SALARY: VND 396,956,547 to VND 635,130,475 (annual gross)

Oxfam in Vietnam is looking for a qualified candidate who will be taking the Programme cum MEL officer to ensure effective delivery of the project: “Greening our Rice: Gender Just, Low-Carbon Rice Value Chains in Vietnam (GORice)” through provision of quality management and technical support on planning, implementation, monitoring & evaluation and learning process.

The postholder plays two roles:

•   Technical programme officer for GoRice project, and

•   MEL focal point who ensures data, indicators, learning and reporting directly support adaptive management, donor compliance and impact tracking.

 

KEY RESPONSIBILITIES:

 

A. Programme & Technical Responsibilities (Climate-smart agriculture/Low- carbon rice value chains)

 

  • Contribute to developing monthly, quarterly and annual plans and budgets of the assigned project in consultation with the relevant stakeholders.
  • Support partners, farmer groups/cooperatives, and enterprises in project implementation through technical advice on sustainable and climate smart rice production practices (such as AWD/SRI, SRP etc.), circular economy practices and value chain development. Develop and maintain relationships with national and local partners and authorities.
  • Contribute and support the design and implementation of Farmer Field Schools (FFS) and other participatory extension models to promote climate-smart, low-carbon and gender-responsive rice farming systems.
  • Work closely with partners, cooperatives/ enterprises, and beneficiaries to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate participatory training sessions and follow up with the adoption of climate smart agriculture practices and the impact of the training.
  • Develop and maintain strong working relationships with provincial and national government agencies, especially in the Mekong Delta, research institutes, private sector actors and technical working groups related to climate smart rice agriculture, low carbon rice value chains.
  • Contribute to monitor project spending, review financial reports prepared by partners, and facilitate auditing of fund usage.
  • Contribute to writing/capturing assigned project learning documents, case studies, video clips and taking part in sharing and promoting good practices and lessons within Oxfam and with external stakeholders.

B. Monitoring, Evaluation, Accountability and Learning (MEAL) Responsibilities

  • Serve as the MEL focal point for the GORice project, ensuring the project’s MEAL framework, indicators, targets and data collection systems are properly designed, updated and implemented.
  • Work with partners and related stakeholders to conduct project monitoring, mid-term review and endline evaluation, ensure internal and external reporting is done as per the agreed timeline and requirements, data verification.
  • Ensure quality, timely and accurate MEL database and progress, such as data collection from partners, FFS and field activities (e.g. rice productivity and quality, input use and production costs, greenhouse gas reduction and climate indicators, farmer income and gender outcomes…) for project management.
  • Provide MEL input for internal and external reports, donor updates, annual reports and learning documents.
  • Support partners to strengthen MEL capacity, including basic data collection and keeping, reporting and reflection.
  • Ensure accountability, learning and compliance with Oxfam’s and donors’ MEAL standards.

C. Other responsibilities:

  • Manage consultants’ work related on climate smart agriculture and MEL
  • Actively network with relevant working groups, government agencies to develop and implement joint initiatives at local or/and national/ regional level(s).
  • Act as Oxfam’s representative at provincial or/and national(s) level as required;
  • Ensure the linkages and coherence of the assigned projects to the program strategy and broader Oxfam in Vietnam’s country strategy.
  • Contribute to create synergy with other components or project/program of Oxfam in Vietnam such as gender equality, private sector engagement, climate resilience, etc.
  • Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.

 

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

 

  • University degree/postgraduate, preferably in agriculture, environment and other related fields
  • Substantial knowledge about sustainable and low carbon agriculture or low-emission and climate-smart rice production systems, including AWD/SRI, SRP, circular economy, soil and water management, residue management and climate-resilient practices, inclusive value chain development and familiarity with innovative approaches to address the related problems.
  • Practical experience in participatory extension methods such as Farmer Field School (FFS) with the ability to support farmers, cooperatives and partners on improved low-carbon rice practices.
  • Being familiar with key concepts and interventions under the One million hectare of low carbon, high quality rice of Vietnam, MRV system, carbon market, etc is an advantage
  • Strong practical capacity in MEL, especially an ability to manage and operate a results-based MEL system, including indicators, targets, data collection, tracking tables and reporting.
  • Substantial working experience with development programmes/projects and private sector in Vietnam, including partnership management and participatory approaches.
  • Sound experience in resource management, e.g. finance, assets.
  • Practical knowledge and experience of projects design, report writing, developing training and IEC materials with experimental learning cycle methodology, advocacy and inter-agency networking and coordination.
  • Good analytical thinking skills and abilities to influence others.
  • Good social and intercultural skills.
  • Good written and spoken English and Vietnamese.
  • Good computer skills (writing and spreadsheet programmes).
  • Willingness to travel to remote areas of Vietnam.
