DEPARTMENT PURPOSE:

TEAM PURPOSE: to contribute to the development and implementation of resource mobilization strategies to establish strategic partnerships between Oxfam and institutional donors to identify and develop new funding opportunities and overall compliance and grant management

 

JOB PURPOSE: The Grants and Compliance Officer supports the effective management of Oxfam's institutional grant portfolio by ensuring compliance with donor and Oxfam requirements throughout the project lifecycle. The postholder supports donor contract management, reporting, compliance monitoring, grants administration, and information management across active projects. Working under the supervision of the Grants and Compliance Coordinator and Business Development Manager, the officer works closely with Programme, Finance, MEAL, and the Bid Development Unit to ensure strong grant performance, timely reporting, effective risk management, and smooth transition from award to implementation. The role also provides compliance input into proposal development and supports pre-award compliance reviews where required.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Grants Management and Compliance

 

 

  • Manage an assigned portfolio of grants, ensuring compliance with donor contractual obligations and Oxfam policies throughout implementation.
  • Monitor reporting schedules, contractual milestones, budget compliance, amendment requirements, and donor deliverables, proactively flagging risks to the Grants and Compliance Coordinator / BDM.
  • Coordinate the preparation, quality review, and submission of donor financial and narrative reports in collaboration with Programme, Finance and MEAL colleagues.
  • Support contract management processes in coordination with Bid Development team, including grant agreements, amendments, no-cost extensions, donor approvals, and project close-out documentation.
  • Maintain regular communication with project teams to monitor implementation progress, identify compliance risks, and support corrective actions.
  • Provide advice and guidance to Programme and support teams on donor rules, contractual obligations, eligibility of costs, and compliance requirements.
  • Prepare concise guidance notes and participate in project kick-off meetings to ensure implementation teams fully understand donor requirements.
  • Monitor changes to donor regulations and communicate updates to relevant staff.
  • Support donor communications relating to assigned grants, under the guidance of the Grants and Compliance Coordinator / BDM.
  • Escalate significant compliance risks or contractual issues to the Grants and Compliance Coordinator / Bid Leads.

 

Information and Systems Management

 

 

  • Maintain accurate and timely grant information within SAP, OPP, and other grants management systems.
  • Update the grants tracker with reporting schedules, amendments, contract status, project milestones, and key compliance actions.
  • Maintain complete electronic and physical (when appropriate) grant files, ensuring proper documentation and version control.
  • Support project start-up and closure processes by ensuring all required documentation is complete and filed appropriately.
  • Generate routine reports and grant information for management as requested.

 

New Business Development  

 

  • Assist in ensuring that submissions are planned, designed and implemented in a consultative, participative and gender sensitive manner ensuring that this is articulated well in proposals and reports in accordance with Oxfam’s standards and guidelines.
  • Provide compliance input into proposal development, ensuring donor requirements, eligibility criteria, and contractual risks are considered during proposal design.
  • Review proposal packages from a compliance perspective before submission.
  • Support the transition of successful proposals into implementation through preparation of grant handover documentation.
  • Contribute to proposal budget reviews alongside Finance and the Bid leads where required.
  • Lead the development of proposals for low-risk submissions as requested by the BDM.
  • Support Bid leads in submission of proposals when needed (during high work volumes) to ensure timely submission, e.g. OCHA, UNICEF portal submissions.

In addition:

  • At least having +3 years of progressive experience in grants management, donor compliance, or institutional funding within an NGO; international NGO experience is preferred.
  • Demonstrated experience managing institutional donor grants throughout implementation, including reporting, contract management, donor compliance, and grant administration.
  • Good knowledge of institutional donor regulations and contractual requirements (e.g., UN agencies, EU, OCHA pooled funds, and other institutional donors).
  • Experience coordinating financial and narrative donor reporting, ensuring quality, consistency, and timely submission.
  • Experience supporting proposal development from a compliance perspective, including donor eligibility, contractual requirements, and budget review.
  • Familiarity with donor online systems and grant management platforms (e.g., OCHA Grant Management System, UN Partner Portals, EU submission and management systems, SAP, OPP, or similar).
  • Strong analytical skills with the ability to identify compliance risks and recommend practical solutions.
  • Excellent organizational skills with the ability to manage multiple grants, competing deadlines, and complex donor requirements.
  • Strong communication skills in English, both written and verbal. Arabic communication skills is a plus.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.
  • Sound understanding of humanitarian and development programming.

Desirable

  • Knowledge or experience of Oxfam’s programme work;
  • Good knowledge and awareness of issues related to Oxfam’s strategic objectives and theories of change;
  • Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs
