PURPOSE OF THIS CONTRACT
This contract aims to build the capacity of 36 community members and leaders and 4 NGO staff in conducting Gender-based Violence Risk Mapping in their respective communities (3 communities in Stung Treng province and 3 communities in Ratanakiri province), using Feminist Participatory Action Research (FPAR) approach, and to provide technical assistance to 2 of the communities in conducting GBV risk mapping, following the training.
BACKGROUND AND CONTEXT
The project “Tackling GBV in Natural Resources and Biodiversity Conservation in Stung Treng and Ratanakiri (GBV-NRB)” is an 8-month initiative under the International Union for Conservation of Nature’s (IUCN) RISE Grants challenge (Resilient, Inclusive and Sustainable Environments), supported by the Government of Norway.
Oxfam in Cambodia and its two partner organizations, Banteay Srei and Culture and Environment Preservation Association (CEPA), are working closely together to achieve the project’s goal of embedding gender-based violence (GBV) risk mitigation and promoting women participation and leadership in community-led conservation and climate resilience initiatives in Stung Treng and Ratanakiri provinces, ensuring that indigenous women, people with disabilities (PWDs), LGBTQ+ individuals, and other marginalized groups can safely and equitably engage in natural resource governance. The project’s three main objectives are 1) to increase participation and leadership of women in natural resource management and climate actions, 2) embed GBV risk mitigation strategies in community-led conservation landscapes, and 3) strengthen social norms, peer solidarity, and collective engagement in communities to prevent GBV and promote gender-equitable participation in conservation landscapes.
To achieve the above objectives, the project is supporting 6 communities (3 in Stung Treng and 3 in Ratanakiri) in building their capacity to conduct GBV risk mapping in their respective locations, develop risk mitigation plans, and embed strategies to reduce GBV risks in their environment, conservation, and climate action and initiatives. The communities include 4 fisheries communities and 2 community-protected areas.
SCOPE OF WORK
The consultant or team of consultants is expected to 1) develop and deliver a training on community-led GBV risk mapping through FPAR approach for 36 community members and leaders from 6 communities (3 in Stung Treng province and 3 in Ratanakiri province), 2) develop a GBV risk mapping handbook for community to implement, and 3) provide technical assistance to 2 communities in conducting GBV risk mapping at their respective locations. Participants will be already pre-selected for the training and include 6 participants per community.

PAYMENT SCHEDULE AND TIMEFRAME
Suggested timeline
The assignment is expected to start on 1 May 2026 and the anticipated level of effort is 25 days. The training workshops are tentatively scheduled in mid-June 2026 and the community-led GBV Risk Mapping is expected to be conducted in early July 2026. Final reporting and completion of the full assignment is expected by end of July 2026.
Remuneration is based on submission of final deliverables according to the schedule. No payment will be made in advance.

PROFILE REQUIREMENTS
The company/ individual(s) should have the following competencies:
Essential criteria
- At least Bachelor degree in Social Sciences, Gender Studies, Development Studies, Human Rights, Sociology, or related field.
- Demonstrated experience in leading and developing programs for training using interactive, inclusive, and participatory methods.
- Demonstrated experience in leading and conducting research, studies, assessments, or analysis through feminist approach.
- A minimum of seven years of relevant experience in the fields of gender equality, social inclusion, and/or other related areas.
- Strong understanding of the socio-economic and gender-based violence context in Cambodia.
- Strong understanding of feminist theory and feminist approaches
- Excellent facilitation and communication skills.
- Khmer and English language skills essential.
Desired criteria
- Knowledge and understanding of community-led natural resources management, conservation, environmental, and/or climate action
- Familiarity with Community Fisheries and Community-protected areas structure, governance, and/or operations

Only proposals with combined scores of at least 70 points for the technical award criteria (technical proposal, CV, and list of similar experiences) qualify for the financial evaluation.
