TEAM PURPOSE

To ensure that Oxfam systems and procedures are in place, in accordance with local laws, to provide the required support to the country programme.

 

JOB PURPOSE:

Under the umbrella of Gaza Emergency response, the WASH Engineering Officer will collaborate with the WASH program team to help improve the health and well-being of Palestinian communities affected by crisis, poverty, and injustice. The selected candidate will provide technical support to ensure the effective planning, implementation, and monitoring of water, sanitation, and hygiene (WASH) service delivery.

This includes overseeing construction activities to ensure they are completed in line with agreed specifications, quality standards, and project timelines, as well as ensuring proper maintenance of constructed facilities throughout the contract period. The role also involves responding to the urgent WASH needs of vulnerable communities affected by conflict in the Gaza Strip, ensuring that interventions are implemented in a timely, efficient, and high-quality manner.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

1-       Projects Implementation (60% of the time)

·     To report regularly, verbally and in writing to the WASH Senior Engineering Officer and to represent Oxfam to other NGOs, and agencies where requested.

·      Responsible for preparing and submitting requests for WASH-related water and sanitation equipment and materials to Oxfam’s Procurement Department, as needed.

·     Acts as the focal point from the WASH team, coordinating closely with the logistics team to follow up on the procurement process, including tasks such as supply planning, stock management, and ensuring timely delivery of required items.

·     Work closely with the WASH Engineering Field Officers, to support and enable them to deliver their assigned WASH activities in high quality and timely manner.

·     Provide proper technical support to ongoing WASH activities and projects, also enhance the technical capacity of partners engineering staff through effective coordination, regular monitoring, and structured learning mechanisms.

·     Responsible for Preparing Tender documents including BoQs, drawings and ToRs for the proposed construction and Engineering WASH activities, work closely with the procurement team to prepare and review the tendering documents along the whole process.

·     Responsible about design and review civil/ mechanical works for WASH facilities in addition to overall supervision for the construction and infrastructure/water/sanitation works in the field.

·     Support the WASH Program in developing project work plans, budget forecast, and identifying project critical pathways and milestones.

·     To liaise closely with the Public Health officer throughout the planning, design and implementation stages of the WASH Engineering Programme.

·     Working closely and effectively with Oxfam Public Health Promotion team to ensure the delivery of comprehensive WASH activities to address community WASH associated health risks.

·     Under the supervision of with the Senior WASH Engineering Officer & WASH program coordinator, establish systems and controls for daily site checks and documentation.

·     With the guidance of the Senior WASH Engineering Officer, ensure that health and safety monitoring is incorporated into all daily site supervision activities.

·     Contribute to the production of non-compliance reports, establishment of database, and contribute to the close out of non- conformance.

·     Ensure regular site supervision is in line with agreed specifications and method statements through the support of WASH Engineering field officers, with comprehensive documentation of supervision activities.

·     Work closely with Oxfam relevant logistical and financial procedures. Also to liaise with Oxfam support functions (Finance, Logistics, and HR, Media and Communications) regarding support to ongoing activities and partners.

·     Follow up daily with Oxfam WASH Engineering field to track the status of planned, ongoing, and suspended project activities and keep reflection the status into Oxfam WASH System.

·     Ensure timely and accurate data entry from the WASH Engineering field and partners into the Oxfam WASH System.

 

2-       MEAL Practice (10%)

·     Work closely with the MEAL team to supervise the implementation of monitoring and evaluation practices in line with the Common Approach to Monitoring and Social Accountability (CAMSA) for all WASH projects.

·     Support setting out procedures, dimensional engineering drawings, and site supervision procedures in the coordination with WASH team to ensure an effective delivery of engineering activities.

·     Work closely with Oxfam’s MEAL team to maintain an effective coordination with Oxfam’s WASH partners to ensure MEAL activities are on track.

·     Work with WASH team to develop a good presentation for WASH activities and to document the success stories during projects achievement.

·     Prepare and contribute to the regular internal reports on project implementation and ensures that effective actions are taken on time.

 

3-       Program Development (10%)

·     Contribute to conducting comprehensive WASH needs assessments, in collaboration with Oxfam’s WASH team, partners, and relevant stakeholders, while taking into account the evolving context and changing conditions on the ground.

·     Demonstrate innovative and applicable solutions/ideas for water and sanitation in poorly served community in Gaza.

·     As a member of the emergency response team, actively contribute to the development of response and contingency plans.

·     Support effectively in proposal writing and donor reporting, taking into consideration the guidelines and standards of Oxfam along with donors.

4-       Coordination and Reporting (20%)

·     Effectively participate in the WASH and OXFAM internal meetings.

·     Coordinate with WASH partners to ensure effective and timely responses to emerging WASH needs resulting from changes in the context.

·     Participate in external coordination meetings as requested, and in particular the coordination and communication with PWA and CMWU as well as Oxfam WASH partners meeting. Such as WASH Cluster & the technical groups – sanitation TWG and water accessibility TWG, etc.

·     Support the Senior WASH Engineering Officer & WASH program coordinator in following up and provide inputs to the WASH research and reports, to ensure meeting the requirements with maximum quality.

·     Any task reasonably assigned to you by your line manager or designated person related to your field of expertise.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential

  • It is desirable that you are, Civil, or Water Engineering degree qualified (or other relevant qualification) and have a strong background in professional working experience with ideally in implementing WASH interventions/construction including WASH facilities and public health promotion works. Experience could substitute for a formal qualification, but not vice versa
  • Over 5 years of proven relevant experience as a Civil, Water and sanitation engineering, and WASH activities management.
  • Proven experience in the construction and rehabilitation of water desalination, water wells and wastewater treatment plants as well as Civil and electrometrical elements.
  • Proven experience in working with and/or management of local WASH NGOs under WASH projects.
  • Proven experience in data analysis, information management and reporting
  • Team and site project management experience.
  • The ability to present concise reports, sometimes at short notice.
  • Respect to high diversity in the team and good interpersonal skills
  • Ability of working with local partners and an understanding of community-based and gender-sensitive approaches to water and sanitation work.
  • The ability to manage and supervise partners, consultants and contractors 
  • Fluency in Arabic, spoken & written. Good spoken and written English is essential.
  • Proficiency in Microsoft office, MS project, and AutoCAD.
  • Sympathy with the aims and objectives of Oxfam.
