Type of appointment: Fixed-term (Inter) national Contract

Contract duration: 12 months

Work schedule: Full-time (40 hours per week)

Salary & Scale: €3469 to 5148 / Oxfam Novib’s scale 708 (Int Grading C1)

CONTEXT

 

The Logistics Team in Gaza is responsible for ensuring efficiency and effectiveness in delivery of Oxfam’s operations in Gaza through management of the Oxfam supply and logistics processes to specifically support the large-scale emergency response program in Gaza.

 

OBJECTIVE OF THE POSITION

 

The purpose of the Logistics Coordinator is to oversee, manage, all the logistics functional areas of procurement, transport, warehousing, inventory, assets management and distribution. The post holder shall provide specialist advice and/ or support to deliver an efficient, cost-effective, and quality functional logistical services in Gaza, this shall entail the daily collaboration with the Logs teams in in Gaza and neighbouring countries, close coordination with the local Oxfam partners and interaction with local and international stakeholders.

 

KEY RESPONSIBILITIES
 

Staff Management

  • Plan, organise and lead work of self and team (individual staff members), by establishing clear individual goals and objectives, monitoring support process, and set a constructive feedback mechanisms to improve performance.
  • Provide all the necessary ad-hoc, on the-job and formal training and shadowing to ensure the logistics team is working aligned at its full capacity.
  • Support staff in their career development and progression, while advising logistics management of their development needs and aspirations.

Reporting

  • To receive and consolidate logistics activities update (fleet report, asset tracking, stock inventories, requisition tracking and analysis) on monthly basis and report to line management.
  • Ensure visibility of information, especially in relation to Supply Chain by providing electronic updates to the Response Logistics Coordinator.
  • Use the information gathered to actively suggest and implement improvements in the Logistics and Supply function, relation with other departments and staff capacity.

 

Procurement & Procurement Compliance

  • To ensure proactive and efficient procurement of the response maintaining best quality/value for money.
  • Ensure that the procurement practices and applied threshold validation are implemented in accordance with Oxfam Supply & Logistics procedures. Ensure a transparent, fair, and accountable transactions are carried out in all procurement process.
  • To oversee procurement schedule and prioritization with Gaza response programme team, according to supply plans and needs.
  • To liaise closely with the Response Logistics Coordinator in Egypt, Amman, Jerusalem for all procurement support.
  • To ensure a national tender is conducted for the CHI and frequently program procured items and have a framework agreement signed for these.
  • To perform market Assessments in Gaza Strip and advise for local procurement when available.

 

Stock Management & distributions

  • Improve stock management practices, including the implementation of Oxfam Standards in Reception and storage of goods. Ensure the completion of the stock cards and that tracking information can be used for functional analysis and compliance.
  • Advice on Warehouse location when required. Including market and security assessments.
  • Support the Warehouse Management activities and provide guidance and training to the Gaza storekeeper proactively.
  • Ensure good communication between parties involved in Distribution in different Locations, including partners, programme staff and partners. Centralise the documentation and ways of working across all sites.

 

Fleet management

  • Utilise appropriate tools to adequately manage vehicle fleet, generators, pumps, and other equipment with an engine when contracted or sourced.
  • Ensure adequate fleet contract/ agreement is in place and in line with Oxfam standards. Ensure the vehicles are inspected and well maintained, and all potential issues are closely monitored until resolved.
  • To ensure all drivers have pass a driving-test and are suitable to drive. According to Oxfam Drivers Guidelines. 

 

Asset & Equipment management

  • Ensure Oxfam mechanism for Assets Management is in place, including Assets Tracker and maintenance and disposal plans.
  • Facilitate the assets handover process and inform the asset’ use on their responsibilities.

 

WHO ARE WE LOOKING FOR?

  • Degree in Supply Chain Management, Logistics or related disciplined with at least 3 years’ work experience in Procurement, Transport, Warehouse, Assets Management or humanitarian aid Distributions, preferably with an International Non-Governmental Organization. A combination of relevant training and experience may be considered in lieu but not vice versa.
  • Experience working for long periods in insecure and highly volatile context. HEAT Training certificate conducted face to face within the last 3 years.
  • Ability to work face to face and remotely, while working outside Gaza.
  • Good personal communication skills; Fluent in written and spoken English.
  • Good people management abilities, able to manage and develop other people’s professional standards and potential.
  • Good organisational and personal management skills, with ability to prioritize work to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
  • Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam. Strong attention to detail.
  • Experience working with external contractors and suppliers, with good influencing and persuasive skills and ability to build and maintain strong working relationships and represent Oxfam in a professional and competent manner.
  • Strong numeracy skills and good computer skills (Word, Excel etc.)
  • A high level of self-awareness, personal energy, stamina, and flexibility.  Ability to work creatively, effectively and under own initiative.
  • Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
