareness and respect for cultural differences, with the ability to tailor approaches to fit the context of the project partners.
Proficiency in English is required; additional language skills relevant to the project context are an advantage.

Evaluation and award criteria
Incomplete applications will not be assessed, only quotations that meet the administrative criteria will be assessed.
Award decisions will be based on the best value-for-money criteria covering both technical quality and price.
**Only quotations with combined scores of at least 65 points (out of 85) for the technical award criteria (approach paper and CV) qualify for the financial evaluation.
