Consultancy to Formulate Advocacy Strategy 2025-2029 for Social Protection for All

Background

The Royal Government of Cambodia has recently initiated several social protection schemes and programme aim at supporting workers and vulnerable population groups. OXFAM and partners organisations have long been working with the Royal Government of Cambodia, through the National Social Protection Council (NSPC) and the National Social Security Fund (NSSF), Social Security Regulator (SSR), to build and enhance inclusive social protection systems for all. Building on these, OXFAM has implemented several social protection initiatives to help Cambodia getting closer to achieving Sustainable Development Goals. Those initiatives include: 1) Inclusive National Social Protection Initiatives that Respond to the Needs of Apparel Industry Employees” (INSPIRE), a three-year project funded by the Laudes Foundation, and; 2) Improving Social Protection and Labour Rights for women workers in ASEAN’s Agri-Food Sector, a new 5-year DGD (Belgium Government) supported programme. And OXFAM has also supported partner organisations, including the newly established Social Protection for All (SP4ALL), a coalition of 22 strong and dedicated NGOs and unions that work on social protection settings to influence the policy outcomes and better represent their Constituents to policy dialogue.

Objective of the Assignment

The objective of the consultancy is to:

  1. Formulate an Advocacy Strategy 2025-2029 for SP4ALL coalition to enhance Inclusive Social Protection Systems in Cambodia, including a 5-year implementation plan and costing

The Consultant is expected to work closely with SP4ALL Chairperson, SP4ALL Secretariat, and members of SP4ALL to develop a five-year Advocacy Strategy for the coalition, supported by INSPIRE and DGD Projects, including indicators and measurement tools. Under the direct supervision of SP4ALL Chairperson and the Secretariat, the consultant will be recruited for 15 working days within three months (1 December 2024 to 28 February 2025).

Scope of Work

The Consultant will be responsible for and will be undertaking the following tasks:

  1. Desk review relevant documents including project document, reports and evaluations; and research studies concerning decent work, gender transformative social protection, formalization, unemployment benefits, pension funds, universal healthcare, social protection and employment in just transition, tax financing and public financial management, including feasible practices from countries like Australia, Sweden, or Germany, Japan or South Korea,
  2. Draft a complete advocacy strategy, outlining clear objectives, target activities, allies, deliverables and indicators, including 5-year implementation plan and costing,
  3. Engage with members of SP4ALL and other relevant stakeholders on the formulation of the advocacy strategy (virtual meetings, interviews, etc., FGD),
  4.  Identify the role of SP4ALL to advance decent work and inclusive social protection agenda at the national and regional level,
  5. Provide recommendations on potential structure and focus over the coming five years,
  6. Share the draft advocacy strategy and implementation plan with stakeholders
  7. Present draft advocacy strategy at the validation workshop (to be held face to face), address inputs, and finalize and submit the final Advocacy Strategy 2025-2029 of SP4ALL coalition.

Key Deliverables

 

The consultant will deliver the following:

 

  1. Inception report: Outlining details of activities with proposed methodology and timeline/ delivery dates. The inception report should also include the outline for the advocacy strategy,
  2. Zero draft advocacy and communication strategy for feedback and comments,
  3. PPT on draft 1 of Advocacy strategy to be presented at the validation workshop,
  4. Submission of draft 2 advocacy and communication strategy (having incorporated inputs made during the validation meeting) for final feedback and comment, response,
  5. A final clean copy of the advocacy strategy, including 5-year implementation plan and costing.
  6. Report of the Advocacy strategy Validation Workshop,

 

Consultancy Fee and Payment Schedule

 

Payments will be made, upon satisfaction by SP4ALL Secretariat, in USD with the following deliverables:

 

  1. First tranche: 30% will be paid upon submission of: a) Inception report: Outlining details of activities with proposed methodology and timeline/ delivery dates. The inception report should also include the outline for the Advocacy Strategy, b) Zero draft Advocacy Strategy for feedback from the technical team, and c) PPT on draft 1 of Advocacy Strategy to be presented at the validation workshop,

 

  1. Second tranche: 40% will be paid upon the submission of: a) Submission of draft 2 Advocacy Strategy (having incorporated inputs made during the validation meeting) for final feedback and comment, response, b) A (draft) final clean copy of the Advocacy Strategy, including 5-year implementation plan, and c) Report of the Validation Workshop,

 

  1. Final tranche: 30% will be paid upon the submission of: a) Revised version of the Advocacy Strategy 2025-2029 for inputs by SP4ALL members, and b) Final clean version of the Advocacy Strategy 2025-2029, including the 5-year implementation plan and costing,

 

Requirements

 

Essential:

  • The organisation or an individual(s) should have a proven success or track record in formulating strategic plan aims at advancing (international) social protection system, and/or familiar with social security policy of Cambodia, particularly on NSSF and pension fund, cash-based transfer, school feeding programme, etc., unemployment benefits, including social protection tax financing and fiscal policy
  • A demonstrated commitment to strengthen inclusive social protection system in Cambodia through capacity building, policy dialogue, etc., research and publication work.

 

Key Attributes:

  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities. A proven ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work. And a commitment to OXFAM’s safeguarding policies to ensure all people who come into contact with OXFAM are as safe as possible.

Issuance of this Terms of Reference does not constitute an award commitment on the part of OXFAM, nor does it commit OXFAM to pay for costs incurred in the preparation and submission of a bid. The attached Annexes are an integral part of this Request for Proposals.

OXFAM may contact bidders to confirm contacts, addresses, bid amount and to confirm that the bid was submitted for this solicitation.


Quotation validity

  • The quotation shall be valid for 90 days from the date of submission to OXFAM. If this is not possible, the bidder may propose a different timeframe.
  • If the bidder is awarded the contract, all information provided in the quotation and negotiation process is contractually binding.

False statements

Bidders must provide full, accurate and complete information as required by this solicitation and Annexes. False statements in bids constitutes grounds for immediate termination of any agreement with the supplier. OXFAM takes fraud, misstatements, falsification, manipulation, alteration of facts and/or documents very seriously, has a zero tolerance policy to such behaviours, and may choose to take legal action in a case of misrepresented disclosures by Contractors.

 

Conflict of interest

Bidders must provide disclosure of any past, present or future relationships with any parties associated with the issuance, review or management of this solicitation and anticipated award.  Failure to provide full and open disclosure may result in OXFAM having to re-evaluate the selection of a potential bidder.

 

Right to Select/ Reject

OXFAM reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive proposals and to terminate negotiations without incurring any liability.  OXFAM also reserves the right to reject any or all proposals received without explanation.

 

Reserved rights

All applications and quotes become the property of OXFAM, and OXFAM reserves the right in its sole discretion to:

  • To disqualify any offer based on applicant’s failure to follow solicitation instructions
  • To waive any deviations by the applicant from the requirements of this terms of reference that, in OXFAM’s opinion, are considered immaterial defects requiring rejection or disqualification; or where such a waiver will promote increased competition
  • Extend the time for submission of responses after notification to all applicants
  • Terminate or modify the process at any time and re-issue the request for quotation to whomever OXFAM deems appropriate
  • Issue an award based on the initial evaluation of offers without discussion
  • Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities
