BACKGROUND: THE I-JET PROJECT
The Influencing Just Energy Transition (I-JET) program is a five-year, multi-country initiative (July 2022–June 2027) implemented through Oxfam’s Asia Regional Platform in partnership with Oxfam in Cambodia (OiC), Oxfam Pilipinas (OPH), the ASEAN Centre for Energy (ACE), and the Climate Action Network Southeast Asia (CANSEA).
The program aims to enable a gender-just and socially inclusive energy transition across Southeast Asia, focusing on the meaningful participation of communities and marginalized groups in shaping the region’s transition toward renewable, affordable, and equitable energy systems.
I-JET operates in Cambodia, the Philippines, and across the ASEAN region, working closely with government institutions, civil society networks, rural communities, and research partners. The program is guided by three core outcomes:
- Outcome 1: Non-state actors at national and regional levels actively contribute to shifting the narrative towards a gender responsive and socially inclusive energy transition.
- Outcome 2: National and regional energy policy frameworks and finance mechanisms are gender responsive and socially inclusive.
- Outcome 3: Increased private and public fundings for community-initiated gender and socially inclusive renewable energy initiatives.
As the project enters its mid-implementation phase, capturing strong, ethical, and compelling impact stories and creating its own brand become vital for showcasing the transformative changes brought by I-JET across multiple countries.
BRANDING AND VISUAL IDENTITY DEVELOPMENT
Why I-JET Needs Strong Branding
As the I-JET project enters its final two years, the need for a strong, recognizable, and coherent visual identity has become central to its influencing strategy. I-JET operates across multiple ASEAN countries, engaging governments, regional bodies, civil society actors, grassroots communities, and energy experts. With such diverse audiences, clear and compelling branding is essential to unify the project’s message and make its advocacy more visible, memorable, and impactful.
A strong brand enables I-JET to:
- Build recognition across ASEAN institutions, donors, policymakers, and media by presenting a cohesive identity for all communications materials.
- Visualize complex ideas—such as justice, gender equality, energy transition, and community empowerment—in ways that are accessible and engaging.
- Strengthen narrative power, ensuring that people quickly understand why a just and inclusive energy transition matters and what I-JET stands for.
- Support partners and allies, allowing them to integrate shared branding elements in their own advocacy, thus increasing the visibility and coherence of collective action.
- Differentiate I-JET from purely technical or economic energy initiatives, highlighting its people-centered, gender-just, rights-based approach.
As I-JET ramps up engagement with ASEAN bodies (e.g., APAEC 2026–2030), national policymakers, media platforms, and public campaigns, strong and strategic branding becomes a critical tool for effective regional influence.
About the Assignment
I-JET aims to intensify its influencing work to promote just energy transition in multiple ASEAN spaces. To do so, I-JET country teams, partners, allies, and key stakeholders need visual aids and branding materials that compellingly represent the program’s vision, highlight the values of gender justice and social inclusion, among others, and clearly communicate the program’s asks, achievements, and impacts.
The branding materials produced under this consultancy will be used across I-JET’s upcoming regional campaigns, policy engagement efforts, publications, reports, presentations, websites, and promotional collaterals. These outputs will help ensure unified messaging and high-quality visual representation across the program’s diverse national and regional activities.
Hiring a consultant
I-JET is seeking a feminist artist, illustrator, or graphic designer—ideally based in Cambodia or the Philippines—who can produce visually compelling branding materials grounded in gender justice, inclusivity, creativity, and cultural sensitivity. The consultant must be capable of translating complex energy transition concepts into powerful, accessible visual narratives.
Work Responsibilities and Deliverables
The consultant is expected to deliver the following:

- High-resolution I-JET logo

- Delivered in vector, JPEG, PNG, and PDF formats
- Must reflect the full breadth of I-JET’s work, values, and vision
- Created through a collaborative process with select I-JET team members

- Five high-quality artworks
- Two artworks depicting just energy transition in ASEAN
- Three artworks, one for each I-JET outcome:
- Outcome 1: Narrative change
- Outcome 2: Inclusive and gender-responsive policy frameworks
- Outcome 3: Funding for community-led renewable energy initiatives
Thirty simple icons
- In vector and PNG formats
- Icons must visually communicate key aspects of I-JET’s themes
- List of 30 icons to be provided by the Communications Consultant
Branding guideline document, containing:
- Logo usage rules
- Color palette
- Typography
- Sample templates
- Artworks and icons
- Social media and publication applications
- Recommendations for future collaterals
Important note: These materials must follow Oxfam brand guidelines and embody feminist, rights-based, and inclusive principles.
Timeline
The consultant will have 20 working days to complete the assignment.
A schedule of milestones (e.g., concept drafts, revisions, finalization) will be co-developed between the consultant and the I-JET PMU during the onboarding meeting.
Work Qualifications
Required
- Proven expertise in creating branding systems, digital templates, and graphic design
- Ability to produce visual concept boards and mood boards
- Skill in translating multiple stakeholder perspectives into clear visuals
- Ability to produce high-resolution, professional outputs for various formats
- Strong understanding of feminist visual principles, accessibility, and ethical representation
Desirable
- Familiarity with energy transition, climate justice, or social justice issues
- Experience working in Southeast Asian contexts, particularly Cambodia or the Philippines
- Background in visual storytelling for NGOs, advocacy campaigns, or community-centered initiatives
Contract Supervision
The consultant will work closely with the I-JET Programme Management Unit (PMU), primarily through the Communications Consultant.
Oxfam will coordinate:
- Introductory briefings
- Creative consultations
- Stakeholder input sessions
- Draft reviews and approval processes
The assignment includes several rounds of feedback from country teams and partners to ensure regional relevance and accuracy.
Budget
Applicants must submit a financial proposal detailing professional fees based on the deliverables. All fees must be quoted as a gross amount.
Note that the total budget for this consultancy is USD 3,000.
Payment Schedule
- 20% – Upon signing of the contract
- 30% – Upon submission of the first draft of all materials
- 50% – Upon delivery and acceptance of all final materials in required formats
Additional Requirements
- Values and safeguarding. The consultant must adhere to Oxfam’s principles and values, including gender justice, feminist leadership, safeguarding, and ethical representation.
- Visual guidelines. The consultant must integrate relevant elements of Oxfam’s brand book, which will be provided during onboarding.
- Copyright. All materials produced will become the full property of Oxfam and may be adapted for future campaigns, publications, and communications.
