1. PURPOSE OF THIS ASSIGNMENT
The purpose of this assignment is to seek for service provider/s to supply seven suitable drones and to provide training on their usage to strengthen community forest patrolling efforts in Cambodia, supporting local capacity for environmental protection and sustainable resource management.
2. BACKGROUND AND CONTEXT
As part of Natural Resource Governance (NRG) Program, Climate Resilience for All (CREFA) is an innovative, yearslong project designed by a consortium of nine organisations with expertise in climate smart agriculture, renewable energy, climate resilience, and policy dialogue and development. Led by Oxfam in Cambodia, the goal of CREFA is to address Cambodians’ vulnerability to climate change through targeted activities aimed at enhancing capabilities for mitigation and adaptation. Using a twin track approach of policy dialogue development coupled with building local capacities for climate resilience, CREFA will strengthen responsive capacities, improve resilience, and promote sustainable development in line with SDG 7, SDG 12, and SDG 13. It will do so by working in close cooperation with 1) the National Council for Sustainable Development [NCSD] and the Department of Climate Change within the Ministry of Environment [MOE], 2) local provincial, district, and commune councillors, 3) private sector green growth actors including financial institutions, 4) other climate change CSOs and development partners, and, most importantly 4) SMEs and small holder farmers. It is important to note that the project expects to engage a wide range of stakeholders from government agencies at national and subnational levels, local authorities, and communities in (Tonle Sap Biosphere Region) and North-eastern Cambodia (Battambang, Siem Reap, Banteay Meanchey, Oddar Meanchey, and Preah Vihear).
CREFA is positioned as the start of a multi-year Climate Initiative by Oxfam in Cambodia, the aim of which is the transformation of climate challenges and risks into opportunities for equitable, sustainable growth. As such, the project aligns well with Oxfam’s current efforts in disaster risk reduction and social protection. It leverages the expertise of nine consortium partners and engages the private sector as well as the government in tailored, responsive climate action activities designed to respond to Rio Marker 2 for both mitigation and adaptation. One of the key focal points of the project is to ensure that the furthest left behind is targeted first; Oxfam recognizes the intersectionality of marginalization and the enhanced vulnerability of groups that have multiple characteristics of vulnerability. In particular, the post COVID-19 context calls for a more robust and inclusive climate resilience approach that targets people with disability, ethnic minorities, and women. As such, the project will feature a gender equality, disability, and social inclusion [GEDSI] analysis at the outset to inform all project activities. CREFA is aligned with the Irish government’s priorities of gender equality, climate action, and governance. It also directly contributes to the Royal Government of Cambodia’s plans such as: National Strategic Development Plan [NSDP] (2019 to 2023), Cambodia Climate Change Strategic Plan [CCCSP] (2014 to 2023), National Policy on Green Growth [NPGG] (2013 to 2030), and Cambodia’s Third National Communication to the UNFCCC (2022).
Forest conservation is a core component of the CREFA project, which aims to promote climate resilience among community forestry and community protected areas. Protecting these areas from illegal logging and engaging in afforestation are critical activities. Despite ongoing efforts, communities under the CREFA project continue to face significant challenges from illegal logging and other destructive forestry activities. Traditional patrols are constrained by high labor demands and costs, limiting the frequency and effectiveness of monitoring.
These challenges should be addressed properly, and drones have emerged as an effective solution, offering wide-area coverage, faster response times, cost efficiency, and enhanced safety. Their aerial mobility and advanced sensors make patrolling smarter and more efficient, while also fostering digital literacy at the community level. This approach is consistent with the Ministry of Environment’s adoption of drone patrolling methods, which includes distributing drones to provincial Departments of Environment to strengthen forest monitoring efforts.
In alignment with these national strategies, CREFA will provide seven drones to project partners to support community patrolling efforts. Training will be delivered to both partners and community members to ensure sustainable operation and long-term impact.
3. SCOPE OF WORK
The selected service provider(s) will be required to undertake the following tasks:
- Supply of Seven Suitable Drones for Community Forest Patrolling operating by communities
- Development of Drone Operation and Maintenance Manual: prepare a comprehensive manual covering drone operation and maintenance and manuals must be produced in both English and Khmer languages to ensure accessibility for all stakeholders.
- Delivery of Drone Operations Training Program: Conduct a 1.5-day training session for approximately 25 participants, including partner staff and community members and training will take place in Siem Reap province and must include both classroom instruction and practical field exercises at community forestry sites.

5. PAYMENT SCHEDULE
Actual payment is based on submissions of deliverables according to the agreed schedule. The budget for the assignments will be proposed by the service provider(s) and a competitive financial proposal with an appropriate methodology will be considered. Payment will made by Oxfam in Cambodia. Oxfam in Cambodia will pay 15% withholding tax for resident taxpayer or 14% withholding tax for non-resident taxpayer to the Cambodian Government from the respective net fee. The tentative payment schedule is as below.

6. METHODOLOGY
The service provider(s) are expected to provide a suitable methodology and work plan for the assigned tasks. They should propose an approach that outlines the steps, processes, and techniques they intend to supply seven drones, develop drone operation and maintenance manual both in Khmer and English as well as the drone training program. The methodology should demonstrate a clear understanding of the project objectives and align with best practices in the field. The work plan should outline the timeline, deliverables, and resource allocation necessary to complete the assignment effectively and efficiently.
7. PROFILE REQUIREMENTS
The selected service provider(s) must demonstrate a proficient understanding of appropriate drone technologies for community forestry patrolling within the Cambodian context. In addition, the provider should ensure the availability of qualified trainers to deliver effective drone training programs.
Essential Criteria
- If a company or private sector entity, it must be legally registered under relevant government regulations. For providers based in Cambodia, a valid VAT TIN Number or Patent Tax Certificate is required.
- Minimum of 3–5 years of professional experience in drone operations, including hands-on use and training delivery for participants or community members.
- Strong knowledge of national regulations governing drone use for forest patrolling and environmental monitoring.
- Demonstrated experience working within the Cambodian context, with familiarity of local challenges and opportunities regarding drone operations.
- Proven facilitation and training skills, with the ability to design and deliver practical, community-focused training sessions.
- Strong interpersonal and communication skills, with the ability to collaborate effectively as part of a team.
- Capacity to adapt to evolving circumstances and operate successfully in diverse cultural and environmental settings.
- Proficiency in Khmer language will be considered an advantage, particularly for training delivery and community engagement.
- Availability of qualified drone trainers capable of conducting both theoretical and field-based training sessions tailored to community forestry needs.
Preferred Qualifications
- Advanced certifications in drone operation, safety, or environmental monitoring.
- Prior collaboration with international NGOs, government agencies, or community-based organizations on forest conservation or climate resilience projects.
- Experience in digital literacy training, particularly in rural or community forestry contexts.
- Proven ability to design training curricula that combine technical instruction with practical, field-based exercises.
- Capacity to provide ongoing technical support and maintenance guidance beyond initial training.
- Familiarity with geospatial mapping tools, remote sensing, or data analysis to enhance forest monitoring outcomes.
- Demonstrated commitment to sustainability and community empowerment, ensuring that drone usage is integrated into long-term conservation strategies.
- Ability to produce training and technical materials in both Khmer and English, ensuring accessibility for diverse stakeholders.
