TEAM PURPOSE: The MEAL team works towards ensuring that quality monitoring, evaluation, accountability, and learning is implemented in programmes and projects in Gaza, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.

JOB PURPOSE:  

The MEAL Specialist will lead the implementation of Oxfam’s MEAL framework in Gaza, ensuring high-quality monitoring, evaluation, accountability, and learning across all humanitarian interventions. This person will be responsible for ensuring the coherence of MEAL activities across projects and contributing to strategic thinking on MEAL approaches and will also provide coordination support, and reinforce local partner capacity in MEAL methodologies and processes.

The post holder will be responsible for ensuring that MEAL activities adhere to Oxfam’s Common Approach to MEAL and Social Accountability (CAMSA) framework, donor requirements, and humanitarian standards. MEAL specialist will support program teams and partners in designing and implementing MEAL systems that capture impact, foster accountability, and enable learning. Additionally, the MEAL Specialist will contribute to the overall effectiveness and efficiency of the humanitarian response by leading capacity-building initiatives, supporting data-driven decision-making, and ensuring beneficiary feedback mechanisms are functional and responsive.

KEY RESPONSIBILITIES 

Programme Design and Planning:

  • Provide high-quality technical input into inclusive program and project development processes, particularly on logic of intervention (Theory of Change, logical frameworks, and MEAL plans).
  • Provide guidance to and support Programme Managers in ensuring that program quality is embedded in new programmes and projects and that Oxfam quality standards are met.
  • Support Oxfam and partner teams on quality information gathering and analysis at community, local, and national levels to facilitate informed and evidence-based program and project design.
  • Ensure timely and accurate MEAL reporting for internal and external stakeholders, including donors.
  • Work closely with program and technical teams to ensure MEAL insights inform project design and adaptations.

 

MEAL System Development and Implementation:

  • Lead the development and implementation of a comprehensive MEAL plan aligned with project objectives and donor requirements.
  • Ensure MEAL frameworks, tools, and processes are effectively integrated into all project cycles, from design to closure.
  • Develop and oversee data collection methodologies, ensuring ethical and participatory approaches.
  • Support the program team in defining appropriate indicators, setting baselines, and establishing measurement frameworks.
  • Ensure systematic data collection, storage, analysis, and reporting to track program progress and impact.
  • Lead the design and management of program evaluations, including baseline, midline, and endline assessments.
  • Utilize appropriate qualitative and quantitative research methodologies to assess project effectiveness and impact.
  • Support research initiatives to generate evidence for program learning and advocacy efforts.
  • Accountability, Capacity Building and Partner Support:
  • Strengthen accountability mechanisms, including beneficiary feedback and complaints response mechanisms.
  • Lead efforts to capture lessons learned and best practices, promoting adaptive management approaches.
  • Develop and deliver training sessions on MEAL methodologies, data collection, and analysis for staff and partners.
  • Support local implementing partners in strengthening their MEAL capacity and compliance with Oxfam and donor standards.
  • Reinforce partner capacity by providing tailored support in MEAL planning, implementation, and reporting.
  • Ensure that partners are effectively engaged in data collection, analysis, and reflection processes to enhance the quality and sustainability of MEAL initiatives.

 

Coordination:

  • Coordinate with Oxfam’s regional and global MEAL teams to align approaches and share best practices.
  • Coordinate across different projects and teams, ensuring alignment of MEAL efforts across the humanitarian response.
  • Contribute to strategic discussions on MEAL approaches and methodologies, ensuring they align with Oxfam’s global frameworks and humanitarian best practices.
  • Support cross-sectoral learning and ensure that MEAL insights contribute to adaptive management and program improvements.

In addition to:

  • University degree in International Development, Social Sciences, Monitoring and Evaluation, or other relevant fields.
  • Minimum of 5 years of experience in MEAL within humanitarian or development organizations.
  • Strong knowledge of MEAL methodologies, including quantitative and qualitative research techniques.
  • Experience in developing and implementing MEAL frameworks for multi-sector humanitarian programs.
  • Demonstrated experience in accountability mechanisms, including community feedback and complaint response mechanisms.
  • Experience working in conflict or emergency settings, preferably in Gaza
  • Strong data management and analysis skills, with proficiency in tools such as Excel, Power BI, Survey CTO or statistical software.
  • Excellent report writing and communication skills in English and Arabic.
  • Ability to work effectively in a fast-paced and challenging environment.
  • Strong interpersonal skills with the ability to work collaboratively with diverse teams and stakeholders.

Desirable:

  • Experience with Outcome Harvesting, Contribution Analysis, or other innovative impact assessment methodologies.
  • Knowledge of humanitarian standards such as Sphere, CHS (Core Humanitarian Standard), and IASC guidelines.
  • Prior experience working with local partners and supporting capacity-strengthening initiatives.
  • Familiarity with Oxfam’s MEAL approach and tools.
  • Data Management systems
  • Good planning skills to include flexibility and adaptability
