background and context
Natural Resources Governance (NRG) Program is one of the key strategic pillars of Oxfam in Cambodia’s Country Strategy. The program coverage thematic area of Land and Natural Resources Governance, Water Governance, Responsible Agriculture Investment, Just Energy Transition, Climate Change and Extractive Industry. NRG is working with different stakeholders ranking from policy makers, private sector, CSOs and communities to create and establish space and environment for discuss, consult and address issues related to the thematic focus as mentioned. NRG is working with more than 15 local NGOs partners operation at national and provincial level of Cambodia to support discussion and development of laws and policies framework related, organized forums to promoted dialogue and sharing of information, knowledge and experienced on the key issues. Moreover, NGR has strong projects footprint on private sector engagement and influencing across sectors and thematic issues such as agriculture values chains, extractive industry, just and clean energy, and public financial management and banking.
purpose of the assignment
In 2024, Oxfam and Vietnam Rubber Group (VRG) has collaborated to conducted Gender Equality Assessment of the group; investigated the group’s polity such as The Green Growth and Sustainable Development Strategy (GGSD) 2023-2030, vision towards 2050 and practices at the business operational level. The assessment has produced profound finding and provide crucial insight and recommendation for VRG and its subsidiary company to consider an improvement. Moreover, the assessment was noted and highlight current practices that have been embedded at operational level of the company members and the group event without strategic direction. These practices were set as benchmark of acknowledged and consideration of company leaders on social and cultural norms related to gender at local level. This assessment has presented and shared with senor leaders at the group level and senior management team at company level for few times to collected inputs and confirmed on the finding. The assessment was very successful, and results was appreciated by Oxfam, VRG and its subsidiary company.
This assignment of engaging with external expert is a continuation from previous phase (MRLG Phase 2) where Oxfam has engaged with the consultant to support delivered activities with VRG and its subsidiaries companies in Cambodia. Because of outstanding result in the previous Phase, MRLG has secured fund for Oxfam to continue and expand scope of work with VRG in Cambodia, the headquarter office and their subsidiaries companies.
One of the key recommendations from Gender Equality Assessment was to Raise awareness of gender equality for leaders and key staff involved in implementing the GGSD strategy. To achieve the goals of the GEs set out in the GGSD Strategy, VRG, and its membership companies need to prioritize activities to raise awareness of GEs for leaders and key staff implementing the strategies of the membership companies and VRG headquarters. Awareness-raising activities can be carried out in diverse and flexible forms. In particular, it is necessary to focus on the following important contents:
- Provide staff members and leaders information on legal and policy regulations of Vietnam, Laos, and Cambodia on Gender Equality, Women's Empowerment; regulations on ensuring gender equality in the workplace.
- Update information on legal regulations, criteria, and tools for measuring social standards (S) in the ESG corporate sustainability framework and the level of compliance of enterprises with social standards.
- Some basic concepts of gender and gender analysis skills to identify priority gender inequality issues related to the implementation of the GGSD strategy; skills to assess the social and gender impacts of enterprises on the community (gender impact assessment).
- Gender mainstreaming skills: the ability to identify and implement viable solutions to ensure gender equality in the implementation of the GGSD Strategy.
In order to ensure effective implementation of the recommendations from finding, Oxfam and VRG have agreed to work with each other to develop ToR looking for gender experts to support on providing gender knowledge and mainstreaming into its strategy and operational plan. We are looking for a team of experts to support for assess capacity, develop training curriculum and provide training on gender to VRG senior leadership team and senior management team of their subsidiary member in Cambodia and Vietnam. This team of experts will work closely and in collaborate with Oxfam in Cambodia and focal person from VRG to develop and deliver the tasks.
The team of Gender experts is expected to deliver tasks and perform a role as below.
Objectives
The overall objective of this assignment is to design training need assessment, develop curriculum and deliver gender equality training to senor leaders at VRG level and subsidiary company member in Cambodia and Vietnam. Moreover, the expert will assess the capacity of the trainee through post and pre-tests to measure general gender knowledge of participants and evaluate the effectiveness of the skill training course.
Scope Of Work & Deliverables
In close coordination and supervise by Oxfam, the gender experts are expected to develop and deliver work plan and perform as following.
- Conduct Training need assessment (online) and pre-test as well as post-test for trainee
- Develop training curriculum based on the needed and of target trainee
- Provide training sessions (4 sessions max, 2 in Cambodia and 2 in Vietnam) at assigned based
- Produce and submit final report from the training session to Oxfam and companies, included result from both tests. The report will be official in English, possible to be translate and Vietnamese bases on need by the companies.
- Respect the deadlines established in the ToR.
Submission requirements
- Proposal that reflects on the Terms of Reference to deliver the assignment
- Draft work plan showing the suggested timing of carrying out the deliverables
- The financial proposal includes detailed budgets for professional fees, travel including air ticket, taxi as needed, meals and accommodation allowance as expected and other costs related to this assignment. Please also indicate whether contractual arrangements would be with an individual consultant or a group. If it is a team/group, please provide information on team members and their role
- No payments will be made outside the contractually agreed budget.
PROFILE REQUIREMENTS
The individual(s) or group of experts should have the following competencies:
Essential criteria
- Demonstrate skill and expertise on gender issues and women-rights, including women’s labor rights and workplace specific needs (protection from sexual harassment, maternity/childcare rights, pay equality and leadership support)
- Demonstrate experience in organizing and facilitating gender training sessions to private sector, senior leaders, and management team
- Demonstrable experience and knowledge of (gender) analytical skills
- Excellent communication and interpersonal skills, with the ability to build strong relationships with participants at all levels
- Ability to work independently, manage multiple tasks, and meet deadlines.
- Ability to speak, read and write Vietnamese is an advantage Knowledge of Green Growth Strategy, Sustainable Development, ESGs and Certification Schemes are appreciated
- Ability to demonstrate sensitivity to cultural differences and gender issues/norms, as well as the commitment to equal opportunities.
- Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
