Duty station: Mogadishu, Hargeisa or Garowe office (depending on the preferred location of the selected candidate). Position involves frequent travel (<50%) to operational areas

TEAM PURPOSE:

The humanitarian team works with partners and communities to prepare for, respond to, and recover from crises. It delivers timely, principled assistance that saves and sustains lives, while strengthening disaster preparedness, risk reduction, and anticipatory action to reduce the impact of shocks and support early recovery.

JOB PURPOSE:

The Food and Economic Security (FES) Coordinator provides technical, practical, and strategic leadership for Oxfam’s Food and Economic Security sector programming in Somalia. The FES Coordinator collaborates with sectoral leads (e.g., WASH, Protection, Gender), Program Managers, local partners, thematic leads (e.g., Gender Justice, Inclusive Governance), and support units (e.g., Business Development, Program Quality) to ensure an integrated humanitarian response and resilience-building that aligns with Oxfam’s country strategy and standards.

The Food and Economic Security (FES) Coordinator provides strategic, technical, and program quality leadership for Oxfam’s food security, livelihoods, cash and voucher assistance, market-based programming, and disaster risk reduction (DRR) in FES response programming. The role leads sector analysis, programme design, technical quality assurance, partner capacity strengthening, external representation, and sector influencing. The FES Coordinator works closely with WASH, Protection, Gender, Area/Programme Managers, local partners, Business Development, Programme Quality, and business support functions to ensure integrated humanitarian response programming aligned with needs, gaps, priorities, country level inter-agency plannings and Oxfam’s country strategy and technical standards.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Sector Strategy and Program Development

• Lead the development of strategies and context-specific plans for FES programming, ensuring alignment with Oxfam’s quality standards and operational context.
• Conduct strategic analyses, integrating field and national assessments, conflict analysis, protection and gender considerations to guide effective program strategies and contribute to advocacy and policy initiatives.
• Design and lead the development of high-quality needs assessments, analyses, project proposals, budgets, concept notes, and internal and external reports, including defining targeting approaches, transfer values, market-based modalities, and risk mitigation measures.
• Contribute to contingency planning, preparedness, anticipatory action, and multi-sector response planning by providing FES technical guidance, including DRR, early action, and risk-informed programming, during assessment, design, and implementation phases.
• Integrate disaster risk reduction (DRR) into FES programming, including seasonal risk analysis, early warning, early action, and shock-responsive approaches to protect livelihoods and food security outcomes.
• Support cross-departmental integration with WASH, Gender, and advocacy teams to ensure cohesive, multisectoral responses.
• Advocate for and develop partnerships with local and international stakeholders, representing Oxfam’s food and economic security agendas in clusters, consortia, and coordination meetings.

Technical support, oversight and coordination

• Provide technical guidance on FES programming to ensure compliance with international standards, Oxfam policies, and Somalia’s national guidelines.
• Provide technical direction to Project Leads and partners on detailed implementation, procurement, and recruitment plans, budget utilization, and corrective actions where implementation or quality issues are identified.
• Represent Oxfam’s FES work with donors, clusters, government authorities, and technical working groups, ensuring Oxfam’s analysis and programme learning influence sector priorities and funding decisions.
• Develop and maintain relationships with key stakeholders, including government entities, FSL Cluster, Cash Working Group, and local partners, representing Oxfam’s FES interests in relevant forums.
• Conduct field visits to monitor FES programs, review implementation plans, assess progress, and provide technical support as needed to maintain quality and alignment with donor commitments.
• Develop technical standard operating procedures and quality benchmarks, guidelines, tools, etc. in close coordination with the Oxfam in Africa/Global FES Advisers and support team and partners to adopt, implement it.
• Provide technical guidance on integrating DRR into FES interventions, including risk analysis, livelihood protection strategies, and preparedness measures within programme design and implementation.
• Build the capacity of Oxfam staff and partners in FES-related areas, including cash programming, market analysis, and disaster risk reduction (DRR) and risk-informed programming. Provide mentoring, on-the-job training, and access to best practices and tools to foster expertise within teams.
• Support partners in strengthening their technical and organizational capacities, in line with Oxfam’s localization objectives and the Grand Bargain commitments.
• Contribute to MEAL processes for FES programming, including the design of logical frameworks, indicators, and data collection methods to measure program impact effectively.
• Document and share key learnings from FES projects with internal teams and external stakeholders, feeding insights back into program improvement and policy advocacy efforts.
• Support the development of knowledge-sharing mechanisms to enhance FES programming within Somalia and the wider Oxfam network.
• Engage in national and regional advocacy efforts to influence FES policies, contributing to Somalia’s Food Security and Livelihoods Cluster and other coordination mechanisms.
• Promote Oxfam’s values and visibility by representing the organization in forums, partnerships, and collaborations that support Oxfam’s vision for humanitarian preparedness, resilience, and gender-sensitive programming

Who are we looking for?

• Master’s degree in a related field such as food security, livelihoods, economics, or international development.
• Minimum 7 years of experience in humanitarian and resilience programming, with at least 2 years in a leadership role within food and economic security, livelihoods, ideally in fragile contexts.
• Strong knowledge of cash and voucher assistance, market-based interventions, social protection, and disaster risk reduction (DRR), early action, or shock-responsive programming within FES.
• Demonstrated ability to build partnerships, foster collaboration, and work effectively within multicultural teams.
• Proven expertise in designing, implementing, and managing multisectoral programs that integrate FES, gender, protection, and resilience approaches.
• Excellent analytical, writing, and verbal communication skills in English and Somali.
• Advanced interpersonal skills, with experience in community engagement, policy advocacy, and representation in external forums.
• Knowledge and understanding of global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.
• Commitment to supporting national and local actors, and to changing the power dynamics within the international humanitarian system for greater inclusion, accountability, and impact. Familiarity with the ambitions of the Grand Bargain and Charter for Change.
