 I.              PURPOSE OF THIS CONTRACT

The primary objective of this endline evaluation is to assess the project’s performance in terms of relevance, effectiveness, efficiency, impact, and sustainability. It will measure progress against baseline indicators, evaluate the effectiveness of implementation strategies, and identify best practices and lessons learned. The evaluation will also provide actionable recommendations for future programming.

The assessment aims to:

  • Assess the project's progress against planned milestones and deliverables.
  • Evaluate the effectiveness and efficiency of implementation methodologies.
  • Identify challenges and opportunities for improvement.
  • Document successful strategies and key lessons learned.
  • Provide evidence-based recommendations for future initiatives.

II.               BACKGROUND AND CONTEXT

The EU-CAPFISH/FOSTER Project is a three-and-a-half-year initiative funded by the European Union Delegation (EUD) and implemented by a consortium of 13 organizations led by Oxfam in the western region of Cambodia (Siem Reap, Banteay Meanchey, and Battambang provinces). The project aims to enhance the resilience, productivity, and socio-economic wellbeing of fishing communities and promote ecological sustainability in the Tonle Sap Biosphere Reserve (TSBR). The duration of project is from March 2021 to Jun 2025.

The program encompasses three main components:

  • WASH: Provision of clean drinking water and sanitation solutions through innovations such as Handy Pods (HPod)/latrine and Water Kiosks (WK).
  • Education: Support for inclusive pre-primary, primary, and lower-secondary education for vulnerable children.
  • Green Economy: Promotion of eco-tourism, sustainable agriculture, non-timber forest products (NTFP), and renewable energy as livelihood alternatives

III.               SCOPE OF WORK

The consultant will carry out the following tasks:

    1. Coordination and Planning
  • Collaborate with Oxfam and partners to refine the scope, methodology, and evaluation plan.
  • Participate in initial planning meetings and workshops with relevant stakeholders.
    1. Document Review
  • Conduct a comprehensive desk review of project documents, including logframes, partner reports, baseline data, monitoring reports, and policy frameworks.
  • Analyze existing documentation to understand project design, implementation progress, and contextual dynamics.
    1. Methodology Development
  • Develop detailed research tools tailored to the project's key sectors (WASH, education, green economy).
  • Define sampling methodology, including sample size and selection criteria.
  • Prepare an inception report outlining conceptual framework, methodology, and work plan.
    1. Field Data Collection
  • Conduct quantitative surveys with project beneficiaries, service users, and stakeholders.
  • Organize qualitative data collection through key informant interviews (KIIs) and focus group discussions (FGDs) with community members, local authorities, educators, and business actors.
  • Ensure participation across different provinces: Phnom Penh, Battambang, Banteay Meanchey, and Siem Reap.
  • Adhere to ethical research standards, including informed consent and confidentiality.
    1. Stakeholder Engagement
  • Facilitate consultations and validation workshops with local authorities, consortium partners, and project beneficiaries.
  • Ensure feedback loops are integrated into data interpretation.
    1. Analysis and Reporting
  • Analyse qualitative and quantitative data using appropriate statistical and thematic techniques.
  • Prepare preliminary findings for review and validation.
  • Draft a comprehensive endline report incorporating findings, conclusions, lessons learned, and recommendations.

IV.               METHODOLOGY

The evaluation will use a mixed-methods approach, combining qualitative and quantitative techniques. The consultant will be expected to:

  • Design and administer structured surveys to capture key indicators.
  • Develop data entry and cleaning procedures to ensure data integrity.
  • Use statistical software for data analysis, disaggregated by gender, age, geography, ethnicity, and development challenges (e.g., disability, poverty).
    1. Qualitative Methods
  • Conduct semi-structured interviews with community leaders, educators, local officials, and project staff.
  • Organize FGDs with beneficiaries (men, women, youth) to explore perceptions, experiences, and behaviour changes.
  • Apply thematic analysis to identify trends and qualitative insights.
    1. Triangulation and Validation
  • Cross-validate data from different sources to ensure consistency and accuracy.
  • Present preliminary results to stakeholders for feedback and refinement.
  • Integrate stakeholder input into final reporting.
    1. Ethical Considerations
  • Ensure informed consent, privacy, and data security throughout the evaluation process.
  • Address potential power imbalances and ensure inclusive participation.

V.               DELIVERABLES

  • Inception Report: Includes conceptual framework, methodology, timeline, and quality assurance plans.
  • Raw Data Set: Includes transcripts, completed questionnaires, code books, and participant lists.
  • Presentation: Preliminary findings to be shared with Oxfam and partners.
  • Final Endline Report: A comprehensive report with findings, analysis, and recommendations, submitted by July 15, 2025.

VII.               PROFILE REQUIREMENTS

The consultant(s) should have the following competencies:

Essential and desired criteria

  • Master’s degree in Agriculture, WASH, Economics, Social Sciences, or related fields.
  • Minimum 10 years’ experience in project evaluation, especially in agriculture and livelihoods.
  • Strong knowledge of gender issues and inclusive development.
  • Proficiency in both qualitative and quantitative research methods.
  • Excellent communication and report-writing skills in English.
  • Proven record of ethical research practices and adherence to confidentiality standards.
