THE PROJECT: 

 

GoRice – Greening Our Rice: Gender-Just, Low-Carbon Rice Value Chains in Vietnam is a five-year project (2025-2030) funded by Global Affairs Canada (GAC) and implemented by Oxfam in Vietnam with five national partners including  the Institute for Agricultural Environment (IAE), the Vietnam Chamber of Commerce and Industry (VCCI), and provincial Departments of Agriculture and Environment (DAEs) of An Giang and Vinh Long provinces, and Can Tho city in the Mekong Delta.

 

The project aims to enhance the socio-economic and environmental well-being of rice producers, particularly women and ethnic minorities through strengthening inclusive, gender-responsive, climate-smart, and low-carbon rice value chains. This ultimate objective will be achieved through three intermediate outcomes:

 

  • Increasing adoption of gender-responsive climate-smart rice production (CSRP) practices and participation in fair carbon projects.
  • Strengthening the leadership and decision-making power of women and ethnic minorities in climate-smart rice systems.
  • Promoting multi-stakeholder collaboration and inclusive policy frameworks for low-carbon rice production and fair carbon project participation.

 

Oxfam is looking for a committed and qualified candidate for the position of Project Manager for this project.

 

JOB PURPOSE:

 

The Project Manager will provide strategic, technical, operational, and partnership leadership for the GoRice project and ensure high-quality implementation, coordination, compliance, stakeholder engagement, and delivery of project outcomes.

 

KEY RESPONSIBILITIES:

 

  • Provide overall leadership and management of day-to-day implementation of the GoRice project, including project planning, budgeting, monitoring, and implementation to ensure achievement of overall project objectives and outcomes.
  • Manage and supervise project staff, coordinate the team and assume overall responsibility for the planning and implementation of project activities in line with the agreed framework.
  • Coordinate the operation of project governance structures (Project Advisory Board, Project Management Team and Provincial PMU), partners and relevant stakeholders for project implementation.
  • Provide leadership and technical expertise on various issues relating to low carbon rice value chain development i.e. low-carbon rice production, MRV system, low carbon rice label and carbon market development, climate finance, circular economy, etc.
  • Serve as focal point for communication and reporting with Oxfam in Canada (OCA) and Canadian Embassy in Vietnam, including preparation and quality assurance of donor reports and technical updates in compliance with Oxfam requirements.
  • Ensure strategic alignment with Vietnam’s One Million Hectares of High-Quality, Low-Emission Rice Program and broader Vietnam’s low carbon agriculture national program.
  • Represent, network and communicate Oxfam’s positions when appropriate to relevant networks/platforms and stakeholders as required.
  • Build and maintain strategic relationships with Ministry of Agriculture and Environment and other Ministries, provincial authorities, rice sector actors, development partners, financial institutions, and private sector companies;
  • Support fundraising and partnership development opportunities when required.
  • Ensure implementation of Oxfam’s operational policies, procedures, and guidelines (especially gender equity, child protection, safe programming) in all aspects of the work

 

EXPERIENCE, KNOWLEDGE & COMPETENCIES ESSENTIAL

 

  • Advanced university degree (Master’s degree preferred) in agriculture, agribusiness, climate change, environment, rural development, or a related field.
  • At least 8–10 years of experience managing development projects in agriculture, value chain development, environmental protection, natural resource management or livelihoods, with strong project management skills, including planning and implementation, partnership management, MEL (Monitoring, Evaluation, and Learning), reporting, knowledge management, advocacy, inter-agency coordination, and resource management (e.g. staff, finances, assets).
  • Significant experience in sustainable development of the rice sector or agriculture in Vietnam.
  • Solid knowledge of low-carbon rice production techniques (e.g. AWD, SRI, 1P5G) and relevant standards (e.g. Verra, Gold Standard, SRP), as well as carbon MRV systems, climate finance, and carbon markets, is an advantage
  • Demonstrated experience working with international donors, government agencies (national and provincial levels), private sector actors, and research institutions, particularly in the rice or agriculture sector.
  • Experience working in the Mekong Delta region is an advantage.
  • Strong conceptual, analytical, and strategic thinking skills; ability to analyze development contexts and key drivers, understand stakeholder motivations and constraints (“think politically”), and influence others.
  • Excellent written and spoken English and Vietnamese.
  • Good understanding of gender equality and social inclusion approaches.
  • Ability to work effectively under pressure and manage complex stakeholder relationships
