I. BACKGROUND AND CONTEXT
The Inclusive Green Economy program is one of Oxfam in Cambodia’s programs focusing on “Green Growth” in line with the Royal Government of Cambodia’s long-term ambition and aims to foster an environmentally sustainable, socially inclusive, and equitable economic model that creates green job opportunities, especially for marginalized groups, youth, and women. Furthermore, the program enhances climate resilience of vulnerable communities, improves access to safe water and sanitation, facilitate public-private partnerships to mobilize investment for green initiatives.
II. PURPOSE OF THE JOB
The Cambodia Sustainable Landscape and Ecotourism Project (CSLEP) is a national initiative implemented by the Ministry of Environment with support from Oxfam Cambodia. The project aims to foster sustainable development by balancing biodiversity conservation with the enhancement of local livelihoods. A core component of CSLEP is the strengthening of Community-Based Ecotourism (CBET) enterprises, which are pivotal for driving inclusive economic growth in rural areas while preserving Cambodia’s rich natural and cultural heritage.
While communities possess invaluable local knowledge and assets, they often face significant challenges in establishing and managing successful ecotourism ventures. These challenges include gaps in governance, limited capacity for product development, and difficulties in accessing viable markets. To address these issues and ensure the long-term sustainability and scalability of CBET initiatives, CSLEP requires the strategic guidance and technical expertise of a seasoned professional.
This Terms of Reference (TOR) outlines the engagement of a Strategic Expert to provide high-level advisory services to the project. The expert will play a crucial role in aligning CSLEP’s ecotourism interventions with international best practices, regional standards such as the ASEAN Tourism Standards, and Cambodia’s National Tourism Strategy. By integrating policy, practice, and market insights, the expert will help position CSLEP as a national model for inclusive and sustainable ecotourism, contributing to both conservation and community development goals.
III. SCOPE OF WORK & DELIVERABLES
The Strategic Expert will be responsible for the following deliverables:
- Report: A detailed report outlining the expert’s understanding of the assignment, proposed methodology, and initial strategic recommendations integrating conservation and sustainability across the project.
- Governance Recommendations: A set of practical and actionable recommendations for strengthening CBET governance structures with a conservation lens.
- CBET Business Model Development: A set of practical and actionable recommendations for strengthening CBET Business structures with a conservation lens.
- CBET Master Plan Inputs: Substantive written inputs and feedback on at least two CBET Master Plans integrating conservation and sustainability.
- Product and Market Strategy Recommendations: A report detailing recommended product portfolios and market linkage strategies from the conservation and sustainability angle.
- Policy Alignment Report: Review of Prakas 1 and Prakas 2.
- Coordination with academic institutions, NGOs and Project partners monthly.
- Monthly Advisory Reports: Concise monthly reports summarizing advisory input, activities undertaken, and progress against the work plan.
- End-of-Assignment Report: A final report summarizing all activities, achievements, lessons learned, and strategic recommendations for the future.
- The expert will report directly to the Project Director at Oxfam Cambodia and the Head of the CSLEP Secretariat at the Ministry of Environment. All deliverables must be submitted in English and will be subject to review and approval by both parties.

V. REQUIREMENTS
The ideal consultant should possess the following qualifications and experience:
1. Technical Experience & Qualifications:
- Master’s degree or higher in Environmental Science, Conservation Biology, Natural Resource Management, or a related field.
- Minimum of 7 years of progressive experience in conservation/sustainability roles.
- Proven expertise in:
- Ecological Field Methods: Biodiversity monitoring, habitat assessment, and data collection.
- Geospatial Analysis: Proficiency with GIS software (e.g., ArcGIS, QGIS) and remote sensing applications.
- Sustainability Frameworks: Practical experience with SDGs, GHG Protocol, LCA, or TNFD.
- Data Analysis: Strong skills in statistical analysis and environmental data management.
2. Related Professional Experience:
- Demonstrated success in managing complex conservation or sustainability projects from conception to completion.
- Proven experience engaging with diverse stakeholders, including government agencies, NGOs, local communities, and/or private sector partners.
- Field experience in relevant ecosystems and a track record of delivering evidence-based results.
3. Communication & Other Skills:
- Exceptional Communication: Ability to clearly distil complex technical information for non-expert audiences in both written reports and verbal presentations.
- Stakeholder Engagement: Strong facilitation and interpersonal skills to build consensus and collaborate effectively.
- Project Management: Excellent organizational skills, with the ability to manage timelines, budgets, and multidisciplinary teams.
- Personal Attributes: A passionate commitment to sustainability, integrity, resilience, and a solutions-oriented mindset.
4. Other
- Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
