Background of the FFC project
In 2019, the Fair Finance Cambodia (FFC) coalition was established, consisting of Civil Society Organizations (Oxfam in Cambodia, The NGO Forum on Cambodia (NGOF), Cooperation Committee for Cambodia (CCC), Transparency International Cambodia, ActionAid Cambodia and SILAKA. The coalition is committed to advancing sustainable finance in Cambodia and has developed a roadmap to achieve this goal.
The primary objective of the FFC coalition is to mitigate the adverse impacts of cross-border investments on human rights, the environment, and climate change, especially those made by multinational financial institutions, banks, and insurers. Additionally, FFC aims to promote inclusive economic development in the country.
The Fair Finance Cambodia Civil Society Organization (CSO) coalition leads research and engages with key stakeholders, including financial regulatory and policymaking institutions, banking and investment associations, multilateral development banks, and academia. FFC is also a member of Fair Finance Asia (FFA), a regional network of CSOs dedicated to ensuring that financial institutions' funding decisions in the region uphold the social and environmental well-being of local communities.
FFC targets a diverse range of audiences with its campaigns, communications strategies, and products. The main target audience of FFC's initiatives typically includes FIs, Government Agencies and Regulators and Private Sectors. Additionally, FFC also targets intermediary audiences who can influence the broader public and create a multiplier effect. These intermediary audiences may include media groups, youths and students, community, academic and research institutions. Through these multi-faceted approaches, FFC seeks to drive positive change and promote sustainable finance principles across various sectors and stakeholder groups.
Objective of the Consultancy
The objective is to develop six engaging and informative infographics focused on ESG issues, HR challenges, and climate change to enhance understanding and promote action.
Scope of Work (SoW)
Activities
Below are the key activities:
- Gather relevant data, statistics, and information on ESG principles, HR challenges, and climate change trends. FFC knowledge products and bank policy assessment can be used for this purpose.
- Establish specific objectives for each infographic.
- Determine the main themes to be covered (e.g., diversity, environmental impact, governance).
- Brainstorm and sketch initial concepts for each infographic.
- Create outlines that detail the content structure and key messages.
- Present drafts to stakeholders for feedback.
- Make revisions based on input to improve clarity and effectiveness.
- Finalize designs and ensure all elements are polished and ready for submission.
Timeframe
The consultant shall complete all the tasks below within 6 days (six days) of signing the contract for the period from 21 April – 16 May 2025. The consultant may propose changes to this timetable, but the total amount of time for completion of the final product should not exceed 6 days.

- Consultation with Oxfam and FFC coalition members on the draft 1 Day
- Design infographic 1 Day
- Finalize the infographic based on the agreed feedback 1 Day
Total: 6 Days
Deliverables
- Six infographics, both English and Khmer versions.
Payment
Payment will be made according to the following schedule:
- a). 50% of the total contract amount upon submission of schedule and work plan envisaged in this TOR
- b). 50% of the total contract amount will be released with approval of the completed product (6 infographics in both English and Khmer versions)
The proposal submitted by the consultant for this assignment should include consultant fees and the design of the 6 infographics.
Key Qualifications and Skills
The individual(s) and firm should have the following essential competencies:
- Minimum of 5-8 years of relevant professional experience,
- Proven track record in graphic design and infographic development, supported by a portfolio showcasing previous relevant work,
- Demonstrated comprehension of ESG concepts and the ability to simplify complex information through visual representation,
- Must have some familiarity with Multi-Stakeholder Platforms (MSI), CSR, ESG, Sustainable Finance, Green Finance etc.,
- Proficiency in design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign) or similar tools,
- Strong communication skills and the ability to collaborate effectively with a diverse multidisciplinary team,
- Preferred (but not limited by) prior experience around Oxfam’s work in Fair Finance, Sustainable Finance, Green Finance, Climate Change etc.
- Display sensitivity to cultural differences and gender issues, along with a commitment to equal opportunities.
- Show openness and enthusiasm to learn about the application of gender mainstreaming, women's rights, and diversity in all aspects of development work.
- Adherence to Oxfam's safeguarding policies to ensure the safety of all individuals who come into contact with Oxfam.
- Ability to work independently and collaboratively with the team to achieve the agreed-upon objectives.
- Excellent ability to meet deadlines
- Fluency in English and/or Khmer
