1. PURPOSE OF THIS CONSULTANCY
The consultancy aims to:
- Promote women’s entrepreneurship by identifying opportunities and barriers for women-led businesses in riverine communities.
- Strengthen local market systems that support climate-resilient livelihoods and inclusive economic participation.
- Develop capacity-building programs that enhance business skills, financial literacy, and market readiness among women entrepreneurs.
- Facilitate partnerships between communities, private sector actors, and local authorities to enhance market access and value chains.
- Introduce innovative, sustainable, and technology-based solutions that empower women and marginalized groups to adapt to climate and human-induced changes.
2. BACKGROUND AND CONTEXT
Inclusive Water Governance and Climate Resilience Phase 3 (IP3) is a four-year project (April 2025 – March 2029) that contributes to resilient, inclusive, and sustainable development of the Mekong basin in Cambodia. The project enhances water resource governance and strengthens community resilience to climate and human-induced changes in access to riverine natural resources.
Pillar 3 of IP3, Climate Resilient Communities, focuses on integrated community water resource management, disaster and climate risk management, and climate change adaptation for resilient livelihoods. Within this pillar, Oxfam collaborates with partners, riverine communities, especially marginalized groups, and private sector actors to introduce sustainable practices, market-based approaches, and appropriate technology-based solutions for livelihood resilience.
To complement these efforts, Oxfam seeks a consultant to design and implement strategies that strengthen local and women-led entrepreneurship and promote inclusive market development as pathways to resilient livelihoods.
3. Scope of Work
- Conduct situational analysis of local entrepreneurship and women-led enterprises in Stung Treng.
- Develop capacity-building toolkit with modules on business planning, financial literacy, and market engagement.
- Develop market linkage strategy connecting women-led businesses to private sector and sustainable value chains.
- Deliver training for selected local/women entrepreneur groups.
- Provide mentoring and coaching for NGO partners and women entrepreneurs implementing the strategy.
- Develop case studies documenting successful women-led entrepreneurship models and inclusive practices.
- Make final synthesis report with recommendations for scaling inclusive entrepreneurship within IP3.
4. DELIVERABLES
The consultant will provide:
- Situational analysis report on local entrepreneurship and market development opportunities, with a focus on women-led enterprises IP3 target areas particularly in Stung Treng Province.
- Capacity-building toolkit for local/women entrepreneurs, including modules on business planning, financial literacy, and market engagement for selected entrepreneur groups.
- Delivered Trainings to local/women entrepreneur groups.
- Market linkage strategy outlining pathways for connecting women-led businesses with private sector actors and sustainable value chains.
- Mentoring and coaching to NGO partners and selected local/women entrepreneurs.
- Case studies and documentation of successful women-led entrepreneurship models and inclusive market practices.
- Final synthesis report with recommendations for scaling inclusive entrepreneurship and market development within IP3.

6. PROFILE REQUIREMENTS
The consultant (s) should demonstrate:
Essential criteria
- Degree in one of the following fields: Agriculture, Business Management, Rural Development, or Economics.
- Advanced expertise in entrepreneurship development, market systems, and inclusive economic growth.
- Proven experience in supporting women-led enterprises and marginalized groups in rural or riverine contexts.
- Strong knowledge of climate-resilient livelihood strategies and market-based approaches.
- Experience in partnership building with private sector actors, civil society, and local authorities.
- Excellent facilitation and training skills, particularly in business development and financial literacy.
- Strong analytical and documentation skills, with ability to produce clear, accessible advocacy and learning materials.
- Regional knowledge of Cambodia and the Mekong basin, with sensitivity to socio-cultural and gender dynamics.
- Language proficiency in English; Khmer language skills are highly desirable.
