CONTEXT
Oxfam in Uganda started work in the 1960s delivering development and humanitarian support as part of the Oxfam confederation, a global movement of people fighting to end inequality and injustice. OBJECTIVE OF THE POSITION
The Humantarian Finance Coordinator will be responsible for ensuring contractual compliance for the different donors by ensuring that the program staff and partners have sufficient financial capacity/skills to deliver against contractual commitments. The Humanitarian Finance Coordinator will lead on partner financial reviews and also contribute to the fulfilment of an internal financial quality assurance role. The role requires familiarity with or ability to quickly grasp compliance requirements of the different donors for the program as well as knowledge and experience of basic local partnership management principles including, partner systems assessment & reviews, compliance capacity building, and support in reporting. It also takes on a more strategic and supervisory role, overseeing the financial operations across multiple projects. The Humanitarian Finance Coordinator will primarily provide financial technical support to the humanitarian thematic area, as well as other project themes, depending on evolving program needs..
KEY RESPONSIBILITIES
- Participate in the strategic management of the emergency response program, by serving on the field management team
- To provide managerial oversight to the field financial operations team, and manage all financial processes in compliance with Oxfam policy and local law
- To support, advise and when delegated, or necessary, manage the emergency response finance staff on financial and administration issues, to maintain the link with response teams work and support functions in Kampala.
- Support, advise and guide the Humanitarian Program Management Team in the financial management linked to emergency response program work.
- Participate and contribute to emergency response planning processes, ensuring financial management and risk implications are considered in all processes
- Provide overall emergency response finance management and co-ordination for all aspects of field financial program support, this will include matrix managing the work of the field finance teams
- Manage, mentor and guide the field finance team including Finance Officers, Assistant in Humanitarian programing
- To be a key player for the implementation of the corporate finance strategy and ensure effective financial management, asset management and financial accountability within the Country Program.
- Managing all aspects of finance procedures at the field locations in line within Oxfam standards
- Ensure compliance with local law, accepted business standards and Oxfam policy.
- Development of customer service attitude within the finance and a focus on integrated teamwork.
- Proactively address the interface between supply chain, program, and finance teams across the country program to ensure efficiency and accountability
- Focal point for both internal and external audits, and special project audits at field level
- Provide support and advice to the Program team
- Provide financial support to projects beyond the humanitarian theme as needed
- Support program in assessments and building financial and logistics management capacity of partners
- To regularly monitor and report on program spending and performance of the Field Offices and recommend revision where needed for proper financial planning.
WHO ARE WE LOOKING FOR?
Of course, you have a University Degree in Accounting, financial management, commerce, economics or related field (A degree in Finance, Business Administration or Commerce). Professional certification in accounting will be an added advantage. 5 years’ experience in finance and donor contract management (financial management and accounting, setting up internal control systems / carrying out audits/reviews, and well exposed to the relevant statutory /legal issues that affect Oxfam as a program and the region as a whole). Proven experience in finance management and/or coordination in an international organization under Humanitarian Programming. Strong communication skills with media engagement experience, including interviews. Proven ability to work with multi-sectoral teams, manage people effectively, and navigate complex environments. Expertise in donor funding, financial management, project budgeting, and risk control. Skilled in training, coaching, and fostering partnerships. Experienced with NGOs, proficient in negotiation, diplomacy, and computer literacy. Fluent in English, committed to Oxfam’s values, humanitarian principles, and gender equity.
