PURPOSE OF THIS CONTRACT

The overall aim of this consultancy is to develop and deliver a comprehensive training on Social Protection and Climate Change with a focus on rural areas and agrifood systems, specifically tailored to the needs and context of Oxfam’s partners and collaborators in Cambodia, Laos and Vietnam.

As part of our commitment to strengthen local capacity in the context of the program “Social Protection and Labour Rights for Women Workers in Agri-food Sector Program” (2022-2026), Oxfam aims to provide a training to our local partners on the link between social protection and climate change. Climate change has a big impact on CLV countries, and social protection plays a crucial role in responding to the climate risks and facilitate a just transition to more sustainable societies. However, the concept is new to many of our partner organizations, which have limited or no prior knowledge of the link between SP and climate change, hence the need to strengthen knowledge and capacities of CSOs in advocating for decisive policy action on promoting social protection systems which can respond to climate risks and promote a just transition.  

BACKGROUND AND CONTEXT

Oxfam’s program “Social Protection and Labour Rights for Women Workers in Agri-food Sector Program” (2022-2026), works with partners across Vietnam, Laos and Cambodia, as well as with regional networks, to increase their capacity to influence policy makers to put in place more inclusive social protection and labour rights frameworks and instruments for agri-food sector workers.

The program aims to empower vulnerable women workers in the highly informal agri-food sector, primarily in micro, small, and medium enterprises, across three ASEAN countries: Cambodia, Laos, and Vietnam. Its goal is to address these workers' rights, needs, and vulnerabilities by promoting the three pillars of the Decent Work framework: labor rights, social protection, and inclusive social dialogue. The program is tackling challenges like climate change impacts, economic insecurity, and occupational safety and health by promoting more adaptive and effective social protection measures. Labor law enforcement is also being strengthened to improve the livelihoods of these workers. Through dialogue and negotiation mechanisms, these women will have a voice with employers and government agencies. Special attention is given to the distinct challenges faced by women workers due to gender norms, including gender-based violence and the disproportional amount of unpaid care and domestic work, which limit their empowerment. The program recognizes that gender justice is essential for achieving decent work for all.

Following a rights-based and gender-transformative approach, 16 local partners jointly cover the target groups in the 3 countries. They cooperate to empower local groups and their leaders to influence powerholders more effectively. Three regional partners add value through learning and knowledge building, tapping from experiences in the ASEAN region, while leveraging the relevant ASEAN policy frameworks, in particular those promoting decent work, social protection and gender equality. Nine collaborators, including the local Oxfam offices, support the partners through capacity strengthening, knowledge sharing and brokering cooperation.

Following a regional workshop in 2023, adaptive social protection for women workers in the agri-food sector was identified as a key priority at both national and regional levels. It will serve as the central focus of the program in the coming years. Due to the limited knowledge on this topic, Oxfam aims to enhance the capacity and understanding of its partners and collaborators by developing and delivering comprehensive training in the three countries.

SCOPE OF WORK

Oxfam is looking to hire a consultant or a team of consultants to develop and deliver a training program on Social Protection and Climate Change. The consultants will be responsible for reviewing relevant materials from various sources, designing the training, and delivering it using participatory methods.

 

The specific tasks related to this scope of work are as follows:

 

Content creation and development of training manual:

-          Review existing resources and build upon previous efforts.

-          Develop customized training modules, presentation slides, case studies, and relevant handouts tailored to the capacity of the project partners and country contexts.

-          Practical examples and case studies from relevant contexts should be included.

-          The training should be based on feminist, participatory and interactive facilitation methods, case studies, and practical exercises to facilitate learning and engagement.

-          The consultant/s will be required to consult with Oxfam during the development of the training content, and submit the draft manuals to Oxfam for feedback, comments and approval.

Training Delivery:

-          Organize and deliver a face-to-face training workshop, ensuring comprehensive coverage of the training manual.

-          Each training session is expected to run for 3 days and include between 20-30 participants.

-          Expenses related to the delivery of the training (logistics, venue, materials, etc) will be covered by Oxfam.

-          The training is expected to take place in November 2025 or earlier.

 

DELIVERABLES AND PAYMENT SCHEDULE

Specific outputs and deliverables

The consultant is expected to deliver the following outputs:

-          Inception report, detailed work plan with timeline of the work envisioned in the framework of the expected tasks and facilitation methodology submitted to Oxfam

-          Training manual containing tailored content, exercises, and resources.

-          A successfully conducted 3- day training workshop.

-          A final report detailing the training process, participant feedback, lessons learned, and recommendations for future training sessions.

Remuneration is based on submission of final deliverables according to the schedule. No payment will be made in advance.

The full assignment is expected to be completed within 10 weeks from the date of contract signing. The training sessions are expected to take place in November 2025.

PROFILE REQUIREMENTS

The company/ individual(s) should have the following competencies:

Essential criteria

·         Solid understanding and expertise on social protection

·         Demonstrated knowledge of social protection, just transition, and climate change and experience working in Asia Pacific or similar contexts.

·         Strong facilitation and communication skills, with the ability to tailor complex concepts to audiences with limited prior knowledge

·         Demonstrated high awareness working in multi-cultural environment

·         Experience with integration of gender lens in facilitation

·         Prior experience on designing and delivering training in social protection, with a focus on adaptive approaches.

 

Desirable

·         Knowledge of Cambodia, Laos, Vietnam’s social protection systems and political contexts will be considered an asset.
