BACKGROUND AND CONTEXT

Oxfam's iSME Program is to empower small and medium-sized enterprises (SMEs) driven by social and environmental impact. The program aims to support these enterprises in expanding their operations and making a more significant positive contribution to society and the environment. SMEs are crucial for Cambodia's economic growth, comprising 99.8% of companies, contributing to 58% of GDP, and generating 70% of employment opportunities (MISTI, 2018). They play a vital role in promoting local economic development by offering innovative and sustainable solutions, such as creating decent jobs, adopting environmentally conscious business practices, and ensuring fair income for small-scale producers.

 

The Corporate Social Responsibility (CSR) platform in Cambodia was established in 2015 by a group of civil society organizations (CSOs) and private sector actors to promote CSR through collaboration. Oxfam played a key role in the platform's governance. The platform aimed to support CSR practices and responsible business conduct (RBC) in Cambodia. It had 50 members, including businesses, chambers of commerce, and NGOs, who networked and shared knowledge on CSR and RBC. However, the COVID-19 pandemic caused members to shift their focus. Oxfam conducted research that showed stakeholders were still interested in the initiative as a means to promote sustainable business practices aligned with Cambodia's commitment to green growth. Oxfam and the Young Entrepreneurs Association of Cambodia (YEAC) co-organized a Sustainable Business Forum to promote responsible and sustainable practices among micro, small, and medium-sized enterprises (MSMEs). The forum highlighted the benefits of sustainability and the need for a Sustainable Business Platform (SBP) to continue fostering inclusive and sustainable business practices in Cambodia.

Oxfam and the Konrad-Adenauer-Stiftung Cambodia inspired the establishment of the Sustainable Business Alliance (SBA) after a multi-stakeholder dialogue. The platform aims to mobilize resources and engage various stakeholders, including corporations, SMEs, NGOs, and the government, to ensure its sustainability in the future.

PURPOSE OF THE JOB

This consultancy is to provide technical services for Producing Communication Materials for Sustainable Business Alliance.

 

SCOPE OF WORK

The service provider(s) is responsible for the following tasks:

  1. Designing a logo and branding guideline for Sustainable Business Alliance.
  2. Setting up a Facebook page for Sustainable Business Alliance.
  3. Producing a series of contents of FB posts.
  4. Develop a slide deck for Sustainable Business Alliance.
  5. Producing a professional video for the introduction of the Sustainable Business Alliance.

DELIVERABLES

The service provider(s) is expected to deliver the following:

  1. Logo of Sustainable Business Alliance which reflects the message of the alliance and combination of KAS and Oxfam for its color theme.
  2. A branding guideline of Sustainable Business Alliance.
  3. A Facebook page of Sustainable Business Alliance.
  4. 12 FB posts including creating content and designs in coordination with the team
  5. A slide deck of Sustainable Business Alliance.      
  6. A 3-5 minute video introducing Sustainable Business Alliance.  

TIMELINE

The company, organization, or individual shall complete all the tasks for the period from 20 May 2024 to 31 July 2024.  The company or organization might be able to propose changes to this timeline following the agreement with the team. The budget for this consultancy is around 2,000 USD.

REQUIREMENTS

Essential criteria

  • Prior experience in developing and designing visually appealing and navigation-friendly communication materials;
  • Have extensive knowledge of design tools;
  • Demonstrate the ability to create innovative and visually appealing design;
  • Key professional qualifications and competence needed for the consultancy:
  • At least 2 years of experience in developing communication materials;
  • Expertise in modern communication techniques, including graphic design;
  • Expert knowledge of Photoshop, Illustrator, Acrobat, Word, and other relevant design applications;
  • Strong organizational skills and ability to handle multiple tasks under tight deadlines is essential.;
  • Must have experience in similar previous project.

 

Desired criteria

  • Understanding in issues of inclusive and sustainable business would be an added advantage.
  • Understanding of, and commitment to adhere to, principles of equity, diversity, gender, child safety, and staff health and wellbeing principles.
  • Understanding and applying environmental sustainability standards.

Responses must be submitted and prepared in English and received by the deadline. To be shortlisted for evaluation against award criteria, the following documents must be included in the application:

OTHER CONDITIONS

Issuance of this Terms of Reference does not constitute an award commitment on the part of Oxfam, nor does it commit Oxfam to pay for costs incurred in the preparation and submission of a bid.

The attached Annexes are an integral part of this Request for Proposals.

Oxfam may contact bidders to confirm contacts, addresses, bid amount and to confirm that the bid was submitted for this solicitation.

Quotation validity

  • The quotation shall be valid for 90 days from May 08, 2024. If this is not possible, the bidder may propose a different timeframe.
  • If the bidder is awarded the contract, all information provided in the quotation and negotiation process is contractually binding.

False statements

Bidders must provide full, accurate and complete information as required by this solicitation and Annexes. False statements in bids constitutes grounds for immediate termination of any agreement with the supplier. OXFAM takes fraud, misstatements, falsification, manipulation, alteration of facts and/or documents very seriously, has a zero tolerance policy to such behaviours, and may choose to take legal action in a case of misrepresented disclosures by Contractors.

Conflict of interest

Bidders must provide disclosure of any past, present or future relationships with any parties associated with the issuance, review or management of this solicitation and anticipated award.  Failure to provide full and open disclosure may result in Oxfam having to re-evaluate the selection of a potential bidder.

Right to Select/ Reject

Oxfam reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive proposals and to terminate negotiations without incurring any liability.  Oxfam also reserves the right to reject any or all proposals received without explanation.

Reserved rights

All applications and quotes become the property of Oxfam, and Oxfam reserves the right in its sole discretion to:

  • To disqualify any offer based on applicant’s failure to follow solicitation instructions
  • To waive any deviations by the applicant from the requirements of this terms of reference that, in Oxfam’s opinion, are considered immaterial defects requiring rejection or disqualification; or where such a waiver will promote increased competition
  • Extend the time for submission of responses after notification to all applicants
  • Terminate or modify the process at any time and re-issue the request for quotation to whomever Oxfam deems appropriate
  • Issue an award based on the initial evaluation of offers without discussion
  • Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities
