Pay Range: VND 579,293,760 to VND 888,245,530 (annaul gross)

 

 

Oxfam Novib is looking for a qualified candidate who will be taking the Programme & Grant Manager, The Programme & Grant Manager (PM) for the EU JULE JIFF II programme will ensure the effective delivery of the JULE JIFF programme by providing high-quality management across the entire project cycle—from planning and implementation to monitoring, evaluation, and documentation of results and learning.

 

Team Structure: The post holder is part of Oxfam in Vietnam and works under the management of the Head of Program, who also serves as the JIFF Team Leader. The PM will manage a project team consisting of five members.

 

KEY RESPONSIBILITIES:

 

Program management:

 

  • Provide overall management of day-to-day implementation, as well as M&E, Accountability and Learning of the programme toward achievement of agreed objectives of the JIFF programme.
  • Ensure overall quality assurance and risk management of the programme, closely monitor progress against deliverables, manage and approve any changes, and report accordingly.
  • Supervise and contribute to the coordination of cross-cutting issues within the programme.
  • Represent the programme at appropriate internal and external events as required.
  • Coordinate the development of policy briefs and documentation of lessons learned.

 

Grant management:

 

  • Oversee the entire grants contracting process, including coordination, tracking and monitoring of grant data and metrics, to ensure grantee compliance and support within the entire programme.
  • Monitoring of overall project funds - project costs to achieve each deliverable, regularly review expenditures and ensuring a multi-year project financial picture.
  • Ensure internal financial management and that of sub-contractors satisfy Oxfam and donor requirements.

 

Team management:

 

  • Provide leadership and strategic direction to the team on programme activities planning and design based on the agreed overall programme framework.
  • Participate and contribute as a member of the Country Leadership Team in the overall planning and management of Oxfam programme in Vietnam.

 

Donor and partnership management:

 

  • Establish and facilitate multi-stakeholders’ cooperation bringing together JIFF grantees, provincial authorities and line ministries.
  • Leading in project planning, monitoring, evaluation and reporting for donor and related required stakeholders.
  • Ensure the provision of technical support, capacity building and advice to partners on organisation development, communications, media and advocacy, gender mainstreaming, conflict resolution/consensus building, fund raising and fund management; ensure innovation and learning are fully embedded in the support provided.

 

 

EXPERIENCE, KNOWLEDGE & COMPETENCIES

 

Essential:

  • Bachelor’s degree (Master or PhD is desirable) in law, public policy, development or/and management; experience in legal reform/justice sector is a must.
  • Minimum 10 years of work experience in programme / project management role with at least five years of practical experience with grant management.
  • Substantial knowledge of social/economic development, policy making and monitoring processes in Vietnam.
  • Demonstrated knowledge and experience to work on governance related programme, Vietnamese legal and judicial system, particularly cooperation with the local authorities at provincial level, Ministry of Justice and other ministries.
  • Demonstrated knowledge and experience to work with Vietnamese social organisation, social networks and with mass organisations; and substantial experience in policy influencing.
  • Sound experience in managing and monitoring development projects, including partnership management, and high agility in working in complex structure internally and externally
  • Sound experience in capacity building, good facilitation skills abilities to influence others.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women's rights, and diversity for all aspects of development work.
  • Proven experience and skills in strategic planning in development context, and practical knowledge and experience of projects design and report writing.
  • High level of written and spoken English and good computer skills (writing and spreadsheet programmes).
  • Willingness to travel to project sites in different provinces.
