KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • To be responsible and accountable for ensuring the supply and logistics activity in Gaza is carried out in accordance with the authority of the Logistics, Purchasing and Supply Procedures Manual and the Oxfam Logistics Policy and in accordance with local laws.
  • Performing the daily logistics tasks, ensuring that the Oxfam standard processes, procedures and ways of workings are executed to an accurate level of detail. Standard tools and templates should be utilized.
  • Working closely with programme teams to develop detailed procurement plans in order to support delivery of activities.
  • Contributing to Project planning, in terms of having an appreciation of the field constraints and capabilities. Raising these risks to the appropriate personnel in a timely manner is vital and should be executed.
  • Understand Donor requirements and share these with staff, where appropriate, so they understand their direct accountability to Donors through standard reporting.
  • Building the capacities of Oxfam partners in Gaza, through close monitoring and capacity building activities when needed.                                                                                                                                                                                                                                                                                                             
  • Active participation at external meetings incorporating actions into the programme team when needed
  • Carry out induction and training for newly recruited staff, particularly those who would be involved in making logistics and supply chain decisions and therefore involved in procedures and donor requirements.
  • To receive and consolidate logistics activities update (asset tracking, stock inventories, requisition tracking and analysis) on monthly basis and report to management.
  • Ensure that procedures and processes are up to date and communicated.
  • To provide written reports of field visits. Act as the central point for information in the logistics cycle for field and management staff and offer timely advice on the best logistics options available.
  • Support budgeting for agreed overhead budget (functioning budget, not directly linked to program).
  • Monitor and follow-up activity budgets (purchase and logistics dedicated to program).
  • Proactively conveying logistics progress updates to the appropriate senior management personnel and all relevant parties, anticipating any future risks, issues or key developments that the wider team should be aware of.

 

Asset Management:

  • Maintaining Oxfam assets including the recording of all Gaza Programme assets and inventory; managing the disposal of assets; and reporting any asset movement, loss or damage
  • Plan and undertake annual stock and asset physical verification exercise and general year end fiscal asset and stock reports explaining any variance if any.
  • Management of Storage including ensuring up to date stock reports (monthly) and reconciliations (annually) are done

 

Procurement and Supply:

  • Management of Procurement and Supply (including ensuring procurement tracking)
  • Manage the procurement of items based upon authorized requisitions in line with Oxfam procedures
  • Keep records of all requisitions, and maintain contacts with suppliers and to conduct regular (quarterly) price comparisons to ensure the best deals.
  • Ensure the supply of goods, logistics services (procurement, deliveries, warehousing, transport, communication) and other related queries are processed with speed and efficiency
  • Keep proper record of all expenditures, receipts, requisitions, purchase order forms, waybills and other documents.

  • Manages people, assets, budgets, projects or processes.

  • Objectives are set within well-defined limits although some adaptation on day-to-day issues may be required.
  • Problems may vary but solutions can be defined from previous experience with judgement being required to choose and apply the most appropriate solution.
  • Regular communication is normally with their immediate manager but some posts require a broad range of communication (including negotiation) internally and externally.
  • Ensure Health and Safety procedures are followed at specific sites.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • Excellent experience in: Logistics, procurement, warehousing, vehicle management, general administration.
  • Good understanding of donor rules and guidelines and Oxfam Logistics Policy and Procedures
  • Ability to plan, prioritise and organise work
  • Keeps abreast of internal and external events that may influence role
  • Anticipates outcome of activities and uses initiative to achieve targets
  • Actively promotes high standards and continuous improvement
  • Continually seeks out most efficient use of resources
  • Pro-actively adapts and improves standards and working practices
  • Able to advise and train on specialist skills to other departments / teams
  • Excellent communication skills in written and oral English and Arabic
  • Proven ability to organise work effectively and supporting others
  • Attention to detail, Highly Numerate and Computer literate, including word processing, databases/ spreadsheet use
  • Experience of supervision of staff and strong, effective people management skills and experience

 

Desirable

  • Financial management ability.
  • Previous experience with UN or and  INGOs
  • Basic IT experience is an added value
  • Valid Driving Licence
  • Previous experience with Contracts Management.
