JER: Min 126,944 – Max 203,111

 

HOURS: Full time – 40 hours a week

TEAM PURPOSE:  

To maintain the financial aspects of OPT programs in such a way that the finances for OPT projects are running efficiently and effectively administered and accounted for according to the standards and procedures set

 

JOB PURPOSE:

The tasks of the Program Finance Officer are focused on providing financial support to the OPT programme officers and programme teams on country basis focusing on management of a number of institutionally funded projects

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

Job Purpose - Key Responsibilities and Accountabilities

  • Preparing the monthly financial reports for OPT projects and support the finance coordinator in analysing the variances and proposing proper actions when needed, this responsibility will be based on country level rather than the office where the officer is based in.
  • Matrix management of the finance assistant and coordinate the field and daily work with partners.
  • Managing the budget and activity costs budget for specific projects in OPT.
  • Handling (finance related) queries regarding external Donors and related projects.
  • Interpretation of financial information and advice to related program officers.
  • Analysing reports for project staff and providing guidance.
  • Manages and contributes to project work, ensuring adherence to donor requirements and audits.
  • Proactively proposes measures for efficient financial management of the team, projects and fund-management.
  • Communication with various partners; ensure receipt of timely financial and progress reports & ensures donor compliance and eligibility of expenses. Take pro-active measures to ensure this.
  • Provide financial oversight and monitoring to partners in line with Oxfam, donor requirements;
  • Provide capacity building support to partner organisations and finance staff of country offices where required.
  • Review, appraise and support financial and audit reports of country offices, counterparts/partners; communicate findings with the programme Officers and counterparts and where necessary, make proposals for follow-up actions according to Oxfam requirements.
  • Ensure that the partners are assessed financially (PRISMA)
  • Ensure that partner info is uploaded in ATLAS
  • With the support from the logistics team responsible for programme procurement to be handled as per Oxfam and donor regulations.
  • To be focal point to follow up with Ramallah’s local authorities on financial and administrative related work, the authorities include MoF.
  • Support partners working in their during procurement’s process and implementation, monitor and evaluate progress against standards (Conduct operational and procurement activities processing including: procurement plans, Bidding Documents , adverts, request for quotations;  short listing suppliers for invitations for quotations, receipt of bids/quotations, opening of bids/quotations, evaluation of bids/quotations, preparation of evaluation reports and draft contract agreements).

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • A degree in a Business Economics, Business Administration of Accountancy, minimum  Bachelor level
  • A minimum of 5 years working experience in a Financial position
  • Knowledge of SAP is essential or willingness to learn
  • Experience with Excel (advanced)
  • Knowledge of Financial processes, administration and audit requirements
  • Excellent English and Arabic, both verbal and written –
  • You are flexible, pro-active and have an eye for detail
  • You can work under tight deadlines
