TEAM PURPOSE  

The Association of International Development Agencies (AIDA) is a membership body and coordination forum, comprised of more than 80 international non-governmental and non-profit organizations working in the occupied Palestinian territory. Active since 1967, AIDA is one of the longest-standing INGO coordination mechanisms in one of the world’s most protracted conflict and most challenging humanitarian contexts. AIDA supports and strengthens the work of the INGO community in the oPt in order to better respond to the needs and protect the rights of the Palestinian people. AIDA achieves this by amplifying the collective voice of its members and representing their interests to key decision-makers, as well as by coordinating and facilitating exchange, learning, and resource-sharing among the NGO community. AIDA provides a forum for organizations to share experiences, identify challenges, and find solutions to support the humanitarian and development work of its members to better serve the people for whom they work.

 

Oxfam currently hosts the AIDA Secretariat and serves as employer for AIDA staff and treasurer for the Executive Committee.

 

JOB PURPOSE: The purpose of the AIDA Executive Director position is to lead AIDA and to manage its Secretariat, to deliver impact in accordance with AIDA’s annual plan and projects, mobilise appropriate resources for AIDA’s work and oversee expenditure, and implement the decisions of AIDA’s Executive Committee (ExCom).

KEY STAKEHOLDERS

  1. AIDA Executive Committee and AIDA member NGOs;
  2. AIDA host agency staff – CD, support team (finance, logistics, HR, ICT, security);
  3. UN agency representatives, including HC/RC, UNHCT, UNSCO and OCHA;
  4. Donors and diplomats, particularly current and prospective AIDA donors;
  5. PNGO representatives;
  6. Global NGO fora, including ICVA and Interaction.
  7. Palestinian and Israeli authorities

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Generic Responsibilities

 

  1. Represent AIDA externally, with support from the Chair of the ExCom.
  2. Promote active member engagement and ensure that AIDA meets members’ needs.
  3. Lead the development, implementation and periodic review of AIDA’s strategy and annual workplan.
  4. Manage the AIDA secretariat staff (Advocacy Lead, WB Coordinator, Gaza Coordinator and Communications Coordinator) to deliver against delegated responsibilities.
  5. Mobilise and manage financial resources for AIDA’s operations and prepare proposals, budgets and reports, in coordination with the host agency.
  6. Ensure compliance with AIDA and Oxfam host agency policies, procedures and regulations.
  7. Sound operational decision-making, in accordance with ExCom guidance.
  8. Report to the ExCom and represent the Secretariat in ExCom meetings.
  9. Manage risk, understand and deliver risk mitigation measures where needed and appropriate.

 

Specific Responsibilities

 

  1. Represent AIDA at all relevant external meetings and fora, including in country-based UN coordination mechanisms, and ensure ExCom and membership information on main achievements or challenges.
  2. Closely coordinate with Gaza and WB Coordinators to allow regular and timely information sharing, prioritization and action in addition.
  3. Steer AIDA advocacy, in consultation with AIDA ExCom and led by the Advocacy Lead.
  4. Liaise with regional (I)NGO platforms in Egypt and Jordan which are part of the Gaza response coordination mechanisms.
  5. Maintain and build effective working relationships with key external stakeholders, including UN officials, local authorities, including donors, diplomats, UN officials, external experts.
  6. Lead effective engagement with key national and international external coordination networks (PNGO, ICVA, Interaction, etc);
  7. Work closely with the ExCom and support the Chair to prepare for ExCom meetings, share feedback and implement decisions;
  8. Ensure active engagement with AIDA members, transparent coordination mechanisms and regular information-sharing between AIDA members;
  9. Facilitate monthly AIDA General Assembly meetings and support the coordination of regular sub-committee and ad hoc meetings;
  10. Responsible for implementation and regular monitoring of annual planning and expenditure against budget;
  11. Lead development and dissemination of AIDA policy, advocacy, and external communications materials; 
  12. Act as the focal point for AIDA members on emergency issues.
  13. Lead in proposal development and general fund raising for AIDA
  14.  Ensure AIDA performance is meeting and/or exceeding Member expectations with regular internal reviews

  • Directs the formulation, organisation and delivery of high-level lobby, and advocacy and actively participates in lobbying and advocacy. 
  • Plans and implements fundraising plans and ensures proper reporting and accountability.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Generic professional competencies for this position:

  1. Minimum 7 years’ experience in INGO senior management roles in a humanitarian/recovery context; including as HoM/Country Director and/or Coordinator of an INGO forum.
  2. Knowledge of principles of coordination and principles of advocacy 
  3. Relevant university degree (advanced studies) in Management, Humanitarian or Development Studies, Policy, Political Sciences or other. 
  4. Experience in multi-sectorial response, major humanitarian emergencies and recovery contexts.
  5. Experience working in complex and volatile contexts.
  6. Documented results related to the position’s responsibilities.
  7. Knowledge about own leadership skills/profile.
  8. Fluency in written and spoken English.

 

Context/Specific skills, knowledge and experience:

  1. Sound operational INGO management experience and experience in humanitarian coordination.
  2. Significant, high-level policy, advocacy and inter-agency coordination experience and familiarity with global humanitarian and development coordination infrastructure and systems.
  3. Demonstrated representational and diplomatic experience with donor and diplomatic missions and host governments, with well-developed negotiation skills.
  4. Effective team, operational and budget management skills.
  5. Demonstrated capacity to manage risk, risk mitigation and management planning.
  6. Understanding of emergency preparedness and response, as well as organisational safety and security management.
  7. Experience in leading and developing tools and resources to support NGO Networks – national, joint and/or international. 
  8. Sound knowledge of the Israeli-Palestinian conflict, oPt aid architecture and NGO operations.
  9. Ability and willingness to travel regularly to Gaza and abroad.
  10. Arabic language skills are an advantage.
