I. PURPOSE OF THIS CONTRACT
This consultancy aims to support the planning, coordination, and implementation of clean water awareness campaigns in 10 primary and secondary schools located in Battambang and Siem Reap province, specifically in Kampong Prieng, Ampil Pram Daeum and Varin commune. The target schools are located within 3–5 km of community-based water kiosks supported by the FOWASH project. The campaign aims to raise awareness among students, teachers, and parents on clean water, hygiene, and sanitation practices that contribute to improved health outcomes. In addition, the campaign will promote Kuchsar water as safe drinking water produced through FOWASH-supported water kiosks to increase community awareness and uptake. The consultant will work closely with Oxfam and its implementing partner, HURREDO, to effectively plan and deliver the campaign across the selected schools.
II. BACKGROUND AND CONTEXT
The Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH) Project addresses critical challenges related to water, sanitation, and hygiene (WASH) in rural Cambodia. The project is funded by KOICA, led by Oxfam, and implemented by the local NGO, HURREDO, in close collaboration with the Ministry of Rural Development (MRD), Provincial Departments of Rural Development (PDRD), and local authorities in both provinces.
The project aims to contribute to the overall impact of strengthening health and improving water, sanitation, and hygiene for vulnerable communities affected by climate change in the Tonle Sap Biosphere Region (TSBR). By the end of 2026, the project seeks to achieve the following outcomes:
- Outcome 1: Improved access to sustainable and clean water in vulnerable and hard to reach communities impacted by climate change in the TSBR.
- Outcome 2: Increased awareness and practice of and improved access to hygiene and sanitation of vulnerable and hard to reach communities impacted by climate change in the TSBR.
The project is being implemented in 17 communes across 12 districts in Siem Reap and Battambang provinces. To date, the project has supported the establishment of 11 community-based water kiosks, producing safe drinking water under the brand Kuchsar water. In parallel, the project promotes hygiene and sanitation practices through community and school-based interventions. This dual approach, combining improved access to safe water and behavior change on hygiene, provides the foundation for the proposed clean water awareness campaign, which aims to strengthen community engagement and increase the uptake of safe drinking water from nearby kiosks.
III. SCOPE OF WORK
The consultant will be responsible for the overall coordination, preparation, and implementation of the clean water awareness campaign across 10 schools in Battambang and Siem Reap provinces, specifically in Kampong Prieng, Ampil Pram Daeum and Varin commune. The consultant will:
Planning and Preparation
- Develop a detailed campaign workplan, timeline, and implementation approach aligned with the project objectives
- Coordinate with Oxfam, HURREDO, local authorities, WK stakeholders and target schools to confirm logistics and schedule
- Design and finalize campaign materials, including:
- Training/learning materials for students
- Visual materials (e.g. posters, banners) integrating clean water and hygiene messages, including relevant project and donor logos, and promotion of Kuchsar water
- Ensure all materials are age-appropriate and engaging for children (6–12 years old)
Campaign Implementation
- Organize and facilitate campaign activities in 10 schools (approximately 100 participants per school, including students, teachers, and parents)
- Deliver interactive sessions on:
- Importance of clean water, hygiene, and sanitation with clear emphasis that visually clear rainwater or surface water is not necessarily safe to drink without proper treatment
- Safe vs unsafe water and key hygiene practices (e.g. handwashing)
- Facilitate hands-on activities such as:
- Clean water demonstration (with clear explanation on safe treatment vs visual cleanliness)
- Drawing/poster activities related to clean water and hygiene
- Ensure strong engagement of students, teachers, and parents
- Integrate promotion of Kuchsar water as a safe drinking water option linked to water kiosks
- Capture photo and video documentation during each campaign session
Coordination and Logistics
- Manage all event logistics, including procurement and preparation of materials, transportation (for yourself or your own team only), refreshments for participants at each school, and on-site coordination
- Ensure that all logistical and operational costs (materials, transport, refreshments, etc.) are fully included and reflected in the financial proposal. Hygiene and sanitation kits will be procured and provided by Oxfam to each school and should be excluded from the consultant’s budget.
- Coordinate field implementation efficiently (e.g. 2 schools per day across both provinces)
- Ensure proper documentation, including attendance and activity records
Documentation and Reporting
- Document all campaign activities through photos and video
- Produce:
- One short video (~2 minutes) summarizing the overall campaign
- A concise summary report highlighting key activities, participation, and outcomes
- Capture key lessons learned and recommendations for future campaigns
IV. KEY DELIVERABLES
Inception Deliverables

- Draft campaign materials (including visuals with logos)
Campaign Implementation
- Conduct campaigns in 10 schools
- Deliver sessions and activities to ~100 participants per school
- Implement all planned activities
- Manage logistics, including materials, transport, and refreshments
Final Deliverables
- Summary report in English with key results and lessons learned
- Photo documentation from all schools
- One short video (~2 minutes) of the campaign
- An insight-sharing meeting to present and discuss final results and lessons learned with Oxfam and HURREDO
* All deliverables must be systematically organized into clearly labeled folders by deliverable category.
** File naming conventions must be applied consistently, particularly for photo and video files, with clear information on school name, date, location, and activity to ensure traceability and ease of review.

VI. PROFILE REQUIREMENTS
The ideal consultant shall possess the following qualifications and experiences as below:
Experience and Technical Skills:
- Proven experience in organizing campaigns, events, or community engagement activities
- Experience working with schools, children, or youth-focused activities
- Good understanding of WASH (water, sanitation, and hygiene)
- Strong facilitation and communication skills
- Experience in developing communication or learning materials
- Demonstrated experience in coordinating logistics and field implementation
- Ability to manage multiple locations and tight timelines
Additional Assets:
- Familiarity with the Cambodian context, especially rural communities
- Experience working with NGOs, government, or development partners
- Ability to translate technical content into simple and engaging messages
- Basic photo and video documentation skills or access to a team that can provide them
- Availability during the full implementation period (May–June 2026)
