How to apply:

Applicants may apply to cover one province or both provinces, depending on their capacity to mobilise the required team.

  • Option 1 – One Province: 10 people – 1 Lead Data Collector + 9 Data Collectors, for either Siem Reap or Battambang Province.
  • Option 2 – Both Provinces: 20 people — 1 Lead Data Collector + 9 Data Collectors for each province.

Applicants do not need to have the full team confirmed at the time of application but should demonstrate their ability to mobilise the required team before fieldwork. Applicants who already have a team available are encouraged to submit the short CVs of the proposed team members.

 

Interested applicants are invited to submit:

1. Technical Offer: Proposed team structure, team mobilisation approach, availability and relevant experience. If the team is already identified, include short CVs of the proposed data collectors. 

2. Financial Proposal: Net daily rate per data collector, calculated for the 5-day assignment. The rate should include meals, accommodation, transport/motorbike and fuel, mobile data and other field-related costs. Applicable withholding tax will be paid separately by Oxfam.

 I.               PURPOSE OF THIS CONTRACT

This assignment aims to contract up to two provincial data collection to carry out field-level data collection for the Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH) Project Endline Survey. Each provincial team will comprise 10 people, including 1 Lead Data Collector and 9 Data Collectors. The teams will conduct quantitative household surveys and direct physical observations across designated target villages in Siem Reap and Battambang provinces under the direct guidance of the Lead Evaluation Consultant, Oxfam, and HURREDO field supervisors.

 

II.               BACKGROUND AND CONTEXT

The FOWASH Project is funded by KOICA, led by Oxfam, and implemented by local partner HURREDO in close collaboration with the Ministry of Rural Development (MRD) and Provincial Departments of Rural Development (PDRD). Operating across 17 communes in 12 districts in Siem Reap and Battambang, the project aims to improve water, sanitation, and hygiene for vulnerable communities in the Tonle Sap Biosphere Region.  To assess overall project results, handwashing behaviors, facility usage, and sanitation practices, the endline evaluation requires a sample of 800 household interviews (400 per province) across 40 target villages.

 

III.              SCOPE OF WORK

Each provincial data collection team will conduct data collection within their designated province following the 5-day assignment schedule:

  • Training & Pre-testing (Day 1): Attend a full-day orientation, questionnaire training, pilot/pre-testing, and digital tool setup (Kobo Collect) in the respective provincial town. 
  • Field Data Collection (Days 2–5): Conduct four consecutive days of household interviews across the designated targe villages and communes. Data collectors will follow the sampling approach and household/respondent selection instructions provided by Oxfam and the Lead Evaluation Consultant, conduct the interviews, and record responses directly in Kobo Collect. Each provincial team will target approximately 100 completed household interviews per day, for a total of 400 completed interviews per province.
  • Ensure that each completed questionnaire is properly filled in and submitted through KoboCollect on a daily basis. Data collectors should review their forms for completeness and accuracy before submission.

IV.               KEY DELIVERABLES

For each province, the selected data collection team will be responsible for:

  • Full attendance and participation of all 10 team members in the one-day training and pilot/pre-test.
  • Completion of 400 valid household survey interviews and direct observations of handwashing facilities during the household interview.
  • Daily submission of completed digital survey forms through KoboToolbox.
  • Completion of fieldwork within the agreed 5-day assignment period.
  • Cooperation with Oxfam and the Lead Evaluation Consultant on data quality checks and any required corrections.
  • Prepare a short report on the data collection process, highlighting the number of households interviewed, interview locations, personal observations of behavioural changes during the field interviews, and relevant photos attached to the report.

VI.               PROFILE REQUIREMENTS

  • Preferably be Year 3 or Year 4 university students. Students from other years may also be considered if they can demonstrate their ability to carry out the assignment.
  • Preferably be living or studying in the province where they will conduct the survey.
  • Be available for the full 5-day assignment.
  • Remain available between mid-September and mid-October 2026 in case the fieldwork schedule needs to be rescheduled.
  • Must own a reliable motorbike and be able to travel independently to rural field locations. 
  • Must own an Android smartphone/tablet capable of downloading and using KoboCollect.
  • Be willing to stay overnight in or near target field locations where required.
  • Be able to communicate effectively in Khmer.
  • A designated Lead Data Collector must coordinate the provincial team of data collectors, serve as the main focal point, and ensure that all team members are available and participate throughout the assignment. The Lead Data Collector will also submit the team’s consolidated financial proposal.
  • Applicants who already have a complete team of 10 Data Collectors ready to undertake the assignment for a province, or complete teams for both provinces, are preferred. Applicants should indicate the availability of their proposed team and, where available, provide short CVs of the team members.

 

Additional Assets:

  • Prior field survey experience, strong communication skills in Khmer, high ethical standards, and ability to meet daily collection targets.

Financial Offer (Quotation): Provide a net daily rate per data collector for the assignment. No additional costs will be covered by Oxfam. Applicable withholding tax will be paid separately by Oxfam.

VIII.            Evaluation and award criteria

  1. Incomplete applications will not be assessed, only quotations that meet the administrative criteria will be assessed. Award decisions will be based on best value for money criteria covering both technical quality and price. The award criteria are assessed according to the following distribution of points:
