TEAM PURPOSE: The MEAL team works towards ensuring that quality monitoring, evaluation, accountability, and learning is implemented in programmes and projects in Gaza, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.

JOB PURPOSE:  

The MEAL Coordinator will be responsible for designing, implementing, and managing the monitoring, evaluation, accountability, and learning systems for all projects implemented in Gaza strip with a large, scaled program on WASH, EFSL, Protection, Gender and partnership (total budget between 20-40M Euro over 2 years, and with existing 14 partners). The MEAL Coordinator will lead a team of MEAL Officers (2) and MEAL Assistant (2) to ensure that program activities are monitored, evaluated, and accountable, and that learning is generated and shared to improve program quality and impact.

 

MEAL Coordinator will ensure the quality assurance of monitoring and evaluation of Gaza response program and should design and implement guidelines, SOPs, and budget for MEAL which ensures the program is meeting and exceeding M&E minimum standards. Plan for and generates the evidence and learning required to feed into projects/response plan and strategic decision-making. The MEAL Coordinator will also be responsible for establishing an information management guideline.

KEY RESPONSIBILITIES 

Job Responsibility # 1: Technical leadership and oversight to Gaza response program MEAL system) Time 50%(.

  • Provide technical inputs in design and operationalization of MEAL systems and approaches that meet Oxfam standards and practices, that meet program needs, enable accountability to beneficiaries, partners, and donors, and foster projects/response learning.
  • Promote the awareness and understanding of the shared responsibility of MEAL function among all staff members through communication, training, learning and development activities organization wide.
  • Reinforce integration of cross-sectoral priorities in MEAL, including gender, protection, safeguarding, emergency response, Diversity-Equality-Inclusion and Do No Harm.
  • Establish and drive common strategies and approaches to the program Monitoring, Evaluation, Learning, and Accountability processes that reflect Oxfam country strategy for program MEAL system.
  • Lead in design, access and use of data by Oxfam management teams and partners for shared learning and evidence-based decision-making.
  • Lead all aspects of MEAL (including community feedback mechanisms) functions across multiple sectors and large portfolio and or complex environment
  • Provide technical leadership for a strong monitoring system and processes throughout the project cycle from the design, implementation to close-out and learning including:
  • Using learning and evidence from internal and external sources including previous projects to inform proposal design and Theory of Change.
  • Developing and operationalizing, logical frameworks, MEAL plans, data collection tools, processes for data management, clients feedback approaches, quality checks and audits, and data visualization.
  • Developing and advocating for adequate MEAL budget and staffing structure for all projects.
  • Ensure the production of high-quality data, analysis, reports, presentations, and dashboard of key findings that foster learning and decision-making and share in key meetings such as project update meetings  and response team meetings.
  • Provide technical leadership for the design, methodology, and conduct of surveys such as assessments, baseline and endline, and the commission of evaluations and surveys as required in coordination with program team lead, technical advisors, and CO teams as well.
  • Review of Monitoring and Evaluation Plans in partnership with project team by regularly tracking progress on all targets and indicators, communicating progress, promoting learning, and advising corrective measures where necessary.
  • Assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans, M&E plans, and proposals, providing recommendations for improvement.
  • Plan and develop processes for qualitative and quantitative data collection (gender disaggregated), developing tailored monitoring plan, operating database systems and outcome and impact measurement. 

PERSON SPECIFICATION

     Essential

  • Minimum 3 years of working experience in emergency response MEAL system designing and operationalization.
  • Minimum 5 years of working experience in INGOs or NGOs.
  • University Degree in relevant field development studies, data sciences and relevant years of experience at this level with International Agencies or NGO’s.
  • Demonstrated experience managing teams and building staff capacity within complex programming  
  • Demonstrated experience designing logical frameworks and results-based frameworks and associated performance monitoring and evaluation plans
  • Competent in MS Excel, word processing, Power Point and experience using statistical software like R, SPSS and STATA.
  • Competency in use of relevant technology systems (MS Office suite, and Survey CTO skills) 
  • Very good knowledge in Monitoring, Evaluation, Accountability and Learning. 
  • Demonstrated experience of training and capacity building of different teams.                                                  
  • Strong team management skills  
  • Fluency in Arabic and English (written and verbal)      
  • Data Management systems
  • Good planning skills to include flexibility and adaptability
  • Excellent follow up skills.

 

    Desirable

  • Knowledge in the establishment/operationalization of emergency MEAL systems.
  • Previous experience of working in emergency response with WASH, livelihood, and gender is preferable.
  • Excellent project monitoring and quality control skills.
  • Ability to create and develop databases – some knowledge of relevant statistical software would be highly desirable. 
  • Familiarity with the Core Humanitarian Standard is an advantage.
