Oxfam in Vietnam is looking for a qualified candidate who will be taking the Programme Officer – Gender and Development position. The Program Officer will work directly with Oxfam partners and beneficiaries to implement the ‘Women - led green partnership project” (PWG), a project funded by the European Union to increase women’s leadership during green transition in Vietnam.
KEY RESPONSIBILITIES:
Project implementation
- Support the effective implementation of the Women-led Green Partnership Project, ensuring alignment with project outcomes on sustainable livelihoods, decent green jobs, women’s leadership, and policy engagement.
- Monitor programme spending, review financial reports prepared by partners, and facilitate auditing of fund usage.
- Implement and maintain the MEAL framework for the PWG project in close collaboration with partners, focusing on outcome harvesting, participatory monitoring, and gender-responsive evaluations.
- Ensure internal and external reporting is done as per the agreed timeline and requirements.
- Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
- Contribute to writing programme learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the programme.
- Work closely with Comms team to capture lessons learnt, develop success stories and learning products (case studies, blogs, videos) to contribute to evidence-based advocacy and programme improvement.
Partnership management and capacity building
- Work directly with partner organizations to co-develop and monitor innovative green and gender-responsive initiatives, especially supporting women-led MSMEs, cooperatives, and grassroots organizations.
- Support in Facilitate training, coaching and mentoring sessions for partners and women leaders, including but not limited to: proposal writing, financial management, monitoring and evaluation, and rights-based advocacy.
- Contribute to building capacities of partner organizations to conduct participatory analysis and planning.
- Work with partner organizations to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate training sessions and follow up with impact of the training.
- Support partners in fulfilling administrative requirements related to project registration, reporting to local authorities, and ensuring visibility commitments for EU funding.
Policy advocacy & networking
- Support PM to facilitate connections between local initiatives and broader policy dialogues on green growth, climate resilience, and disaster risk reduction.
- Support the engagement of women-led initiatives in local and national policy advocacy on issues related to green transition, women's rights, disaster risk reduction, and inclusive economic development.
- Act as Oxfam’s representative at provincial or/and national(s) level as required;
Internal collaboration and learning
- Actively contribute to fundraising activities of the programme.
- Take lead in one or more programmatic themes (to be agreed with line manager);
- Support other Oxfam teams in integration of your programme issues in their work and facilitate learning activities to strengthen capacities among Oxfam team.
- Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programmes in Vietnam.
EXPERIENCE, KNOWLEDGE & COMPETENCIES

- University degree/postgraduate, preferably in social science or/and management.
- Knowledgeable about green livelihoods, low-carbon development, circular economy, and their intersection with women's empowerment.
- Strong understanding of gender mainstreaming, feminist principles, and ability to apply them in project implementation.
- Sound experience in project management and negotiation with participatory approaches.
- Sound experience in resource management, e.g. finance, assets.
- Practical knowledge and experience of projects design, fund raising, report writing, developing training and BCC materials, advocacy and inter-agency networking and coordination.
- Sound experience in managing and monitoring development projects, including partnership management.
- Ability to foster equitable, empowering partnerships with CSOs, MSMEs, government actors, and marginalized groups.
- Ability to influence stakeholders, advocate for women's rights, and navigate spaces of policy influence effectively.
- Good social and intercultural skills.
- Good written and spoken English and Vietnamese.
- Good computer skills (writing and spreadsheet programmes).
Willingness to travel to remote areas of Vietnam.
